War, war never changes. On the day of October 23rd, 2077 the Chinese unleashed it's full nuclear arsenal to which the US responded with it's own arsenal. The two hour war which started at 9:47 AM lasted until 11 AM. From there, the world would never be the same. Flora would die out, creatures would go extinct overnight. Horrendous irradiated acidic rain would wipe out anything that survived the blasts. The only safe place were the sewers and metro-stations of New York City along with the Vaults. Since the Great War, the buildings have fallen into disrepair and ruin. Landmarks of before still stand but barely. But let me tell you, over the past 200 years this city is still seeing History and making it. Following the Great War many factions arose from the dust of the Nuclear War and many people went into Vaults underground. Over 200 years later in 2297. Not much has changed in the 200 years of New York City.

Factions still battle over the ruins of New York City and Each faction has the ultimate goal of controlling the Empire Wasteland. In this new city, people live under the fear of slavers and much more. There is very few safe places in the Empire Wasteland where no faction dare goes. The innocent and victims of rape, pillaging and more take refugee here to escape the horrors of the same happening again. Who will you be in this Wasteland? A hero or a villain?

Brotherhood of Steel: New York City Detachment - A moderate-sized detachment belonging to the Brotherhood of Steel. They possess advanced weaponry and power armor. Their goal in the Empire Wasteland is to collect technology and salvage any useful items from the ruins of New York City. They reside in a former Vault in Harlem.

Empire State Raiders - Unlike other raiders encountered in the Commonwealth and Capital Wasteland, these Raiders are highly organized and possess good weaponry but not advanced. They also possess salvaged Power Armor modified for their Raider beliefs. They reside in the former Empire State Building.

People's Army of New York - During the Great War, an Advanced Chinese submarine hit a mine and ended up in the New York Harbor. The inhabitants were turned to sentient Ghouls. They then resorted to carrying out the beliefs of the People's Republic of China by establishing a faction in Post-War New York. They are an rag-tag group who use Chinese weapons and are equipped with Chinese uniforms, elite-warriors sometimes utilize the Hei-Gui Stealth suits. Their area of operation is in the Brooklyn Harbors.

Dietrich's Legion - An exiled member of Caesar's Legion. He traveled to the East coast where he came across New York and established a presence which was modeled heavily on Caesar's legion going as far to copy the clothing and more. They possess melee weapons and shields as well as some basic guns. They also have access to outdated power armor which has been heavily modified and repainted in the Legion's colors.

Mecca's Light - Sometime during the Resource Wars, many Arabic families fled to America seeking refugee-status. This led to an internal crisis but they ultimately were accepted and settled in Brooklyn with Muslims who were there before the Resource Wars. They survived the Great War by collecting enough funds to contract Vault-Tec to build a Vault underneath a Mosque in Brooklyn but only stopping the funding after realizing the social experiment. They possess moderate weapons and combat armor. Their residence is central Brooklyn which has their Mosque and the Vault they came from.

Custom Factions - Factions made by people joining the RP. Their technology varies as will location.
World Trade Center - Two towers stand in the skyline of New York. At the ground level is a sprawling city in a city that has doctors, traders and much more. It is considered a safe place to go to escape the harsh realities of the battle-zone of New York.

New Mecca - A city established by Mecca's Light. It is a large city situated in the middle of Brooklyn. It has anything you could ask for besides illicit items that would go against Islamic principles. This is also considered a safe place for traders, citizens and more.
Vault 17 - A vault located underneath Central Park that housed the majority of New Yorkers during the Great War. The vault is still functional.

Vault 29 - A vault located underneath Lower Manhattan that housed corporate executives and rich people. The vault is still functional.

Vault 63 - A vault in Queens that was the ground for FEV testing to a more larger population and thus, the Vault was more larger than traditional Vaults. It has since been overrun by Super Mutants and now they use the FEV vats inside to create more Super Mutants. This is the origin of the Empire Wasteland's supermutants.

Vault 74 - A vault located under a Mosque, privately contracted by Muslims who made the Vault themselves. The vault is still functional and serves as a secondary headquarters.

    Standing at 30’2”, Elsewhere is taller than most if not all documented Super Mutant Behemoths, having the characteristic green skin and upscaled musculature that one would come to expect from his ilk. However, he does differ in several key ways. For one thing, he retains a rather ragged head of hair, along with a beard, and his overall body form is not distorted or otherwise misaligned as can be seen in the vast majority of Super Mutants. Both shoulders have evenly developed in terms of muscle mass and his legs continue to support him. Various large scars criss-cross his body.

