OOC: In addition to what Kenmoria said, the third bit sounds really off, given that there's no way to vote "abstain" and so the only way to make your abstention known is to post it on the forum thread.

Clause #1) Illegal for game mechanics, as written. Also, that’s how resolutions are passed anyhow, so, what’s the point of this clause?
Clause #2) Does nothing
Clause #3) unenforceable, borderline metagaming and censorship.
Not to mention, there is no category I am aware of this could be shoehorned into.
