PUBLIC ANNOUNCEMENT FROM THE OFFICE OF ECONOMIC DEVELOPMENT; COLONY OF PORT ARTHUR

The Office of Economic Development, Port Arthur, is pleased to broadcast this Public Announcement to the international community, and hereby wishes to convey the news that a resolution has been passed by the Governor of The Colony of Port Arthur; Sir Thomas Cole; which authorises this office to lead the initiative to attract and approve potential foreign investors whom wishes to establish business ties within the Colony.

Thus, The Office of Economic Development of the Colony of Port Arthur hereby wishes to inform the international community that the application process regarding the establishment of foreign businesses within the Colony is now open.

In order to attract potential investors, and to be completely transparent regarding to what these investments may or may not entail, various Information Booklets have been attached for the perusal from potential investors.

Information Booklet 1: List of Most Sought After Investments


The following list mentions the economic sectors which is in dire need of expansion within the Colony of Port Arthur. Please note that although comprohensive, this list is not exhuastive. Other investments not falling under these set categories will still be evaluated in a fair and just process.

Primary Economic Sector.

- Farming.

Farms of all varieties of crops/animals are required. Please note that due to geographical size constraints, high tech farming methods are ecouraged to be used, which maximizes the 'Minimum Space vs Maximum Yield' principle.

- Electricity Infrastructure

Please note that the Colony accepts private power companies, but they must generate power from 100% renewable energy sources.

Please note that logging; fishing and mining of all resources is not a legal activity at this time.

Secondary Economic Sector.

The Colony thrives on this sector, also known as the 'Industrial Sector'. The colony has a shortage of the following industries, which includes but is certainly not limited to metalworking and smelting, automobile production, textile production, the chemical and engineering industries, breweries and bottlers, construction, and shipbuilding.

Service Industry.

Activities associated with this sector include retail and wholesale sales, restaurants, clerical services, media, tourism, insurance, banking, health care, and law. Again, more service industries are required other than what is listed.

Knowledge Industry.

Activities associated with this sector include culture, libraries, scientific research, education, and information technology. The Colony understands and respects the fact that These intellectual services and activities are what drives technological advancement, which can have a huge impact on short- and long-term economic growth.

Information Booklet 2: Current Geo/Socio/Econo Factors of the Colony of Port Arthur


The following Geo/Socio/Econo factors has influences on the dynamics of the Colony, which might influence the operations of the foreign investors business:

Geographical Factors.

The Colony of Port Arthur is administratively divided into four Districts, namely the Port Emberian Quarter, the Common Quarter, the Chuckian Quarter and the Selkie Quarter. At the moment, only the Common Quarter is available for foreign investment oppertunities.

Due to the events of the Razing of Port Arthur Incident; the area still has large areas of building ruins and rubble, which urgently requires clean-up.

The government of the Colony has placed a massive importance on the revitalisation of the area's natural health and beauty and is thus creating large swathes of public parks, Zoo's and Botanical Gardens. The government also demands 'Green Standards' for all new construction projects.

Sociological Factors.

The Rebuilding Phase of the Colony has attracted a large number of Port Emberian, Chuckian and Selkie 'Pioneers' to become citizens within the Colony. These citizens comes from highly developed nations and thus brought along a wide variety of skills, knowledge and aptitudes, affording the fledgeling colony a large pool of skilled and talented workers. The Colony has also attracted a large number of Chinese immigrants, affording the Colony a large pool of affordable semi-skilled labour.

Economical Factors.

Due to the strict environmental laws of the Colony, logging, mining and fishing industries within the colony is outlawed. Although this seems like a disadvantage for potential industrial industries, this disadvantage is offset with various beneficial economical factors manouvereud for by the Republic of Port Ember, which allows for a very reliable, constant and economical stream of raw resources inports. The Colony also has access to the massive trade network of the Republic of Port Ember, creating a large pool of potential buyers of Port Arthurian goods and services, which is exempt from trading taxes.

Information Booklet 3: Brief History of Port Arthur


The area which now encompasses the Colony of Port Arthur has a long and rich history, encompassing many major chapters. In summary, its history can be categorised between the ownership of China; Britiian; Russia; Japan; Ukraniumstan and finally Port Ember.

The area was first settled by the Chinese Empire in the Qin and Han periods (221 BC–AD 220), pushing into the territory of ancient Korea. In the 1880s, the settlement, was developed into a walled town and centre for political intrigue and economic activity. The Qing government (China) built bridges and heavily fortified the peninsula. Mining camps on the northern coast of Dalian Bay became the small town of Qingniwa or Qingniwaqiao, near what became downtown Dalian.

