Background

Since the creation of the union of the Latin American socialist republics in the decade of the 80s, Panama had become a state that separated the socialist republics of Central America and the Caribbean with the socialist republics of South America. Panama had remained a strategic ally of the US and Latin American capitalism, becoming the only Latin American country that still had a capitalist political-economic-social system, however Panama was surrounded by socialist states that would maintain an aggressive foreign policy against Panama, while the political leaders in Panama responded to these aggressive policies with a blocking trade between Central America and the Caribbean with South America. With the beginning of the year 2000, the relations between Panama and the ULSR were cooled with the arrival of a new president of the ULSR Paulo Berdinho, producing a historical approach between the government of Panama and the ULSR when Panama lifted the economic blockade that had been carried out in the decade of the 80s. The diplomacy played a very important role in the rapprochement of Panama to the ULSR and with the arrival of Valentina Peron to power, integrationist groups felt attracted by the path that Latin American socialism was taking.



Present


The city of Panama has become a giant urban agglomeration, the crowd of more than 1 million Panamanians have taken to the streets waiting for the arrival of the strongest symbol of Latin American communism, the police received strict orders to monitor that the situation did not get out of control but this seemed a difficult tare, more than 1/4 of the population had concentrated in the capital to see in person Valentina Perón, the leader who had become the symbol of the communist youth throughout the world and a strong propaganda weapon that encouraged the capitalists to believe that Latin American communism was young, full of life and hope as well as its leader. Waiting hours paid off and the scream of the huge crowd seemed bigger than the explosion of atomic bombs dropped on Japan in the Second World War, black vehicles with communist symbols moved slowly through the crowd, escorting a black van with the flag of the ULSR. The Latin American leader opened a window and took part of her body abroad, appreciating the Panamanian crowd that looked like a sea of ​​people, Valentina showed her smile and looked to all sides, the response of the crowd were cries of emotion, the Communist leader felt and was left quite satisfied with respect to the welcome that the Panamanian people gave her. Soon the communist leader would meet personally with the panamanian President Laurentino Cortizo to engage in a conversation that could signify the adhesion of Panama to the ULSR.
Civil rights and social welfare seemed to be what the Panamanian people were looking for and the international press was able to capture it, journalists from all over the world were present and much of the world was waiting for something to happen, due to the neutrality that had Established Panama between North America and Latin America, several American media could film the arrival of the Communist leader in Panama. The foreign minister of Panama decided to take charge of the show and speak directly to the population through a radio message to add more suspense to the delicate situation of Panama, suddenly the huge crowd was silenced to hear the words of Foreign Minister Fernando Nuñez Fabrega.

Laurentino Cortizo was finally reunited with Valentina Peron, both agreed with several political ideologies but belonged to two very different political systems, however seemed to be somewhat uncomfortable in the presence of Valentina Peron. Valentina wore her imposing ULSR army suit she had obtained during her brief military service and possessed some decorations, while Laurentino wore only his formal business suit. "No, I put the rules myself and you will not change anything, the integration will be immediate"

The Panamanian president pulled his phone out of his suit and showed an image of some Panamanian businessmen to Valentina.

"They're going to be behind you, hahaha" -he laughed with grace, as if he were transferring a problem to Valentina.

"And what does that have? Do you think I'm afraid of a group of businesspeople? Do you know how many of them i exceeded? businesspeople pass, they leave, they arrive new, they change and I'm still here, they do not move me...if blood runs in this river, it will be your blood if you ally with them "



After several minutes of meeting, the two leaders took to the streets escorted by a hundred police officers. All the cameras focused on the Panamanian president and Valentina Peron, was the leader of the ULSR which decided to break the silence and give a few words to the Panamanian people, words that were tuned in all radios of the country.

Although Panama did not seem to be a very important country at first sight, it was the last Latin American country that had not resorted to socialism as a political system, it was not news that communism would affect Panama sooner or later, what was surprising was that the Communism did not use force for Panama to join the ULSR. Now, Panama was in a difficult political situation, the political leaders of the country were led by President Fernando Nuñez Fabrega, a man who had kept Panamanian politics together for years and who sought a slow and secure integration into the ULSR. For a period of one week the streets of Panama experienced a flood of people with Panama flags, giant banners and ULSR flags celebrating the recent arrival of the communist leader in the country, even after she returned to the ULSR, several Panamanians continued to celebrate the Peron's visit. During her visit, Peron did not limit himself to convincing Fabrega so that Panama could join the ULSR, she also took the opportunity to personally meet with some union leaders in Panama, visit government buildings, exchange political opinions and finally visit the Panama Canal. The communist leader showed symptoms of having a strong interest in the famous canal of Panama, something that would pose a serious problem for the maritime trade of North America. The radio was strongly influenced by the presence of syndicalist who expressed their opinions (supporting the communists) about the Panamanian political system and the salaries received by public transport. The acts of the syndicalist were generating a considerable increase in public support for the idea of ​​having a much more active and interventionist state in Panama and that to achieve that, strong changes must be made in the country's policy.

