What actually is the current government form of the Three Empires, I am assuming there is a sort of regency council, but is there some sort of assembly that shares power with the Empress/Council?

Everyone kept their previous positions, except they no longer have an empress. They expected her to come back like she does, and she hasn't. Initially people were content with waiting, but as new generations enter who didn't know life under the empress - discontent grew.

No laws or changes have been passed since she left power. There is no assembly that shares power with the Empress; it was a very low political freedom nation. So basically lower level officials take care of their own regions and such and have left anything for higher approval sitting there.

Thanks, so basically the Empress is not only the executive, but also makes the laws and is the supreme court, and there isn't even a deliberative assembly.

Anyway, I am starting to form a plan for my character. After Proteus has talked with all the candidates, he will try and form an alliance, where he can get as many other candidates as possible to support one candidate in exchange for a position in the government. For example, Eloanne agrees to endorse Charmaine and Charmaine agrees to appoint Eloanne as head of the military. (This is the plan that he has currently and wants to suggest it to Eloanne when they talk again, but first he wants to see which other candidate is the best and has the most support.) At the same time Proteus will try and get the best reward for himself. Thus he will at times try to play the candidates against each other.