Biography:
    Born in Vault 87, Elsewhere was one of the unfortunate souls to have participated in the F.E.V. program. Subjected to the virus, he would experience the great pain and agony that comes from sterility, from the changes in his body and skin, his mind. There’d be a song in his mind, and every time the pain would come, he’d sing it over and over and over, held onto it like a drowning man holds onto a raft. His mind slipped away, his memory of any form of previous life disappearing, and all that was really left was a poorly-written notebook, scribbles and scrawls turning from an adult’s writing to that of a child’s, dark and messy, a style that suggested brain degradation. He could never remember his name, never after that point, not after the pieces fell-away and not after the skin turned to green.

    When they escaped en-masse, he didn’t follow the other mutants. The others traveled to the east, traveled to the Potomac and the great white needle that pierced into the sky, yet Elsewhere didn’t think that such a thing was the best option. Instead, the fledgling Super Mutant traveled west, west to the forests and green of the George Washington and Jefferson National Forest, and it was there that he made his living. He stalked the mutated foliage with a panther’s grace, the lightest of steps and the subtlest of maneuvers aiding him in the hunt, in coming to blows against radspiders the size of rooms, yao guai bears, ambushing them without a sound. As his size grew over the decades, as he aged and aged, the hermit grew more and more capable, less and less conversive. Elsewhere had never been a great public speaker, yet the isolation didn’t aid him in any manner. Yet his step never could leave him.

    Elsewhere built a ‘hut’, though the structure could more be described as a barn-like place, built a hut and built his campfire every night. As his size grew, so too did his appetites. The Mutant moved-on from hunting the yao guai to the deathclaws, claiming the forest as his own, and in it he roamed. There was many a time where he would come to blows with such a reptile, grappling it before swinging the beast into a rocky ground, into a tree, cracking it’s skull and piercing the brain. Elsewhere learned the better ways to cook animal, the better times, and with practice he became well-versed in how to get the meat just right. Yet he lacked companionship, then more than ever, and in this he decided to take some little form of action. The Mutant would, a decade after, have his chance and adopt several yao guai cubs whose mother had been killed by a radscorpion, raising them in one manner or another, creating his own little family. He gave them names, gave them names and talked to them as though they were his children, and in that manner Elsewhere gained just a little bit of his humanity back, just a bit. Elsewhere kept them safe and, when they grew old, they wandered-off to go and make more yao guai. Every once in a while, after that point, he would find one in the forest that would recognize him and, feeling some form of moral obligation, Elsewhere did decide that it would be far better to stop killing and eating the bears.

    Growing larger and larger, eventually Elsewhere ran out of game to hunt. The animals didn’t roam so freely anymore, didn’t have so much joy, and so he did what came natural; he returned back to Vault 87, back and away to where his brothers and sisters had gone to before, a family of yao guai in tow. It had been a three fourths of a century at that point. He found the city at war, Super Mutants acting as raiders and humans acting as raiders and, overall, the entirety of the region going to hell rapidly. Elsewhere set-about rapidly, going to the coast and attempting the greater joy of fishing. He figured that the largest creatures would be in the ocean and, as such, set-about to find a method how. Starting with a streetlight pole and sharpening it to a fine point and singular hook, he would stand for hours in the shallow water waiting for his prey. Eventually, the Mutant would be rewarded for his patience, catching a massive squid, speaking it into the ground, and summarily smashing it against the ground until it stopped moving. Cooking it was a difficult test, but Elsewhere did manage to make it edible and continued-on with that plan for several more years.

    The conflicts that swirled about him went unnoticed, the Super Mutant often plying his trade farther north than the Capital Wasteland could reach, the Brotherhood of Steel patrols never reaching him and the Enclave having concerns elsewhere, with eventually an insane Vault Dweller systematically murdering them in entirety. Due to his peaceful nature compared to the vast majority of mutants, the budding Behemoth simply went on his way, simply kept on fishing and harpooning squids, mutated seals, and larger fish. During these exploits, Elsewhere came upon a larger vessel’s wreckage, what looked to have been a Pre-War United States cargo vessel off the coast of Delaware. On boarding it he found several packages labeled “Med-Tek” and, driven by an interest to know what the packages did, he opened them up. In it was a semi-solid sludge, raw materials that would otherwise have been used for Mentats. Elsewhere recognized the tin, recognized that people did take what was labeled before and in connecting the two decided that it would be a good idea to at least try the sludge. He drank a gallon jug and, finding it to be agreeable, proceeded to drink the rest of the shipment. The shits the Mutant had afterwards was such that a settlement downwind had to move several miles away, for fear of dying from exposure.

