Admittedly, the "NS Summer" phenomenon is generally more visible to moderation than to the average player. Basically, with US school-age children and teenagers on summer break, they have more free time, often insufficient parental oversight so they get bored and cause a statistically-noticable upswing in mod-smackable behavior. The vast majority of them never even make it to the forums, stuff like rulebreaking nation names/fields that get them nuked pretty much as soon as they're created. Before it was known as "NS Summer" (that nickname came around in 2012 if I recall right, owing to an especially bad and highly-visible one due to the US presidential elections,) it was more commonly known as the summer Nazi invasion due to most such troll accounts just being Nazi-flavor spammer/trolls.

"NS Summer" season generally runs from about mid-May to mid-September, and the year of a US presidential election is often especially bad for it. There are less obvious but similar upswings in bad behavior during spring and winter breaks, though of shorter duration and intensity owing in part to those breaks not necessarily being as uniform in length or timing as summer break. And in the case of winter break, said school-age users are often a bit too tied up with holidays, family events, and parties to get up to as much mischief as they do in the summer.

I remember NSG as where the NS Summer thing has the greatest impact: but all-year-round NSG is definitely only for those willing to be very patient with believers in conspiracy theories and fringe theories.
