Wastrecht Index of Political Franchise

Postby North German Realm » Sun Mar 24, 2019 1:56 am

Greetings! The following is an Index for Political Franchise in different countries on NationStates.

Political Franchise, otherwise known as Franchise or Suffrage, is the right to vote, or be voted for, by the public society. Suffrage is often conceived in terms of elections for representatives, referenda, or initiatives. It not only describes the legal right to vote but also the practical question of whether a question will be put to a vote. The utility of suffrage is reduced when important questions are decided unilaterally without extensive, conscientious, full disclosure and public review.

In most modern democracies, eligible voters can vote in elections of representatives. Voting on issues by referendum can also be available (in Switzerland, referenda are permitted at all levels of government. In the United States, some states have exercised their shared sovereignty to offer citizens the opportunity to write, propose, and vote on referendums and initiatives. In the United Kingdom, referenda are rare.)

The following questions are supposed to determine, if to a limited degree, whether or not a country is Franchised, the type of Franchise its citizens enjoy, and what affairs can or can not be put to vote.

The Wastrecht Index of Political Franchise (WIF) divides countries into five different categories:

Universal Franchise: The countries in this category extend the right to vote or be voted for by election to any and all adult citizens of the country.
Countries that do not extend the right to citizenship to all people living in their nation but allow all "citizens" the right to vote do not fit in this category.
Countries with appointed offices where appointment into office does not have any criteria fit into this category if Active Franchise is extended to all adult citizens of the country.

Full Franchise: The countries in this category extend the right to vote or be voted for to all adult citizens, but put a different weight to their citizens' votes based on criteria such as wealth, knowledge, property, taxation, race, ethnicity, etc.

Limited Franchise: The countries in this category do not extend the right to vote or be voted for to all citizens. The criteria that limits franchise can be gender, race, wealth, property, or permanent criminal disenfranchisement.

No Franchise: The countries in this category refuse to recognize the right to representation for their citizenry. All political offices are appointed by The State, and the citizenry do not have the right to vote.

Compulsory Franchise: Citizens are by law required to vote in elections in the countries in this category.

List I.
Slandntarc: While not necessarily a good democracy considering there is no established frequency for elections, Slandntarc extends the right to vote -and be voted for- to all its adult citizens regardless of any criteria. x
Valentine Z: Valentine Z, while in reality an authoritarian state, extends franchise to all its adult citizens regardless of criteria. x
Plaetopia: Plaetopia is extends Universal Suffrage, not only towards its adult citizens, but also -in a limited fashion- to its non-citizens. x
Gandoor: x
The Great-German Empire: x
Thermodolia: x
Inkopolitia: x
Cayenne-: x
Indian Empire: x
-Emmeria: x
Samudera Darussalam: x
Alinghi Federal-Democratic Republic: x
Mimerya: x
Aikoland: x
Free Arabian Nation: x
Granluras: While it could possibly have also been a nation with limited franchise due to its limitation on individuals who have never paid tax, Granluras employs universal suffrage. x
New Transeurasia: x
Nagiti: x
Coconut Palm Island: x
Wawakanatote: While it could also be considered a country with limited franchise due to limiting its franchise to those that pay tax, it employs universal suffrage. x
Trinadaed: x
Calliana: Seeing as taxation is compulsory, one can assume that the "only tax-paying citizens" clause is a redundancy. x
Kasoga: Assuming primary education is mandatory and state-provided -as it is in most modern states-, Kasoga would be considered universal franchise. x
The Brytish Isles: Despite its authoritarian tendencies, it legally extends the right to vote to all citizens, which is as much as one can expect from any nation with universal franchise. x
Upper Secundus: Upper Secundus is an exceptional case. It has a population of 1, which means that it, at the same time extends the right to vote to all its population but also lacks any form of decision-making process for that franchise to have any effect. Uh... Surprise? x
Orestea: x
Auzkhia: x
Sajnur: x
Augustan America: x
Enso and Mu: x

