How can I decrease that? As you can see, it didn't change anymore since it reached 0 and I chose anti-industry decisions in every time it's possible.

Ah, 0's actually the lowest you can get.

As long as your automobile, basket weaving, or arms manufacturing (maybe a couple others?) are above 0, your manufacturing goes up the same amount as those three added up. Negative values, however, are calculated as 0.
