Storyline - Pre-War
Fallout: Beginning of War will take place both in the Pre-war world of Fallout for approximately fifteen days. The Pre-war time will give players to know eachother or interact in general before the bombs drop. The Roleplay will be set in an slightly-edited Washington, D.C. (explained further below) and the suburbs surrounding it. This roleplay gives your character an chance to see the bombs drop before you're hustled away into an vault and basically explore Pre-War society and interact with people in the Pre-War society. For fifteen days. Your character will witness Pre-War american society and the quirks in it. The government and much more. And also drive a Corvega, possibly. If they could afford it. This also gives you the chance to roleplay becoming a ghoul if you could not afford a place in the vault.
Storyline - Post-War
Fallout: Beginning of War will also take place 20-40 years after the bombs have dropped. The way this will be achieved with current characters will be through cyrostatis vaults (once again, further explained in it's own section) and after awakening. You will find a more harsh world. Most people have survived, but due to it being only 20-40 years later. Far more dangerous radioactive creatures that would of been extinct by the year of Fallout 3 roam the wastes. (This will be explained below.)

Vault Lore
All of the vaults in Washington, D.C. and the surrounding area were equipped with Cyrogenics to preserve the brightest and government officials who were not of the upmost importance to go with the Enclave when the bombs dropped. This doesn't mean they won't go on to assist the Enclave or formulate Enclave in the Capital Wasteland. This includes the Vault the character in Fallout 3 awakens in.
Washington, D.C - Changed
As I mentioned earlier. The city was changed. The city was equipped with similar defenses like what Mr. House used, thus sparing the city from nuclear destruction which means that the majority of locations in Fallout 3 are no-longer destroyed but rather intact. This means an intact White House. The only drawback to this is that there is a glowing-sea location (however, much more intense) to the north of Old Olney and includes a portion of the city. Due to the 20-40 year. Most buildings will contain more loot and be less destroyed. This means that DC streets are more accessible and Metros do not need to be relied on much. This may change with the formulation of factions, etc. It will be possible for people to destroy buildings in the game to help fortify an area.
