Why can't I approve proposals?

Why can't I approve proposals? It won't let me. I have tried reloading the page, and I have 2+ endorsements.

You're required to have 2 endorsements to submit a proposal, but you have to be delegate of your region to approve a proposal to push it to vote on the floor.
