Proclaiming that the purpose of this legislation is to aid underdeveloped nations in the development of their various transportation networks for the purpose of increasing economic development.
Defining transportation networks as a structure or structures which permits either vehicular movement or flow of some commodity.
Examples of transportation networks include, but are not limited to; interstates, airports, seaports, and railroads.
Noting that many nations lack developed roads and other transportation systems, and lack the resources to build and maintain them.
Stating that modern and up to date transportation networks are vital to the economic strength of nations and play key roles in national and international trade.
Granting nations permission to request and take out loans from the World Assembly for the purposes of constructing and/or maintaining transportation networks.
Clarifying that any and all loans that are taken out shall be repaid with interest over an extended period of time depending on the amount of funds borrowed.