    And so, he continued his trade, plying the water for food and taking the bounty he needed. Perhaps it was the factors of his lifestyle, the fact that he didn’t travel into the radiation-tormented wasteland of the cities immediately after the bombs fell and instead went to the forests, the fact that he was as he was, yet whatever the reason, Elsewhere continued to grow and continued to have strength in his mind and body. He reached the height of a Behemoth during that time, twenty feet tall and yet lacking the body structure most of his kin had. He lacked the gorilla-like structure, the heavy arms and overdeveloped neck, instead keeping far closer to humanity. He continued to fish, fish until the Boston Commonwealth came under the flag of the Minutemen, the Brotherhood of Steel beginning diplomatic ties and the two becoming connected. With the additional traffic and fanatical religiosity of that organization the region grew to be infested with several Brotherhood scouting parties, ones with which Elsewhere would be forced to deal with. However, with those multiple disappearances he was forced to travel north, north and up to the Empire Wasteland.

Character Backstory: Colin Kennethson was born at the foot of the World Trade Center, to a mechanic and a doctor who lived a somewhat secure life in the post-apocalyptic wastes. He was happy there, especially since it seemed that he was taking after his parents earlier than most kids. Everyone loved him, and wanted to keep him safe and happy, and he made friends with other children easily. But he was still young and curious, as well as immature, and with a high opinion of his capabilities, he desired to explore the world. And so, he began talking to adventurers and fighters, trying to learn as much of the outside as possible. Colin learned of battles against raiders and slavers, of fighting against Super Mutants and Feral Ghouls, of the People's Army of New York and its depredations.

And the spirit of adventure awoke. But Colin had to make secret preperations; his parents would not want a thirteen-year old kid wandering around on his own. Inventing a special kind of sticky foam and a modified squirt gun that can shoot those, and learning to carry a resized Pre-War Riot Shield, the boy looked for a special occassion from which he can sneak away from the World Trade Centre and the peaceful settlement beneath it. And when a large skirmish broke out in a neighboring district and the settlement was deluged with patients as well as technology in need of repairs, Colin found said occassion and a further reason to go out to the wider world. Leaving a considerately-placed note in his bedroom, Colin snuck away at the dead of midnight, under the New Moon.

It was surprising that he managed to survive the next few days, surviving on mutfruit and edible leaves. He even managed to sneak past his first Raider patrol... But not the Second. After leading the latter on a chase, he was surrounded and captured, kicking and struggling all the while. He was then taken to the headquarters of the Empire State Raiders, where everything he had was taken away from him. After being forced to change to rags, he was sold to the highest bidder, which just so happened to be [Someone's character]. As part of the sale, his Riot Shield, Sticky Foam Gun, and other supplies were bought as well and given back to him so he can use them for the Raiders. But despite this 'concession', one thing remained clear: Colin was a slave and will never return home again.

At least, not as long as his master refused to release him.

Appearance: Joel is always seen wearing a tattered panama hat. His skin is tanned and he has surprisingly nice teeth. He is average height for a man and has a lean figure. He often wears garish rings on the fingers of his left hand, while his right hand has no adornment as to not make it difficult to use a weapon. When in a settlement, he prefers to wear a short sleeved button down shirt and blue jeans, but on the road he dresses more practically and wears boiled leather armor.

Character Backstory: Joel lived in a Philadelphia vault until he was exiled by the Overseer at age 14, after several years of defiant and criminal behavior. Although his mother pleaded to the Overseer to let Joel stay, Joel declined to ask for mercy and arrogantly declared that he would make a better life for himself in the Wasteland. He left with a week's worth of supplies and set out to find a new home. Within just a few weeks, Joel had narrowly escaped several near death experiences and was on the brink of starvation. He was easily captured by raiders and taken as a slave.

