Mr. Speaker, Honourable and Right Honourable Members of the House,
Thank you for allowing me to address you in person.

The Government's first priority in this time of crisis is regional safety.
The Speaker of the House has proposed a solution to the problem that does not require regional refounding and simply requires the loyalty of our WA members.
I invite honourable members to read this proposal here:
Amendment: The Imperator Act
Section I.

I. The Imperator shall serve as the Head of State and Commander-in-Chief of the Royal Navy.
II. The Imperator shall be the World Assembly Delegate.
III. The Imperator shall be addressed as His Excellency, the Imperator of Great Britain.
IV. The Imperator shall appoint and dismiss the Prime Minister.
V. The Imperator shall open and close each Session of the House of Commons.
VI. The Imperator shall grant Royal Assent to Bills passed by the House of Commons, thereby making them law.
VII. The Imperator shall veto any Bill by refusing Royal Assent.
VIII. The Imperator shall nominate all Justices for the Supreme Court to the House of Commons.
IX. The Imperator shall nominate all Ambassadors to the House of Commons.
X. The Imperator shall grant all commissions and appointments of the Royal Navy.
XI. The Imperator shall grant all medals, decorations, honours and titles.
Section II.

I. The Imperator shall be elected by popular vote by the citizens.
II. Elections for Imperator shall be held on 1st January, 1st May and 1st September.
III. Candidates must register their intent to stand for Imperator with the Supreme Court.
IV. Candidates must reside within the region, be a WA member and have held their citizenship for forty-two days prior to registration.
V. The Supreme Court shall disqualify a candidate should they fail to meet the eligibility criteria.
VI. The Imperator shall be limited to two consecutive terms.
VII. Term-limited Imperators shall be eligible for further terms after a full term out of office has elapsed.
Section III

I. Should the Imperator cease to exist, be impeached or resign r than twenty-one days before the end of their term, a Special Election shall be held to elect a successor for the remainder of the term.
II. Should the Imperator cease to exist, be impeached or resign less than twenty-one days before the end of their term, the Speaker of the House of Commons shall act as Acting Imperator for the remainder of the term.
III. The Acting Imperator shall have the full constitutional powers of the Imperator.
IV. Imperators elected in a Special Election shall be eligible to serve a further two full terms.

In the next several days, the government will be conducting a referendum to determine the will of the people in this matter. Whatever the decision is will require a vote of approval from the House. Once the government has this mandate, we will move forward accordingly.

Please refer to me any questions that you may have, and thank you very much again, Mr. Speaker, for the opportunity to address this illustrious House.

From the quick read i had of the new Imperator bill I see no issue with the content. As far as i can tell this would bring the Empire into what is essentially an elective monarchy. In my opinion this would be a great step for the empire!

I also see no issue with this, does this mean that currently I am the defacto Imperator for the time being until an election is held?

From what I understand form the bill It would be the speaker who would be Defacto Imperator. However there would be an election at somepoint in which you could stand. (or alternitvily the election would begin immediatly as it is technically a new position)

Right Honourable Members,

It is my belief that adopting an elected monarchy would be the best option for the Empire going forward. Therefore, I am happy to support this amendment to the Constitution.

Lunayria, I encourage you to stand as a candidate for Imperator once the amendment is adopted. I believe you have all the attributes required to serve as our head of state. Should you announce your candidacy, you shall have my endorsement.

In the meantime, I believe we should continue as we are until the amendment is passed and adopted.

I believe a Special Election to fill the new position would be our best option.
