1. A resolution must need a majority of votes to pass.
2. All nations are strongly encouraged to vote on a resolution.
3. Complaints made by abstention holders will not be tolerated

(OOC: Welcome to the General Assembly. If this is intended to be a proposal, then I recommend having a look at some examples to see what one should normally look like. This is illegal for submission due to violation of the rules, as the subject matter is not one appropriate for a piece of legislation.)
Hello! I’m a GAer and NS Roleplayer from the United Kingdom.
My pronouns are he/him.
Any posts that I make as GenSec will be clearly marked as such and OOC. Conversely, my IC ambassador in the General Assembly is Ambassador Fortier. I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. Read the factbook here for more information; perhaps, I will eventually finish it.

OOC: In addition to what Kenmoria said, the third bit sounds really off, given that there's no way to vote "abstain" and so the only way to make your abstention known is to post it on the forum thread.

Clause #1) Illegal for game mechanics, as written. Also, that’s how resolutions are passed anyhow, so, what’s the point of this clause?
Clause #2) Does nothing
Clause #3) unenforceable, borderline metagaming and censorship.

Not to mention, there is no category I am aware of this could be shoehorned into.

I’d argue that clause 3 is de facto enforced if not de jure, given that “lemmings” are often blamed as the primary cause for a proposal’s failure instead of, you know, legitimate concerns about the proposal’s mandates on nations.