For the next few months, Joel lived in constant suffering, the raiders who had taken him just barely kept him alive. Joel knew he couldn't overpower the raiders and that he would not survive even if he could escape, but he found an advantage: The leader of the raiders lived in constant paranoia, as the group had a long history of upstarts killing the leader to take power. Joel offered to become his personal informant in exchange for better living conditions. The raiders spoke openly in the presence of their slaves, as they assumed none would repeat what they heard for fear of torture and death.

But Joel secretly passed on all he heard to the leader for years, and as the time passed, countless members of the group were crucified for their betrayal; the rest became convinced that the leader was an omniscient god, as no one one who conspired against his rule survived for long. Joel was given his freedom at age 17, but continued to serve the leader as an apparently loyal lieutenant. One day, the raiders crossed paths with a Brotherhood of Steel expedition in Newark. Throughout the years, the raiders had gathered several technological artifacts, many of which they did not know how to make use of but nonetheless held onto. The Brotherhood of Steel demanded that the raiders relinquish
the technology. The leader of the raiders refused to comply.

Joel knew that the raiders would be annihilated. Their pipe guns and melee weapons stood no chance against the Brotherhood's power armor. But after years of being worshiped as a god, the leader had become convinced that he was in fact a god and that he was invincible. Joel, disgusted by the man's arrogance, decided that it was time to leave. Under the cover of night, Joel stole a caravan wagon. He loaded it up with food, weapons, medicine, and other supplies. He took two of the strongest, most resilient Brahmin to pull the wagon. Finally, he took a slave - a trained chemist from a civilized community which fell to the raiders years before. The chemist had recently had his feet amputated by the raiders as punishment for an escape attempt. He was sickly and malnourished, and in no condition to escape, so Joel chained him up in the back of the wagon.

By dawn, Joel had parked his wagon by a tall nearby building a safe distance away. He ascended the stairs all the way to the roof of the building and sat down to watch the fireworks. A few miles away, the Brotherhood descended on the raiders and annihilated them. The Brotherhood left only smoke and debris. Joel would never go back; he had nothing to go back to. He returned to his wagon and informed the chemist that he would spend the rest of his life making chems for Joel to sell (and sometimes use). He only lived for a few more months, as Joel had watched him and learned what to do. When Joel was content he could create chems on his own, he euthanized the chemist.

Character Backstory: Joel lived in a Philadelphia vault until he was exiled by the Overseer at age 14, after several years of defiant and criminal behavior. Although his mother pleaded to the Overseer to let Joel stay, Joel declined to ask for mercy and arrogantly declared that he would make a better life for himself in the Wasteland. He left with a week's worth of supplies and set out to find a new home. Within just a few weeks, Joel had narrowly escaped several near death experiences and was on the brink of starvation. He was easily captured by raiders and taken as a slave.

For the next few months, Joel lived in constant suffering, the raiders who had taken him just barely kept him alive. Joel knew he couldn't overpower the raiders and that he would not survive even if he could escape, but he found an advantage: The leader of the raiders lived in constant paranoia, as the group had a long history of upstarts killing the leader to take power. Joel offered to become his personal informant in exchange for better living conditions. The raiders spoke openly in the presence of their slaves, as they assumed none would repeat what they heard for fear of torture and death.

But Joel secretly passed on all he heard to the leader for years, and as the time passed, countless members of the group were crucified for their betrayal; the rest became convinced that the leader was an omniscient god, as no one one who conspired against his rule survived for long. Joel was given his freedom at age 17, but continued to serve the leader as an apparently loyal lieutenant. One day, the raiders crossed paths with a Brotherhood of Steel expedition in Newark. Throughout the years, the raiders had gathered several technological artifacts, many of which they did not know how to make use of but nonetheless held onto. The Brotherhood of Steel demanded that the raiders relinquish
the technology. The leader of the raiders refused to comply.

Joel knew that the raiders would be annihilated. Their pipe guns and melee weapons stood no chance against the Brotherhood's power armor. But after years of being worshiped as a god, the leader had become convinced that he was in fact a god and that he was invincible. Joel, disgusted by the man's arrogance, decided that it was time to leave. Under the cover of night, Joel stole a caravan wagon. He loaded it up with food, weapons, medicine, and other supplies. He took two of the strongest, most resilient Brahmin to pull the wagon. Finally, he took a slave - a trained chemist from a civilized community which fell to the raiders years before. The chemist had recently had his feet amputated by the raiders as punishment for an escape attempt. He was sickly and malnourished, and in no condition to escape, so Joel chained him up in the back of the wagon.

