Yeah, an economic union is not going to fly with us, because the current Princess would never allow that. Same reason that we're not in the EU even though our neighbors (France and Italy) are.
I suggest that the Fraternité should be a purely cultural and linguistic alliance, similar to the real-life Francophonie or Commonwealth of Nations. Its primary mission would be to promote the French language and culture around the world, in ways that are relevant to today's generations:The best part is that all of these generate money (ticket sales, refreshments, souvenirs), so the activities of the Fraternité can be partially self-funding and less costly for member states.
- Sports competitions. They can be single sport, like a soccer cup or a racing grand prix, or multi-sport like the Olympics and Commonwealth Games.
- Music festivals. The Fraternité could have its own band, with musicians from member nations. As well as song contests open to all members.
- Food festivals. Because French food is awesome, so why not spread the love?
- International expos. To showcase the literary, cultural, scientific, and technological achievements of Francophone nations.

Yes, United New France is definitely french, but so is SKM - the native language of 'Indus' isn't even used as much as French, despite both being very similar...
