Tensions escalate between North-Rhine Westphalia and the Revolutionary State of Asterguard as national blame is put on them for a series of attempted-government assassinations

Members of the North-Rhine Westphalia State Government, including respected State Defense Minister Hanz Schultz, flood into the meeting room to discuss the on-going crisis in Brazil.
Midway during the convention, silent shots are fired at stationed guards stationed a few yards from the grand doors to the assembly. Both guards fall flat backwards, bleeding out onto the ground. The shadowy man makes his way down the hall, reloading his pistol. A few moments later, the door is opened and shots are fired at random, one hitting Defense Minister Schultz square in the stomach. Several others are wounded before a silent alarm is triggered. Within 30 seconds armed-guards flood into the room and arrest the assassination.
Another convention is called, and the currently rebelling state of Asterguard gains the blame for the assassination.