By dawn, Joel had parked his wagon by a tall nearby building a safe distance away. He ascended the stairs all the way to the roof of the building and sat down to watch the fireworks. A few miles away, the Brotherhood descended on the raiders and annihilated them. The Brotherhood left only smoke and debris. Joel would never go back; he had nothing to go back to. He returned to his wagon and informed the chemist that he would spend the rest of his life making chems for Joel to sell (and sometimes use). He only lived for a few more months, as Joel had watched him and learned what to do. When Joel was content he could create chems on his own, he euthanized the chemist.

Military: In New Ark, all who are fit for service must serve in the military. Soldiers are trained at the many repurposed pre-War golf courses in the territory, the ones in Union being the main ones. All citizens who do serve in the military must do so until they reach 15 years of age, and may then choose to discontinue their service. Guns and other weapons are easy to come by in New Ark; most merchants will have some in stock, and quite a few still remain in the wasteland. Almost every citizen of New Ark has at least one gun. The standard issue military rifle is an ordinary ballistic assault rifle, but higher-ups (and lucky soldiers) will likely have laser or even plasma weapons. History: The faction of New Ark originates from a scouting team from an organization that has roots in former Philadelphia. The New Ark was the name of the airship used by a group of settlers to leave the ruins of Philadelphia, mainly because the Troglodyte virus that affected those in the Pitt had spread to parts of their territory in the Philadelphia area. Information about New York City after the bombs dropped was relatively hard to come by. Of course, there was the rare traveler coming south along the Delaware River, but other than those stories, the large amount of information about New York was from terminals or pre-War music (specifically New York, New York). From those stories, New York seemed like a great place to establish a settlement.
The name of the airship they were to take, the "New Ark", came from a particular book that the people worshipped. In the story, God caused an apocalypse on Earth, wiping out most of the life on Earth. But, in order to survive, a man built an "ark" to escape the apocalypse and start anew. The people interpreted the Great War to be the Second Apocalypse, and so, named their ship the New Ark to be the second Ark that let the people start anew.
They traveled by airship to Newark, where the airport there was relatively clear. The settlers exited the airship, and came out into the airport to encounter four communities that had been established east of the Hudson river; Ironbound (Southern Newark) The Port (Elizabeth), Liberty (Southern Jersey City, Liberty Island, Ellis Island), and Boken (Hoboken, Northern Jersey City, and Union City). The peoples of these communities had good opinions of one another, and were regularly seen fighting alongside one another. The settlers of New Ark were permitted to settle the somewhat civilized area of northern Newark. The settlement grew, and soon was on par with the other four communities. They all were very similar, to the point that when New Ark proposed forming a union between them, they accepted with little hesitation. The Treaty of Ellis united the five communities under one confederation. (The community of New Ark's name changed to Passaic after the river, in order to prevent confusion between the community and the confederacy.) Their territories combined gave them Newark, Elizabeth, Jersey City, Hoboken, Union City, and Liberty and Ellis Islands. Being a confederation, the five communities do not have a very strong federal government, and still identify themselves by the community they originate from. Nevertheless, the union expanded to its current borders and are still very patriotic, the shell of the Statue of Liberty being a symbol of New Ark. Military: The Armed Forces of the American Republic favours the use of their advanced weaponry and extensively trained troops in high mobility, shock and awe tactics to blitz their enemies. Most forces utilize a special type of powered Exoskeleton that enhances the wearer's mobility and strength but does not offer protection. Most of the powered armor is only employed only by the Republican Guard and issued only when needed. Instead, protection comes from a thinner, slimmer armour made up of a blend of carbon and nanotube weaving. Kevlar is widely used by both security and armed forces for basic protection.
Preference for ballistic weaponry due to plentiful supplies. Laser weaponry can be seen wielded by regular American army units but are extremely rare. Longe range weapons are also highly sought after. Plasma weaponry has never been seen in use although it is said all plasma weaponry recovered by the army were shipped to an undisclosed location while Gauss weaponry only is seen in the hands of the elite heavy units of the regular Armed Forces. Use of Nuclear weapons prohibited unless given clearance.

The Republican Guard: American Republic's Elite guards. They are the only unit seen always wearing the X0-1 MK1 and MKII power armour. Their sole mission is to protect the president and the white house. Armed with the best weaponry the Republic has to offer including heavy weapons such as missile launchers and Gatling guns. The American Army: The regular military of the American Republic they work like the pre-war US army split between several departments such as the Marines and airborne troopers. Armed with regular infantry weapons such as the new SCAR-H and SCAR-Ls replacing their old service rifles.

