First things first. You really need to read the rules for a General Assembly proposal, and preferably a few passed resolutions to get an idea of how to write a good proposal. They are all pinned at the top of this forum. For example, the rules would tell you that all General Assembly resolutions are compulsory, so having optional clauses in there like you did would make it illegal.

Secondly, I assume you took the idea from the ideas thread, which is great that you're browsing this forum, but you need to understanding what road safety regulation in the international context is really about. It's not about road insurance, or billboards, or roundabouts and traffic lights. These are all national issues that individual should decide on. International road safety is about making sure safety regulations are consistent, making sure incidents are investigated to the same standard, regulating cross-border traffic, and so on. These are international issues that can be legislated on in the World Assembly.

Hope I've helped. If you have any questions, don't hesitate to reach out, and I hope to see a better draft soon.

OOC: Also, GA #34, International Transport Safety and GA #83, International Road Safety already cover quite a few of the vague basics and cannot be contradicted by any later attempts.

Apologies for absences, non-COVID health issues leave me with very little energy at times.
