Prisoner Voting Rights
The General Assembly,
Recognizing: That member nations more than likely have prison systems that sustain certain rights of convicted prisoners within the nation.
Clarifying: That not all nations in the World Assembly have prison systems, and not all nations in the World Assembly have elections, and realizing that this resolution may not affect said nations.
Defining: That prisons in this proposal include government funded systems where both citizens and non-citizens of a nation who have committed crimes in the borders of a nation are held within the walls of a building.
Defining: That a prisoner is a citizen and non-citizen who has committed a crime against a nation or a crime within a nations borders, and have been sentenced by a judge to serve time for their crimes.
Concerned: That the voting rights of prisoners are being suspended because of the crimes that they have committed, preventing citizens and foreigners alike from voting in elections in which directly concern them.
Therefor, the World Assembly will hereby:
1. Prohibits member nations from using a prisoners status as a viable reason to sustain their voting rights.
2. Allows prisoners to vote in national elections.
3. Allows prisoners who have a citizenship in a foreign nation to vote in said nations national elections.
4. Allows prisoners to vote in state elections where said prisoner resides.
5. Prohibits member nations from revoking the citizenship of prisoners housed in a foreign nation to prevent prisoners from voting in national elections
