My government expenditure at defense is at 26%, I think its too much.

2. What an I do to reduce expenditure in defense?

2. That depends on what you want your nation to be like, and also on how much of your GDP is taken up by the government. The defence portion tends to be inflated in nations with low government spending, and 26% is only really indicative of severe militarism in nations where government spending is high.
3. Prioritise other areas, like welfare, public transport, or education, and whenever you get issues with the option to cut your military budget, do that.