Joint Special Operations Command: charged to study special operations requirements and techniques to ensure interoperability and equipment standardization; to plan and conduct special operations exercises and training; to develop joint special operations tactics, and to execute special operations missions. The most elite of the Armed forces operate under this department. They are armed with experimental versions of the EXO suits that allow greater mobility and endurance. Notable units are the DEVGRU and 1st Special Forces Operational Detachment-Delta.

History:
Atlas Corporation was one of the biggest megacorporations during its time. It operated the world's biggest private military in the world at the time and were the bleeding edge of scientific innovations. They even operated their own military vehicles stored in bunker spread out across the country. Its Headquarters is in new york city.

Years before the great war even begun, Mr House founder and CEO of RobCo predicted that nuclear war would come in the following years. He was not the only one who found out about it. Phillip Irons CEO of Atlas Corporation's supercomputer project the Deep Sink project also predicted the same thing. He knew it was impossible to convince the US government or would he be able to save his beloved nation from the nuclear fire but he could at least save his city of new york from total destruction. He convinced several members of the US government and military whom many would become members of the enclave to join him in the defence of the city.

Billions of private investment were spent building defence networks and underground bunkers throughout the state, most situated close to New York City. Most of them were done behind the backs of the Federal Government. A new experimental technology was also making its debut around the time. The transistor and the Microchip. it was developed in Bell laboratories a research company part of Atlas just two years before the bombs fell. It was smaller and proved to be very efficient compared to vacuum tubes. This was incorporated into their new project JULIAN. An AI that would help track and destroy incoming warheads.

In the following months leading to the predicted date. Members of the new york National Guard and their families slowly disappeared some left while others were never heard from again. Atlas began pulling units back and their vehicles into storage. Concentrating on the New York area.
On the week before the estimated nuclear war, Several politicians and generals also took time off with their families to vacation. Preparations were in place, but their estimations were wrong, it was 5 days earlier than expected and several units were not yet ready.

The JULIAN System was not yet fully operational but the microprocessors worked flawlessly, it managed to take down 87 of the 116 warheads hacking and disabling them in mid-flight via satellite links, 20 more were taken down by what Atlas dubbed the Aegis and Trophy system, a system of ground-based missile batteries to shoot down approaching warheads. the remaining 9 got through, one last one was taken down by short-range turrets situated on lady liberty and the empire state building.

The Other Seven however caused significant destruction to the surrounding area. The resulting EMP also took out major systems and cut communications with several outposts and the satellite links.

200 years after the war, raiders and ghouls now roam the streets of Manhattan. Underground, however, the descendants of the war begun to emerge out of their bunkers with the goal of restoring America back to its glorious self-piece by piece city by city. It was decided however that in order for democracy to flourish they would have to take steps to strengthen it. The once shining city lay ruined by the raiders and super mutants, the city and structures might be preserved but the streets are filled with violence and uncertainty. It is up to the Republic to restore it all back to its former glory.

Character Backstory: Born before the war in China, Xchi Chong was born to a rather large family. His father was a high-ranked general of the Chinese Army and a member of the Communist Party. His mother was the owner of three factories that produced weapons. Xchi Chong went to a communist party funded school where he was indoctrinated with Communist beliefs along with basic education (math, ABCs, etc).
Following this into his teen years he was transferred to a Youth Military School where he learned military tactics and strategy.

He became a well liked student and was placed on the Military School's honorguard for the yearly parade which greatly impressed his father. Following his graduation from the military school he'd go on to join the Chinese Navy rather than the Army. He became a highly decorated officer around the time of the Battle for Anchorage and earned numerous medals. He became a respected officer just like his Father in the Chinese Navy. Then, October 23rd struck.

Off of the coast of New York City. The submarine he was in was an highly advanced stealth submarine that was the newest in her class which was called "Xchi-SN1" after her Captain. An american ship that was practicing depth charges for submarine surfacing on the day of October 23rd came in and ironically dropped four depth charges near the Submarine. The Political Officer immediately said to fire the nuclear ICBMs in the Submarine at New York City and a few other cities nearby. However, the nuclear launch sequence required the authorization of three officers not just one. Captain Xhi Chong believed in his country and the Communist Party but couldn't risk atomic war over a mere mistake as afterall the Submarine was supposed to be the top-notch in stealth vessels.

