In previous rulings calling saying "Alternative facts" Conway was allowed because that is a literal quote from her, so logic follows this would be allowed as well.

Conway associated herself with the "alternative facts" label in a nationally televised news report. Labeling her with her own statement isn't nicknaming.

"Alternative Facts" was a direct quote from Conway, while "present but not involved" was not, Corbyn's statement was widely paraphrased by the media. I'd therefore argue that this does not fall under that precedent.

That's not quite where the line is.

Firstname "That thing I said" Surname is borderline, but probably fine.

Mr. That-thing-I-said falls on the 'things we'd rather not encourage' side of the line. Mr. Paraphrased-thing-I-said is also bad.
