Its been a long time coming, but we're finally ready for the 18th edition of the Rugby League World Cup! Anyone who wishes to participate can signup here, with each user of course limited to one puppet nation. Anyone wishing to host may also post their bids here, here's a link to The Kiaser Colonies' winning bid from the last World Cup as an example of the information bids should include.

Depends on the host. What do you even need them for exactly? This is sports RP so it's not likely you'll get permission to bring in overly armed security ICly, or terrorists can waltz in, unless the host RPs as totally lax on customs and security.

Echoing what Neu Engollon said, that is up to the hosts as well as your opponents' RP permissions.

We're still looking for a host, so if anyone who feels they are competent and wish to put themselves forwards for consideration, please do! I (Darmen) will probably be putting a bid together in the next day or so, but would prefer that someone else would host. In any case, I'd like to have a host named in the next 10-12 days, so I'm setting a deadline of one week from today (January 31st) to get any bids in.

The Darmeni Bid for Rugby League World Cup XVIII

Darmen/Rugby League in Darmen
Darmen is a Presidential Republic, located in south-central Rushmore. It has been eights years since the Republic was established, replacing a weak confederacy which formed in the wake of the Kingdom of Darmen's collapse. With a population of just over 7 million, Darmen has a relatively diverse ethnic and religious makeup. Economically speaking, Darmen is currently struggling, with over a third of its working force being unemployed.

Darmen's best finish in the Rugby League World Cup came during the 10th edition, as Darmen finished runners-up to the Polar Islandstates following a closely fought 18-12 match at the MacGillycuddy Park, in Ballyfeeaknock, Ancharmunn. Rugby League is the fifth most popular team sport in Darmen, which in many other countries would relegate it to the status of a minor sport. But the 16 team Darmeni Rugby League is among the best in the multiverse, it's teams averaged over 8,600 attendees per match and all but three teams made profits in the 2042 season. The average player salary in the DRL is approximately USD $58,830.

Format
There are currently 20 signups for the RLWC. With that in mind the following formats are being proposed:
  • 24 teams: 4 groups of 6, single round-robin (five matches), top four from each group advancing to the single elimination-knockouts
  • 28 teams: 7 groups of 4, single round-robin (three matches), top two from each group plus two best third placed teams advancing to the single elimination-knockouts
  • 30 teams: 6 groups of 5, single round-robin (four matches), top two from each group plus four best third placed teams advancing to the single elimination-knockouts
  • 32 teams: 8 groups of 4, single round-robin (three matches), top two from each group advancing to the single elimination-knockouts
Tiebreakers
Should tiebreakers be needed at any point, the following tiebreakers shall be applied in the following order:
1. Overall Points (2 for win, 1 for draw, 0 for loss)
2. Point Differential
3. Points For
4. H2H
5. H2H Point Differential
6. H2H Points For

Scorination
xkoranate 0.3.3. will be used, with the SQIS Rugby League formula being utilized. RP bonus will be cumulative, and xkoranate-style modifiers ranging from -5 to +5 will be allowed.

Experience
Darmen has previously hosted the twelfth edition of the Rugby League World Cup. Most recently, Darmen hosted the 26th edition of the Rugby Union World Cup. Furthermore Darmen has also hosted the following events: Beach Cup X, Rugby World Cup 18, Beach Cup 6, Copa Rushmori 9, World Volleyball Expo 4 and several other smaller tournaments.
