Does the Defence Forces rank now take into account the total military spending (=% of total government expenditure in NationStates dollars)?
I was under the impression it only took into account the percentage, i.e., a nation with 15% defence spending would rank higher than a nation with 7% defence spending, even if the nation with 7% defence spending had a bigger government spending. However, I compared my nation with a friend's nation, did the math, and realised the rank reflects that my spending in NationStates dollars is (slighty) higher than my friend's.
Can anyone confirm this? Does it take any other factors into account? Thanks.
