3. Ensure respect all the intellectual property of Scientific Knowledge following the
Global Declaration of Human Rights Article 20:

• 1 Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.

Important:
Entitled to more than ordinary consideration or notice.

When you say

important

you classify the information as important or unimportant.
And the function of a library it's not judge.
the function of a library it's to store.

Because when you judge,

The literature of the countries that judge it's important work
And the other works are unimportant.

meanwhile the ULC don't have inspectors to force the digitisation work

EDIT: Also, "Global Declaration of Human Rights Article 20" is still a RL reference as is. And if you're using text from an RL source unedited, it counts as plagiarism, which is one of the offences you can get kicked out of the WA for.