Romsarend: Romsarend does not extend franchise to its female citizens. In a pre-1920 index, this would still mean universal suffrage, as votes are not weighted based on wealth, sex, etc., but in the modern contex, Romsarend has Limited franchise. x
North German Realm: North Germany does not extend franchise to its female citizens. In a pre-1920 index, this would still mean universal suffrage, as votes are not weighted based on wealth, sex, etc., but in the modern contex, it has Limited franchise. x
First American Empire: While in reality not a democracy and thus not subject to franchise, the American Empire employs a form of franchise that limits those that lack a college degree. x
Syrisch-Vrijstaat: While the Syrian Free State could be classified as in Full Franchise due to the fact all its "citizens" are extended the right to vote, the fact that citizenship is heavily based on race in a land where that race is -presumably- a minority makes it fall in the Limited Franchise category. x
Hamidiye: While nearly close to a No Franchise nation due to the low effect democracy -and thus a person's vote- has on their politics, it was put in Limited Franchise due to the fact the right to vote is not extended to women. x
Estainia: Estainia extends the right to vote to both genders. However, the votes of females is weighted significantly more than that of the men. This would have qualified them as full franchise. The fact that only property owners can vote makes Estainia qualify for Limited Franchise. x
New Yeeia: This nation specifically bars unemployed or uneducated individuals from participating in elections, and thus falls in the category of limited franchise. x
The Land of the Ephyral: Explicitly, it does not extend the right to be represented or to represent to women and certain classes of their citizenry. x
Seikokka: x
Ferlik: Does not allow women, slaves, or certain races to vote, requires wealth and military service for franchise. x

Silver Commonwealth: In theory, The Silver Commonwealth could also be classified as Limited Franchise or as Compulsory Franchise, but considering the fact that the right to vote is given, almost consistently, to nobody but only the ruling faction, it was decided to put it in the No Franchise category. x
Castelia: While Castelia can be considered a state with universal franchise -as all citizens are allowed to vote-, there are no elections and the referenda are non-binding, thus it can equally be considered a nation with No Franchise. x
Imperial Slovonia: They have no elections, nor any laws on what limits or extends franchise. x

Shrive: As explained in their own form, voting is mandatory for all citizens. x
Arthropol: While somewhat democratic in principle, voting is admitted to be 'mandatory' for all adult (over 16) citizens. x
Former Citizens of the Nimbus System: x
Cottony: x
Tinhampton x

General Information
Your nation's full name: The Republic of Romsarend
Your nation's full population: 48,000,000 (approx.)
Your nation's type of government: Federal parliamentary republic

General Elections
Are General elections held in your nation? Indeed they are.
How often are elections held in your country? The frequency of election is dependent on political position. Presidential elections occur every five years; senatorial elections every three. Local governors are elected typically every two years, albeit this varies from region to region.
What percentage of your population is eligible for voting in General elections? Around twelve million of the forty-eight million Sarendites are eligible for voting in all elections. The reason as to why only about a quarter of the total population is eligible to vote will be elaborated on later in the questionnaire.
What percentage of your eligible population participates in General elections? Of the approximately 25% who are eligible to vote, around half of that number actually vote in elections on a regular basis.
What function do general elections have in your nation? Please, put an X in the criteria(s) that elections can be held for
General Government [X]
General Legislature [X]
Other (please specify)

Regional Elections
Are Regional elections held in your nation? Yup.
How often are regional elections held in your country? As said before, elections for local governors in regions are held typically every two years.
What percentage of your population is eligible for voting in Regional elections? It is the same as those eligible for voting in elections at the national level.
What percentage of your eligible population participates in Regional elections? Ditto.
What function do regional elections have in your nation? Please, put an X in the criteria(s) that elections can be held for
Federal State Government [X]
Federal State Legislature [X]
Regional Government [X]
Regional Legislature [ ]
Other (please specify)

Referenda
Are Referendums held in your nation? Indeed.
How often are Referendums held in your country? Referendums are not held often. The president is the one with the power to hold a referendum if need be. This power is fairly infrequently exercised due to a lack of necessity and, in a sense, apathy from half the vote base.
What percentage of your population is eligible for voting in Referendums? Ditto.
What percentage of your eligible population participates in Referendums? Ditto.
What function do Referendums have in your nation? The Sarendite government necessitates the existence of referendums in order to come to a consensus between itself and the population on matters that may incite dispute between the two parties if not otherwise held.