His fellow commander rejected too and thus the orders were conflicted. The Submarine also lost contact with Beijing due to how far off and deep the submarine was, so the orders to fire the submarines nuclear missiles were never received. After surfacing when the ship was gone. They could still not get radio contact with Beijing or Pacific Naval Command and thus, low on food and drink. They headed towards New York City's Brooklyn harbor where they accidentally hit a low yield mine which caused some damage but the Submarine was still operable. The submarine finally docked at the harbor which was oddly abandoned until they saw the Mushroom cloud over New York City lingering 10 minutes after the blast.

They realized that the Atomic Fire had came regardless of their decision and that the Great War had commenced. Following this, Captain Xchi Chong ordered his men to scour the harbor's warehouses to collect food and drink that was supposed to be shipped to the city. The Captain while searching accidently knocked over a box that contained a mysterious serum which he accidently ingested. The box contained more and so did two other ones. Slowly as time went by, he watched his fellow officers and crewmates become ghouls while he seemingly remained normal and not age at all. He proceeded to establish the People's Army of New York to try to hopefully unite the Crewmembers and civilians after the war under the communist ideal. Some years later, the Brooklyn Harbor where they landed became a full-fledged communist city with a trading post and much more.

Years later in 2297, not much has changed with Xchi Chong due to his continued usage of the Serum thus making him immortal seemingly. He remains Captain of the vessel and still commands the ICBMs in the submarine along with his crew and citizens who joined the Communist city. He hopes to have the chance to rebuild the city and install the Communist ideal in New York.

From a young age, she had been sent to travel with a small group of raiders, killing and stealing - among other things, and otherwise preying upon the weak and innocent throughout the ruined city. Yet, as she grew older and witnessed, first-hand, the effects these actions have had upon the hapless, Gabrielle openly questioned if what they had been doing was right or wrong. Things had reached a tipping point when, one day, the then-17-year-old was effectively "ordered" to fire one of her arrows into the skull of an elderly woman whom the Raiders simply thought looked funny, "it would be fun," they said, to which Gabrielle refused. Enraged at the act of defiance, it took her father's demand to follow through with the request. Gabrielle, fighting back the urge to break into tears, fired her arrow and killed the woman as a spectacle for a large group of witnessing Raiders. Gabrielle, despite being met with a resounding applause, and the affirmation of her fellow Raiders, could not break her gaze off from the dead woman, and she felt sick to her stomach. As the night fell on that fateful day, Gabrielle couldn't sleep, and she made the decision on that sleepless night to sneak out from the encampment and to walk, nay-run, away from everything she had ever known. The scrappy, feisty young woman had been hunting for her food, and living on her own, ever-since.

Character Backstory: John was part of the prewar Special unit called the Strategic Homeland Division,a classified unit of highly trained, self-supported tactical agents. The main objective of The Division is to ensure the continuity of government in the case of a catastrophic emergency. Division agents are activated when all other forms of public protection have failed. When the nuclear sirens blared John and a small number of other agents managed to get to their designated bunkers where they are cryogenically frozen till they are needed. It was the American Republic that released him from Cryosleep and what he saw shocked him. Raiders and slavers ruled the streets and no one is safe. He and the rest of the remnants of the SHD agents now swear loyalty to the American republic and the president. Their mission stayed the same. defend the city and restore government control to new york city.

Character Backstory: Born in Ironbound, Lucas Moore joined the New Ark military at the young age of 10, serving the required 5 years of conscription and then choosing to leave when he turned 15 years of age. He moved to The Port, a hot spot for scavengers, and Lucas discovered he was very charismatic, amassing a reasonably sized scavenging team himself. This is where he met his future wife, Elizabeth. They frequented former manufacturing facilities formerly owned by companies like RobCo, Nuka-Cola, Chryslus, Abraxo, and BlamCo. After a sizeable portion of his team was wiped out by Nukalurks in a Nuka-Cola factory, he decided to give up scavenging. Instead, he turned to the world of politics. At the age of 28, he became the governor of the community of The Port, serving his 6 year term. He won the votes of the scavengers, being a former one himself, and the majority of the populations of The Port and Boken were scavengers and travelers. He put his high charisma to use and won the election for president of New Ark easily. In his first year in office, the people of New Ark look at him and hope that under his administration, the nation of New Ark will prosper.
