This World Assembly hereby:

1. Establishes a Committee for the Common Defence (herein the CCD), which shall protect and heal all those members of the World Assembly plighted with or threatened by foreign attacks.
2. Requests that each member nation aides and comforts any and all other member nations found victims of foreign attacks. Member nations:
   
   1. May donate wealth, time, or workers to any nations rendered destitute from foreign attacks.
   2. Are urged to comply with the wishes and demands of the CCD
   3. Are under no circumstances allowed to inhibit the affairs of the CCD.
3. Establishes a communal arsenal, which shall be administered by the CCD and to which all member nations will be given equal access.

Do you think it would be enough to just add a clause like "within the bounds of the WA's power?" Or should I remove all mentions of protection and just focus on aid, then turn the communal arsenal into a communal fund for emergency aide?

(OOC: GA #2 bans any form of military or police action done by the WA, so having the a committee protect anything will probably be impossible from the start seeing as it would have to use at least some weaponry to do so and thus will be some sort of army. If you were to alter this to focus purely on aid, that wouldn’t be illegal, but would require re-writing of the preamble and a category change.)
