Make your capital Iceland, it's easily accessible to all of Europe, and is a populated powerhouse already.

Strasbourg. It isn't huge, but it's uncontroversial (choosing a member state's present capital would represent a concentration of power in that one country that other members would find unconscionable), already hosts a number of EU functionaries, and is located within the geographical heart of the EU, straddling its two primary loci of power.

If Switzerland is now a part, then Geneva, since no member state would feel threatened by potential unilateral Swiss dominance, or even by a general EU sub-region.
