Idea: Space Tourism Issue?

I was thinking about trying to write some sort of issue regarding space tourism. This could also be something about private space exploration companies.

Rough Options
Validity: Nation has Space Program

Option 1: Allow Space Tourism - Free Market!

Option 2: Ban Space Tourism - Too hard to regulate/keep safe.

Option 3: Government Space Tourism only - Compromise, government can regulate its rockets.

Option 4: No one in space! - Silly!

Just an idea right now, I haven't see any issue like this before but there may be one hiding from me in the hundreds of issues out there.

574 is about corporate exploitation of space. 589's fourth option gears the space program towards space being more fun. 999's third option is to subsidise space tourism.

So yeah, it's probably already covered, unless you have a new angle.
