Here's my latest offering.

[DESCRIPTION] The people of South-West @@NAME@@, a minority endemic population and who follow the Yellowist religion, have proclaimed eight year old @@RANDOMFIRSTNAME@@ as their new Spiritual Advisor. Your inner-circle are worried that these people are showing too much devotion to Yellowism and not enough loyalty to yourself and the party.

[VALIDITY] dictatorship and low religious freedom

[OPTION] "These south-west @@DEMONYMPLURAL@@ have always been troublesome," declares @@RANDOMNAME@@, your Head of Security, as @@HE@@ wipes blood from @@HIS@@ hands that may explain the screams you heard earlier coming from the basement. "We should kidnap this @@RANDOMFIRSTNAME(1)@@ child and keep @@HIM(1)@@ hidden forever, locked up in a corner of @@NAME@@ where no one will ever find @@HIM(1)@@. Then, we install our own Spiritual Advisor, one who is a pure @@DEMONYM@@ and loyal to the state. Force these South-Westerners to follow our chosen child deity, and if they refuse – shoot them!"

[FLAG] enacts capital punishment

[EFFECT] children are encouraged to fail at school so as not to appear too enlightened

[OPTION] "They certainly are troublesome," agrees General @@RANDOMLASTNAME@@, pushing your security chief out of the way with @@HIS@@ parade-stick. "However, kidnapping a child seems a bit extreme, even for me! I suggest we give a financial incentive for a wave of pure-bred @@DEMONYMPLURAL@@ to move into the South-West region, then our way of doing things will dominate that area. Let them have their Spiritual Advisor, as @@HE(1)@@ will have to go to school with a bunch of @@DEMONYMPLURAL@@ and get taught by a @@DEMONYMADJECTIVE@@ teacher. @@HE(1)@@'ll soon come round to our way of life – and the rest will follow."

"I don't really want to be the Spiritual Advisor; my mum said I have to be it. And I don't want to change schools; I like the classmates I have now. And I really don't want to be kidnapped. I just want to play with my friends. Can't you just let kids be kids and keep us out of your adult arguments?"

I mean, NationStates allows for high-freedom socialist nations and I don't think there's anything here that necessarily excludes the issue from capitalist low-freedom nations.

Not gonna lie, it's a bit weird to see authors walk a fine line about assuming things about @@NATION@@ except when they're non-capitalist. Then they're a single Party pseudo-dictatorship of the Proletariat.

Like, I get that this is alluding to the situation with China and the Dalai Lama, but still.

Thanks for your thoughts guys, I guess I was letting RL events in China and the Panchen Lama cloud my judgement! I've changed the validity to 'dictatorship', yeah, you're right, these are extreme options!

Any other comments on the rest of the issue?

I think it's a really good issue -- I was actually thinking more of the Kumari child deity of Nepal before I read it was inspired more by the Panchen Lama.

It doesn't need another option, certainly (it's a good issue as-is) -- and there's a child-shall-lead-them option in "Following Yonder Star" -- but there might be room for an option to bring the Yellowites into line by accepting the child as your own spiritual advisor (and, for a corrupt twist, the option could suggest that it never hurts to have another advisor to blame if something goes awry).

Up to you, though. I like the issue anyway.

Okay, I'll add that option in to see what it looks like. Then in GI and / or the editing room we can all have a chin-wag on wether it's (or any of the options) needed or not.

I've tidied up the last three options and on the newest option (make the child LEADER's advisor) I have two effect lines. Comments on which one you prefer would be most welcome.

Good issue. Of the two effects line you've given, I'd prefer the second one.

It would seem that the option with the head of security (which was a bit dark for my taste, but that might just be me) also requires torture to be legal (if that isn't implied by what you wrote with it being a dictatorship).

Not entirely sure whether 'lackey' is the idiom a child would use; I do like the touch of him speaking out for himself though.

Sorry about that :) but the first two options are based on what the Chinese communist government HAS done in Tibet.

Corporal punishment validity includes torture. I might rework that option a bit if the percentage of nations this issue is valid for is extremely low, but I won't know that until it gets submitted.

I agree that most 8 year olds wouldn't know this word, however, he is enlightened! :)