The Right to Vote
What percentage of your population is eligible to vote? As said before, only a quarter of the population is eligible to vote.
Are all votes valued equally in your elections? Indeed they are.
Do any of the following criteria limit the right to vote or necessitate a higher value for a vote in your country?
Citizenship: An individual must be a citizen if they are to vote.
Age: A citizen must be above twenty-one years of age to vote.
Gender: A citizen must be male to vote.
Race: None.
Education: None.
Occupation: None.
Wealth: None.
Property: None.
Tax: None.
Is disenfranchisement a valid punishment in your nation's penal code? It is not. Crimes against the state are typically penalized with the removal of citizenship or capital punishment.
Is voting mandatory in your country's elections? It is not.
Take care now and be well.

General Information
Your nation's full name: "The World Syndicalist Republics of Silver Commonwealth."
Your nation's full population: "Exact number is unknown, due of lack of reliable data, and wastness of Earth, but it is estimated to be about 5 billion."
Your nation's type of government: "Totalitarian, decentralized, republican fascist national syndicalist world government."

General Elections
Are General elections held in your nation? ''Yes, but those are different from your usual elections - leader is elected only by the Party itself, and politicians, not people themselves.''
How often are elections held in your country? "Only when the previous President, or President-Governor dies, retires, or gets kicked out by the Party. Same applies for President's secretary. If Tom would shut off, secretary would automatically become temporary ruler, until Tom gets fixed. Otherwise, President, and President-Governor is a lifetime service."
What percentage of your population is eligible for voting in General elections? "Not very much, as only Party's members (State CEO's, high ranked generals, scientists, priests, etc.) can vote in those elections. Perhaps few percents at most."
What percentage of your eligible population participates in General elections? "From Party's members, nearly 100% participate in Party's elections, because it is obligatory, and you can get to pay fines, if you don't vote. That said, common citizens are not allowed to participate in Party's elections."
What function do general elections have in your nation? Please, put an X in the criteria(s) that elections can be held for
General Government [X]

Regional Elections
Are Regional elections held in your nation? ''Yes, but similarly to General Elections, only Party is permitted to vote.''
How often are regional elections held in your country? "Similarly to General Elections - only when the local ruler dies, retires, or gets kicked out by the local Party's branch."
What percentage of your population is eligible for voting in Regional elections? ''Just like with General elections, only a few percents, because citizens can't participate in those elections. In fact, unlike with Commonwealth's President, and main administrator elections, only regional Party's branch members can participate in their own region's elections, as it is considered as "their own matter".
What percentage of your eligible population participates in Regional elections? "Similarly to general elections, almost 100%, because of risk of fines fir not doing so. Few corrupt members, however, often have found a way around this, though."
What function do regional elections have in your nation? Please, put an X in the criteria(s) that elections can be held for

How often are Referendums held in your country? ''They are held almost never, as government uses various surveys, and agent-infiltrators instead, in order to get a better picture on society.''
What percentage of your population is eligible for voting in Referendums? ''N/A.''
What percentage of your eligible population participates in Referendums? ''N/A.''
What function do Referendums have in your nation? ''N/A, as we don't hold referendums there for the most part - all decisions are made by the Party's branches. Yes, even on secession matters.''

