Hello, and welcome to my RP. The aim of this is to simulate a bit of warfare, where as the OP I will be guiding the events. Please read the background, or at least the TLDR. Check what roles I need people to fill then make an app!

Welcome to the Republic of Kerrigan. Four years ago, civil war broke out here between the authoritarian government and the minority group the Kalwalis. Loyalties were split across family lines. Many more progressive Kerriganis joined the Kalwalis in their fight against oppression, while just as many fought for their nation against the usurpers. What the government thought would be resolved in weeks became a protracted months-long conflict.

As the conflict progressed, the tactics used devolved. Prisoners of war were taken less frequently. Some villages were razed. The government had the advantage of international legitimacy and a national budget. They were able to acquire chemical and biological weapons, which they were able to deploy to devastating effect on the Kalwali population before the international community stepped in.

Several international partners founded Organization for a Kerrigan Ceasefire Order (OKCO), and under its charter initiated an armed intervention in the country – Operation Spearforce. They were able to stop the violence and bring a ceasefire between the two sides. For the last three and a half years, now the Organization for Rebuilding Kerrigan (ORK), they have been working to maintain peace across the country and to rebuild facilities, as well as providing protection for oppressed minorities and working towards free and fair elections.

ORK has several elements: ORK-P, peacekeeping, ORK-D, democracy and constitutional affairs, and ORK-R, working to support refugees and victims of attempted genocide. International partners have either provided financial and material support to ORKs D and R, or military support to ORK-P. The current Director-General of ORK is Cotehelen Professor Henry Hall, a legal scholar and expert in international tribunals. Cotehele is also currently the largest contributor to ORK-P.

Three and a half years into the mission, things seem to be going well. That is until a sudden upscale in government military operations is noticed in the month of February. Increasing ORK-P concerns are largely pushed aside in the name of the greater political aims. 4 March is the turning point. Huge firefights break out across government territory. A military coup d’etat is effectively executed, and the new government turns against ORK and the Kalwalis. Everything goes south very quickly as the peacekeepers find themselves outgunned and stuck between a rock and a hard place.

Four years ago, the Republic of Kerrigan broke out in civil war, with the government fighting against a minority group. After six months the war was ended after an international intervention. The nation has slowly been rebuilding, but the peacekeeping force has just come under attack following a military build up and coup d'etat in the government forces. Now all hell has broken loose. You will play a nation that is either part of the peacekeeping force or a nation with a military/diplomatic/strategic interest in the conflict.

RULES

1. This is not your average dawdling war RP. To keep things moving, as OP/GM I will be ruling on all conflict outcomes. I have developed a system for this (along the lines of wargaming) to ensure balance is reached.
2. As OP I will not only control Cotehele peacekeepers, but most elements of ORK, and all of the government and KPU/KPF forces.
3. Abide by site rules.
4. OP will adjudicate any disputes.
5. Accept adjudication and move on.
6. Realism within reason. You can't teleport ashore but if your army doesn't take account the quantity of food needed to operate a field kitchen, I don't really care.
7. Forces might die in this, no one has invincible soldiers.

  Home to Headquarters, ORK-P. Provides logistical and administrative support to entire ORK-P. Garrisoned by two non-Cotehelen battalions.

  Based near the city of Kezmedza in KPU territory. Works to keep peace and support civilian contractors operating in the city that was formerly on the front line. Garrisoned by 1 Cotehele Pioneers Regiment.

  Only major ORK-P installation in government territory. Based outside the capital city of Surava, supports the operations of ORK-D. Garrisoned by 1 Royal Cragside Guards.

  Primary air base for ORK-P. Small wing of fighters and other planes, as well as helicopters.

  Logistics supply chain depots/refueling points across the island.

The population of the Republic of Karrigan is 2.5 million. The government side has a population of 1.8 million, mostly urban. Government forces officially tally 180,000 men. Due to limitations on imports imposed by ORK, losses in the war, morale issues, and general efforts to demilitarise, they have three deployable divisions of 11,000 men each. They have thousands of second-tier soldiers that are not front-line worthy due to injury, age, or morale. They have limited equipment, but their front-line soldiers are experienced.

Beyond their army, Karrigan has a capable air force and navy. The air force was hit hardest in the civil war and lost several experience pilots. They have had difficulty finding supplies to repair any damaged aircraft. The navy was damaged the least, and has a good number of patrol boats, corvettes, and some frigates and destroyers.

There are 700,000 people living in the rebel side. The KPF have forces of around 45,000 thousand while the KPU have forces of around 25,000. The KPU include foreign fighters so have a better standard of troop, while the KPF is the larger and better funded force.

Armed forces size: 11.5 million made available for the purposes of this RP; Cassidon's RP is that every citizen is a life-long conscript. (Please see that the nation is called 'The Armed Forces of Cassidon' and that the national policies are all borne of the nation being run like a military.)

What will your nation do in response to the conflict: Cassidon's response will be to offer trade in arms and training to the oppressive government (yes, you read that correctly — Cassidon is being a villain about it). This, however, is only a start. Troops and logistical support can be added for the low, low price of an open-ended, ongoing arms trade treaty between this regime and Cassidon. If the oppressive regime stands, Cassidon has a new business partner. If not, the regime owes Cassidon nothing because Cassidon rendered no victory. In Cassidon's NS stats, please note that it is in the top 0.9% in the world in arms manufacture, top 1% in defense forces, top 3% in black market, and top 4% in corruption.

Arms of high quality will be offered as a treaty condition, and before a treaty is signed, the arriving delegation informs the government that they have been given orders to surrender half of their personal arsenals to the diplomats that receive them as a gift from Cassidon, 'product sample', and show of good faith. Upon inspection, the weapons offered reflect only enough use for testing and product quality assurance and are otherwise factory new. Please take note that Cassidon's weaponization NS stat is at 19.6 weapons per person on average and that a military delegation from such a nation will probably be carrying more weapons than the average citizen and of a higher quality to boot — the gifts are really freaking nice. After a treaty, Cassidon is prepared to build and staff advanced weapons manufacturing plants and have the oppressive government supervise every detail of every step along the way so they can learn how to do it for themselves. The chemical and biological weapons come only after the treaty, and they are never deployed without careful observation and monitoring by Cassidonian personnel, but only observation and monitoring. We won't tell you where to point the weapon or even when to push the button, and we certainly won't whine about ethics; we just want to be present to make sure you don't hurt yourself while you do, and we want to observe what happens to the people you use it on so we can continue creating effective and impressive products or tailor a more specific product to your needs should you find that it isn't quite what you wanted.

Training will be offered on all levels to improve strategic capabilities and offensive tactics with emphases provided in hand-to-hand, guerilla, and biological warfare tactics. Some of this is offered for free by the delegation that arrives to pitch this to the regime before a treaty has been signed as, again, a 'product sample' and show of good faith. The biological warfare tactics are especially impressive. Please take note of Cassidon's top 5% info tech, top 9% public education, and top 9% scientific advancement — we have some neat tricks, and we are really good at teaching them.

Personnel will be made available after the treaty to supplement where the regime's military staff are weakest at the highest priority. After that, personnel are added evenly across the board in all capacities to make every part of the oppressive government's war effort as efficient and effective as possible. This includes intelligence gathering operations and the personnel and training to maintain them over time.

Security staff are an option if requested after the treaty as a part of the package. These staff are a personal military presence for all the political and military leaders who are deemed important enough that the regime just wouldn't go on without them. Nobody takes a bullet and gets back up to return fire like a Cassidonian. Did I mention that we engineer our people? Please see Cassidon's policies in 'No Sex' and 'DNA Harvesting'.
