Mm, no. Economic regulations used to forbid usury, trading outside market hours, working outside your parish, most forms of wholesale, hoarding, and so forth. In craft, labor and capital were seldom different roles except during apprenticeship or working for your dad, and even then you were working to the day you too would be boss. Distinction between labor and capital was more common in agriculture, but even that was eroding in the early modern period with the decline of serfdom. Capitalism however introduced enclosure and property tax, eliminating much land proprietorship by labor.

Someone's work mobility is largely determined by their potential to the firm, ergo it's stupid to tie maximum wages to minimum wages under the premise of attaining less inequality (when that's clearly not the target of any hierarchical society)

Wouldn't it, for example, make sense to limit the CEO's wage, to prevent it from becoming detrimental to the company?

CEO's compensation is often a very small slice of a company's balance of payments. That's especially true for megacorporations.