The Right to Vote
What percentage of your population is eligible to vote? ''As said before, only a small percentage, as it is strictly limited to Party's members. Even at ''international elections'', Party's member percentage is overall very small, if compared to lower classes.''
Are all votes valued equally in your elections? ''Theoretically, yes - both low rank, and high rank Party's member vote is valued. That said, more influential members often spend funds for secret campaigns, in order to convince other Party's members to vote for them.''
Do any of the following criteria limit the right to vote or necessitate a higher value for a vote in your country?
Citizenship: ''In local leader elections, only members of the said region can vote, and those, who have a citizenship of the said region. On larger scale, leader of a sub-Commonwealth (For example - Commonwealth of Canada) is elected by all of the region members, but it still requires the citizenship of local region, and members of other sub-Commonwealth's can't participate as well. (For example, Commonwealth of Central America can't participate in South America's elections.) Only Commonwealth's leader as a whole can be elected by all regions, and there needs to be an ''international citizenship'' for that. (Anyone without a citizenship is basically outside of the law, and effectively considered an outcast. So, citizenship is still important for civilians, even if they can't vote.)''
Age: ''A Party's member can vote from age 21. (Youth wing can't vote in Party's elections) However, in order to be a candidate for President-Governor, or President, usually the minimal limit is 40 years, with a few exceptions on local scale.''
Gender: ''No.''
Race: ''No.''
Education: ''No.''
Occupation: ''Yes. In order to vote, you have to be a member of the Party, as elections are reserved to them.''
Wealth: ''No.''
Property: ''No.''
Tax: ''No.''
Is disenfranchisement a valid punishment in your nation's penal code? ''Of course, it is.''
Is voting mandatory in your country's elections? ''While citizens aren't allowed to participate, it is obligatory for Party's members to participate, and as said before, not participating will result in fines.''

General Information
Your nation's full name: The Democratic Republic of Gandoor
Your nation's full population: 236,182,623 (2023 estimate)
Your nation's type of government: Unitary parliamentary democratic republic

General Elections
Are General elections held in your nation? Yes
How often are elections held in your country? Both every four years (Forum Elections) and every six years (National Elections). While both elections see all 1000 seats in the Forum being up for reelection, Forum Elections are used to determine term-limits for Members of the Forum (as they can only serve three terms of four years) and National Elections determine the Prime Minister (the Forum appoints the nominee chosen by the largest party in the Forum [traditionally the party leader] following the National Election to the office)
What percentage of your population is eligible for voting in General elections? ~70% (suffrage is extended to all citizens aged 20 or older)
What percentage of your eligible population participates in General elections? On average, between 75 and 80% of the voting population participate in both National and Forum Elections, with the most recent election having 83.2% turnout/

Other (please specify)

Regional Elections
Are Regional elections held in your nation? Yes
How often are regional elections held in your country? Elections for the House, the legislature of our administrative divisions, are held every two years. Elections for the Governor are held every six years. The schedule of elections for other regional offices are often tied to these schedules, although more local elections (such as mayor) can vary widely depending on one's location.
What percentage of your population is eligible for voting in Regional elections? ~70% (suffrage is extended to all citizens aged 20 or older)
What percentage of your eligible population participates in Regional elections? On average between 70 and 75%

Referenda
Are Referendums held in your nation? Yes
How often are Referendums held in your country? No particular schedule for referendums, the most recent referendum to occur was the 2003 referendum on the abolishment of capital punishment.
What percentage of your population is eligible for voting in Referendums? ~70%, same as all forms of elections and voting.
What percentage of your eligible population participates in Referendums? Due to the lack of standard occurrence for referendum, an answer cannot be properly given, however the 2003 capital punishment referendum saw 67% turnout.
What function do Referendums have in your nation? As of 1991, all constitutional amendments must pass a referendum (although this requirement was itself an amendment and, as it is our most recent amendment, no constitutional amendments have been passed via the referendum requirement yet), they are also used in regards to the passage of certain major laws, or any other subject which the Forum decides to delegate to a referendum (rather notably, the adoption of our current flag in 1964 was determined via a referendum)

