I don't really think anything you've mentioned here is worthy of a commendation. Your only point is pretty much that he's a great delegate, which is not unique enough for a commendation.

I would suggest striking this clause entirely, and adding additional clauses based off of my comment below.

I think "as" works better here than "of".

I added in some region bbcode. This proposal is seriously lacking in supporting arguments. The argument put forth in this proposal is basically "he has not done anything bad and he has done something ambiguous good, so he should be commended". You should expand upon the idea in this clause by laying out an overview of what specifically The Holy Principality of Saint Mark has done and how it has been beneficial to the West Pacific or the international community in general.

Adding onto Eumaeus's recommendation, I would also suggest elaborating on how he sets a great example of a Delegate.

I'm sure you could make a much better argument than the one the proposal currently sets out. The recent detente with TSP comes to mind as evidence which could be included for a commendation. I am no expert on TWP however, I would suggest doing research, start by looking at their forums, TWP's NSGP thread, and any publications/dispatches produced by TWP's government.