Systematically, the population began to adopt the idea that the country needed to change quickly to communism. While in Panama the struggle for capitalism seemed to be lost, President Perón took advantage of her recent success in Panama to convene a new general assembly of the ULSR in Sao Paulo (Brazil), in order to discuss with the rest of the representatives of the ULSR the future integration of Panama to the union and the changes that should be made in the country. Now, the official integration of Panama to the ULSR seemed to have a fixed date and according to the international political forecasts, it would be very difficult for the member countries of the ULSR to reject the entry of Panama into the Latin American union.

    Good tidings,

      We are pleased to inform you that the PAN-ASIATIC MINISTRY of FOREIGN AFFAIRS (PAMFA) of the PEOPLE'S FEDERATION of PAN-ASIATIC STATES is interested in opening mutual diplomatic relations with your Socialist States in order to formally re-establish cordiality between the Latin American and Pan-Asiatic peoples. It is in this regard that we do respectfully initiate a diplomatic mission through an application for ambassadorship represented by this communique. We also hope to present several treaties which can be deliberated on a later occasion.

      First and foremost, we wish to congratulate your efforts to combat the rising tide of American Imperialism in the 21st Century. On behalf of the Federal Congress of Soviets, the Sixth Administration, and my own accord, the Pan-Asiatic States wishes to congratulate the ongoing efforts to integrate the State of Panama into the Union of Latin Socialist Republics (ULSR). After a brief deliberation with the media administration of the Pan-Asiatic States, a public communique will be released verifying this statement. In the meanwhile, please accept our private greetings of commendation.

      His Exellency, Secretary-General Guanyu "Abra" Abramovich y Florante Jr. of the Pan-Asiatic States, has personally reached to me this request officiating the beginning of a brighter and more prosperous future between our two countries. It was my utmost immediate advice to him in the aftermath of your foundation that we should cooperate with your nation’s government in order to boost both of our economies, establish diplomatic ties, further partnerships in various platforms, and reinforce our national sovereignties through military size and scientific advancement.

      May we kindly tell our desire that all our proposals and agreements with your nation’s governing body henceforth be taken in agreeable and appropriate deliberation. In summary we wish to coordinate the formation of the following accords:

      • A Zero-Tariffication Policy and the beginning of further trade negotiations between the ULSR and the Pan-Asiatic States via dialogue through the Pan-Asiatic Trade and Industry Commission (T&CI)
      • A Scientific Cooperation pact between the universities of the ULSR and the Pan-Asiatic States
      • An Open Borders treaty mandating that citizens of the ULSR will no longer have to go through an extensive VISA process in order to travel to the Pan-Asiatic States and vise versa. Citizens of the ULSR will also be exempt from the Third Amendment of the Pan-Asiatic Constitution (Anti-Immigration and Anti-Emigration laws)
      • The foundation of a formal alliance between the Socialist Latin American countries and Socialist Asian republics, which the administrations of both governments will acknowledge

      Attached are our plans to construct a chancery in Buenos Aires’ diplomatic quarter, and we plan to further coordinate with your government’s agencies in order to establish this physical testament to the beginning of our partnership.

      Our most esteemed delegate, whom we hope you will receive in best intentions, Ambassador Sebastian Ongpin Mañalac, is a graduate of our Federation’s most prestigious academic institution, the University of the Philippines (UP) with a degree in International Relations and Diplomacy. For the past ten (10) years, he has worked in close association with the Ministry of Foreign Affairs and has acquired a great deal of expertise in his chosen field.

      We hope that you will return this communique in good health, having deliberated its content, and including the details (name, background, etc.) of the ambassador from the ULSR which will reciprocate the mutual creation of embassies between the Union and the Federation.

      On behalf of the People's Federation, I hand you my warmest and most sincere expressions of gratitude from both me and His Excellency for the appreciations and understandings tethered to this fundamental task of nation-building.

We are elated that socialism has taken happy root in your country, in accordance with our foreign policy of solidarity and facilitating the spread of the worker's revolution, we propose the following terms for your consideration:

1. mutual diplomatic relations, and the mutual opening of embassies
2. pledge of military protection against foreign aggression, especially by capitalist/reactionary forces