The Right to Vote
What percentage of your population is eligible to vote? ~70%
Are all votes valued equally in your elections? Yes
How is citizenship determined in your country? Citizenship is either determined by jus sanguinis or naturalization. Under the just sanguinis policy, a child born to at least one parent who holds Gandoorese citizenship is automatically considered a Gandoorese citizen at birth, regardless if they were born in Gandoor or not. Citizenship by naturalization is earned by either having lived in Gandoor for a minimum of five years (and having obtained a permanent residency status after having lived here for two years), demonstrating a fluency in at least one of our three official languages (English, Japanese, and Russian), and passing a citizenship test OR having a permanent residency status and marrying a Gandoorese citizen. IN ADDITION, while the government of Gandoor does not normally recognize the principle of jus soli, if a child born in Gandoor would otherwise be stateless at birth, then they are granted Gandoorese citizenship at birth.
Do any of the following criteria limit the right to vote or necessitate a higher value for a vote in your country?
Citizenship: Yes, only citizens may vote.
Age: Yes, one must be at least 20 years of age to vote.
Gender:
Race:
Education:
Occupation:
Wealth:
Property:
Tax:
Is disenfranchisement a valid punishment in your nation's penal code? Partially, while our constitution states that 'punishment of criminal activity' is the sole exception to the right to vote for all citizens of legal age (as at the time the constitution was written, serving a prison sentence of any length permanently barred you from voting), since the late 1980s, the law has been only temporary disenfranchisement: citizens are barred from voting while serving their sentence with the right to vote automatically restored upon their release.
Is voting mandatory in your country's elections? No.

Currently only 52 out of the 92 provinces allow referendums to be held. How is citizenship determined in your country? Citizenship is determined by Jus Sanguinis and naturalization. In order to automatically be a Thermodolian citizen one must be born to a Thermodolian citizen who has spent at least 15 years in Thermodolia 5 of which must be after the age of 18.

Naturalization is determined by living in Thermodolia for 5 years as a permanent resident, which is obtained after living in Thermodolia for 3 years, proving to be fluent in Šænsôc, taken a citizenship test, and signed the pledge of assimilation.

Marrying a Thermodolian citizen only grants a person permanent resident status and lowers the time living as a permanent resident to only 2 years.

All persons who are born in Thermodolia to non-Thermodolian citizens are granted Thermodolian National status, meaning that they already meet the permanent residency requirements and do not have to wait before becoming a citizen.

Do any of the following criteria limit the right to vote or necessitate a higher value for a vote in your country?

Looks interesting! To clarify:

  • Would constituency votes appointing representatives to the legislature spread evenly across an election cycle (of four years, in my case) be considered a (four year-long) general election or several federal state elections (though the constituencies' own governmental bodies only really have the power of local councils, so the state isn't properly federal)?
  • Would compulsory attendance of polling stations during voting (with the exception of postal voters and those in exceptional circumstances such as sudden illness) (designed to allow those objecting to the political process or to all of the available candidates to not vote while still ensuring mass political participation) be considered compulsory voting in this system?
  • How would one indicate the election of the government by the legislature from candidates from the citizenry rather than the legislature in this system? (Chart for visual explanation.)

  1. If the legislature in question is the General Legislature (i.e. the American Congress) rather than local legislature (i.e. Vermont General Assembly), then Yes. It would be considered a General Election. In certain cases where the two elections coincide would be counted as both General and Regional. In your situation, if there is no federal state (and having local independent legislature is kinda necessary for federalism), it could be regional if it wasn't about the General Legislature.
  2. Yes. Compulsory Attendance is compulsory attendance, even if it is for a good reason.
  3. It's a form of indirect (representative) democracy. Not very relevant to how your suffrage works, however, as I don't know who are allowed to vote (or rather, who aren't allowed to).