The British conquered the area in 1858, but returned it to the Chinese in 1860. The territory again changed hands in 1894, when the Japanese conquered the area during the First Sino-Japanese War. The area was once again returned to the Chinese due to immense foreign pressure from Russia, France and Germany, only to change hands again in 1898 when Russia leased the area from the Chinese Empire. The area was once again captured and occupied by the Japanese when they defeated the Russian Empire in the Russo-Japanese War in 1905.

With the unconditional surrender of Japan in August 1945, the area was passed to the Soviets, who liberated the city during the second world war. The Soviets and Chinese Communists cooperated to develop the city, relatively undamaged during the war, especially its industrial infrastructure and the port.

In 1950, the USSR presented the city to the Chinese Communist government without any compensation. Soviet troops left the city in 1955.

In 1981 the area once again transferred hands, when it was sold to Ukraniumstan, turning it into a major trade port.

The most recent change of ownership of the area occured in 2018 as a direct result of the Razing of Port Arthur, which saw the area transferred to Port Ember and the establishment of the Colony of Port Arthur.

In the wake of the The Razing of Port Arthur Incident, the entire area was left destroyed and the few survivors fled the area, majorly towards the Chinese mainland to the north. When Port Ember assumed ownership of the area, it had zero residents and a completely destroyed city and surroundings.

Port Ember, in a bold and unique political move, invited The Armed Republic of The Chuck and The Free Lands of The Selkie to assume a seat in the governance of the new city state, alongside large area's deemed Quarters, which was to be developed and administrated by the respective representatives of the invited nations. Although the rebuilding process is still in its infancy, the Colony is attracting a massive influx of immigrants and foreign business, creating the largest and most impressive rebuilding project in history.

Information Booklet 5: Locations Available for Investment


The following area's are located in the Common Quarter, all areas available for foreign investment:

Arthur Port Neighbourhood:

The Arthur Port neighbourhood is situated around the Arthur Port, which is the main economic attraction for the neighbourhood. Although there is some residences located here, it is primarily a commercial area.

The following locations are of note:

- Arthur Port: This sea port is the heart and soul of the neighbourhood and is the main economical infrastructure of the neighbourhood. The Port is a commercial port, and is the largest of its kind within the Colony.

This Port is classified as a Smart Port, making extensive use of the Internet of Things (IoT), artificial intelligence (AI) and blockchain to be more efficient at handling goods.

The Port contains 10 container wharfs, 5 bulk wharfs and 5 break bulk wharfs. It also contains two Cruiseship wharfs, the only port to contain such wharfs in the colony.

- Warehouse Park:.

Adjacent to the Port, and technically part of the Port, Warehouse Park is found. It is situated in a walled security area and posesses a large number of large warehouses, where businesses may store the large quantity of inport/export goods moving to/from the Port. Besides its private roads, the Park is serviced with a dedicated railway line to transport goods to the port or futher in-land in a fast and economical manner.

This 'Park' is also host to a Subway Terminal.

- Festo Street:

Festo Street is a Major street immediately adjacent to the Arthur Port. It is affectionately nicknamed "The District's Cultural Heart" by the locals.

The street is lined on both sides with a large number of bookstores, coffee houses, Side-Walk Cafe's, Inn's, Tavern's, Bars, Pubs, Clubs; Speakeasies and brothels.

This street is also host to a Subway Terminal, Firehouse and a Police Station.

- Arthur Port Gardens:

Situated behind the Festo Street; the Arthur Port Gardens is a large public nature park which offers a clean and natural area for locals and tourists alike to break away from the everyday hustle and bustle.

Industria Neighbourhood

The Industria neighbourhood is situated not far from the Arthur Port neighbourhood, on the coastline, and is the area where the majority of the Districts residents is employed. Although there is some residences located here, it is primarily a commercial area.

The following locations are of note:

- Huán Square:

Huán Square is situated in a walled security area and posesses a number of large industrial factories. Besides its private roads, the Park is serviced with a dedicated railway line to transport goods to the port or futher in-land in a fast and economical manner.

This 'Square' is also host to a Subway Terminal.

- Peizi Square:

Peizi Square is situated in a walled security area and posesses a number of large industrial factories. Besides its private roads, the Park is serviced with a dedicated railway line to transport goods to the port or futher in-land in a fast and economical manner.

This 'Square' is also host to a Subway Terminal.

