Saigon and Hue resumed telephone service between the two countries. Things had gone even worse. Some unknown group bombed Hue and Da Nang. Someone used heavy artillery to pound Hue, the old imperial capital. President Vu knew that he had no other choice.
President Vu himself knocked on the door of the Indian embassy in Saigon.
He also ordered an airliner to take his foreign minister to Yangoon. Vietnam needed India to help put down this nonsense right now before things get even worse.

"What? India is intact and has taken Hanoi within three fucking days?!" said an astonished Admiral Pham.
"Yes." said his subordinate.
"How long do you think we can keep Sanya?" asked Admiral Pham.
"Less than a day if we ever get discovered. We have about 5,000 people and a few Chinese weapons. India has more than a million troops. Moreover they are already calling on all warlords to surrender. Indians are very angry at this mess in northern Vietnam because they have never seen cannibalism before." said the subordinate.
"Is there any way out? India will shoot us. We are war criminals." said Admiral Pham.
"Wait. There is one way out. We have three nuclear-powered aircraft carriers, 153 nuclear-powered planes and 14 nuclear-powered submarines. I don't think there are any nukes in them. However the nuclear materials can sure as hell cause pollution..If we threaten to commit nuclear terrorism unless India backs down.."

The ambassador starts thinking then speaks, "Do you have any rivals or enemies that will inhibit us from uniting Vietnam."

2 Indian Navy SEAL platoons were searching for any sign of Vietnamese warlord presence on Hainan before India sends any troops blindly onto the island. The lieutenant in charge of the 2 platoons paused when he started getting weak radio chattter coming from the south. He ask one of his petty officers, Petty Officer Sota, are there any people on this Island?"
Sota answers, "Yes there is sir. There is a town called Sanya at least according to Satellite images?"
The lieutenant contacts High Command telling them of a possible warlord base.

An assistant walked up to the ambassador and hand him a document so he reads it then looks at the Vietnamese president, "Mr. President, do you know of an Admiral Pham because Our Intelligence just located in Sanya, Hainan, Former China?"

"Yes. He commanded the Northern Fleet based in Haiphong before the chaos. What? Was he a part of the problem?" said President Vu.
(P.S. When this discussion took place Admiral Pham had already commited numerous acts of terrorism throughout Southeast Asia. His main fleet was near Hawaii. He also had a fleet near Palau and another fleet near Kalimantan.)

A Vietnamese man suddenly appeared before the Presidential Palace of Palau.
"We have 40 nuclear submarines here. If you do not obey us we will destroy this city before your eyes." said the man.
"Please call the Indian government now. If they do not evacuate from Vietnam and pardon us we will not only commit more acts of terrorism but also commit genocide. We won't do it here in Palau though. However we will indeed destroy some place within 24 hours. If you do not call India for us within 5 minutes we will depopulate Ngerulmud."
Palauans weren't intimidated. Suddenly missiles began to fall on Palau. The small Palauan Navy & Air Force were first destroyed, followed by the capital and Koror City. The Presidential Palace was destroyed and the President was killed.
Chinese-built drones stolen by Admiral Pham in Sanya, Wuhan and Chongqing were released and systematically depopulated Palau until nobody remained alive in the entire country.
After the depopulation a sailor called India, saying that Palau had been depopulated fully because India refused to stop its invasion of Vietnam and interference in the internal affairs of Vietnam. He then warned that a much worse massacre will take place within 24 hours unless India accepts his conditions.

Admiral Pham and his main fleet were very close to Hawaii. If India continues to pursue him he would use his remaining ammo to completely depopulate at least Oahu.

A large group of Vietnamese sailors appeared before the Computer Science department. They entered the building and found it deserted. Angered they simply rounded up random (Indian and Southeast Asian) people and forced them to hack into Indian military computers. Due to the chaos they were not noticed at least for a while.

Protected by Indian troops President Vu finally went to northern Vietnam. After landing in the Hanoi Airport he realized that it is full of bullet holes. 4 bandit groups were vying for the airport. Corpses had just been removed.
Hanoi stinked. No. He had no reason to remain. After shaking the hands of a few people and promising that they won't be abandoned he flew back to Saigon.

While most of Admiral Pham's rogue fleet was in the Pacific Ocean anywhere from Fiji to the West Coast of former United States and former Canada the Western Fleet entered the Red Sea. Vice Admiral Duong abandoned plans to destroy the Islamic sites in Meccaa and instead planned to lead his fleet through the Suez Canal into the Mediterranean Sea in order to steal ships and maybe even nuclear material from depopulated European countries.
In the Pacific Ocean Admiral Pham's main fleet was prepared for several operations: Former US bases at Guam, Hawaii and other places will be seized and the weapons taken. Then a fleet of submarines will pass through Panama Canal to seize former American, Canadian and European ships in the Atlantic. Admiral Pham's endgame was to seize nuclear weapon factories or other WMD factories in the Former United States.
