EPA is a real world reference and the tax mandates are conflicting with existing WA laws that restrict the WA from violating a Nations right to set its own taxation policy. Plastic bags for fruits on grocery stores are normally provided at no cost and are useful for preventing spoilage as they don’t let microbial agents into vaccuum packaged foods and ease of carrying (you can carry many oranges in a bag more easily then without one). Also they are less prone to failure in rain or other water heavy environments.

Even if the WA was indeed authorized to impose taxes (which it isnt), a simple petroleum grocery bag is not wasteful as defined. Plastic is recyclable. Also, could you perhaps provide an example of a banana or orange packaging used today that would be considered wasteful by your standards?

I will change the tax policies and change the committee name to EPC (Enviormental Protection Corporation) but I was not talking about bags I was talking more about how it's sold in shopsnwith overexcessive packaging like this

You've only had this up a couple of days; that's not nearly enough time for everyone with relevant feedback to a) have come online, b) have read through your proposal, and c) given comments on it. Mandates the EPC allow itself to get thoroughly examined by the WA for corruption twice a year

Hereby mandates that all WA member nations regulate the distribution of wasteful packaging and lower consumers of wasteful packaging in accordance to below Articles:

Article 1 That water bottles are made with bioplastics

Article 2
Delivery companies get fined for packaging material other then bioplastics, cardboard or paper for land or airnbased delivery

"So no packaging in metal containers? No non-bioplastic material for transporting chemicals and solvents? Why are you only fining delivery companies and not the manufacturers? Delivery companies are only the carriers. Often they don't even pack goods."
Article 2
When at sea it is permitted for delivery companies to use metal containers for packaging

"But not otherwise? Why does sea travel get a special exemption? It strikes me that dumping metal into the ocean is more problematic than dumping metal on land, given metal's interaction with corrosive liquid."
Article 3a
Trash companies switch to the use of bioplastic packaging in the context of trash bags

"But not, say, recycling companies? Manufacturers can still sell plastic bags, so long as the garbagemen don't use them? A short-sighted phrasing."
Article 4
Retail companies switch to bioplastics in the context of shopping bags

"This leaves a huge exception for wholesalers, and also ignores non-bioplastic alternatives, like cloth and paper.

"All in all, this entire policy is shortsighted and ill-conceived. We will not support this measure."