- Qing Square:

Qing Square is situated in a walled security area and posesses a number of large industrial factories. Besides its private roads, the Park is serviced with a dedicated railway line to transport goods to the port or futher in-land in a fast and economical manner.

This 'Square' is also host to a Subway Terminal.

- Silver Peacock

The Silver Peacock is a residential area found within the Industria Neighbourhood and housing wise is completely made from highrise apartment buildings. A few small retail and grocery shops is also located here, alongside a Police Station, a Firehouse and a Subway Terminal.

- Industria Gardens

Situated in between the vatious industrial squares and the Silver Goose residential area, the Industria Gardens is a large public nature park which offers a clean and natural area for locals and tourists alike to break away from the everyday hustle and bustle.

Central Business District:

The Central Business District (CBD) is situated in-land from the Arthur Port and Industria neighbourhoods. Although there is some residences located here, it is primarily a commercial area.

The following locations are of note:

- Urbeto Square:

This area houses the governmental and administrative buildings and offices of the districts magistrate, Police and the local court.

- Basilica Square:

This area houses the governmental and administrative buildings and offices of the Colony's City Council, Police Headquarters, Fire Department Headquarters and the Supreme court.

- Financial Square:

This area houses mostly large skyscraper buildings which is occupied by businesses conducting trade as financial institutions, including but not limited to private banks and investment firms.

- Entertainment Square:

This area houses mostly upper class entertainment establishments, including but not limited to nightclubs, gentleman clubs and a small scale casino amongst other establishments.

- Cultural Square:

This area houses mostly upper class cultural and arts establishments, including but not limited to musuems, art galleries and Performance Theatres amongst other establishments.

- The Forum

This area hosts a large Retail Mall and smaller surrounding shopping centres.

Suburban Residential Areas:

There are 5 suburban style neighbourhoods located within the District, spread all around the remaining spaces. They vary in size and infrastructure and 'local flavour', but maintains a feel of uniformity. They are:

Mountain Valley;

Ghostwood;

Shoringron;

Eoselia;

Grangell;

They may or may not be housed with the following infrastructure: Police Stations; Firehouses; Suburban Metro Stations; Primary Schools; High Schools; Universities; Clinics; Hospitals; Old Age Homes and Shopping Centres.

Unique to these areas is the fact that each residential house is required by law to plant at least 3 trees on their property.

in the name of Silverport Dockyards Limited, and representing its Board of Directors, I wish to inform you, that SDY is planning and willing to expand to Port Arthur and to establish at least four yards within your city, as well as to establish a cooperation with the University of Port Arthur's Faculty of Engineering.
The four yards, which we plan, will mostly be used for civilian shipbuilding. Current plans see the Pattern 253 Dry Bulk Carrier and its derivatives as the largest vessels to be built in Port Arthur. The yards will also be capable of providing repair and maintenance services. Of course, as SDY also markets several nuclear-powered designs, we will not build those in Port Arthur.
SDY is wholly aware of the regulations posed by Port Arthur's Government and we will follow them. You will find all other applicable documents attached below. My daughter, Gwen Cathlong of the Tribe of Cork, will serve as your contact person and as head of SDY-PA, if it comes to fruition.

The four yards, which we plan, will mostly be used for civilian shipbuilding. Current plans see the Pattern 253 Dry Bulk Carrier and its derivatives as the largest vessels to be built in Port Arthur. The yards will also be capable of providing repair and maintenance services. Of course, as SDY also markets several nuclear-powered designs, we will not build those in Port Arthur.
SDY is wholly aware of the regulations posed by Port Arthur's Government and we will follow them. You will find all other applicable documents attached below. My daughter, Gwen Cathlong of the Tribe of Cork, will serve as your contact person and as head of SDY-PA, if it comes to fruition.

Regulation 1:

All relevant laws of the Colony of Port Arthur must be followed by both your company and its employees. Failure to do so will result in legal action which may lead to fines or imprisonment, whichever the case may be.

Regulation 2:

Your company's local branches must employ a minimum of 60% Port Arthur citizens. The rest may be made out of employees from your home branch or from migrant workers, on a two year renewable work visa.

Regulation 3:

Your infrastructure must meet the "Green Construction" standards without exception.

I do hope the above regulations is acceptable, and if so - consider my office awaiting your arrival to our shores with excitement!

Just as a small side-note, I am sure after your research stint, that you have noticed that the mining industry has been outlawed within the Colony, thus you will not be able to acquire the required raw materials locally. However, my Office will put you into contact with the private company - Gudfrey's Trading Company, who is according to my office - the absolute best import/export company in the world, who would be able to source your required raw materials at excellent prices.
