The Right of Independence For Colonial Lands

Knowing that this Assembly’s goal is to promote and make an increase in both political and civil freedoms. This bill gives a nations territory or colony the ability to legally vow for independence.
Understanding, that many indigenous groups have lost land to another nation and wish to become independent and that this Assembly should push to support these events, in the progression of civil rights and democratic values.
Defines, a colony as a country or area that is partially or fully controlled by a foreign power and has settlers from said power.
Hereby,
1. Establishes the World Assembly Council of Colonial Independence
2. Instructs, the Council:
- a. Survey a list of current colonial possessions of member nations at the end of each year.
- b. Document wether these posessions are legally owned without a supression of the native population.
- c. Alert the General Assembly of any violations of Humans and Civil rights along with political freedoms in these colonial possessions.
2. Commands, World Assembly member nations to allow a legal referendum of independence for a colonial possession at least once every 5 Years if it is deemed legal.
3. Requires, all member nations to comply with World Assembly, Human and Civil rights acts in their colonial possessions.
4. Orders, all members to install a regional government or council in their colonies to allow the native population to have control of local issues and laws.
5. Recommends, member nations to install a full autonomous system in their colonies to allow for an easier transition into independence if an area voted in favour of independence.
