Storyline - Pre-War
Fallout: Beginning of War will take place both in the Pre-war world of Fallout for approximately fifteen days. The Pre-war time will give players to know eachother or interact in general before the bombs drop. The Roleplay will be set in an slightly-edited Washington, D.C. (explained further below) and the suburbs surrounding it. This roleplay gives your character an chance to see the bombs drop before you're hustled away into an vault and basically explore Pre-War society and interact with people in the Pre-War society. For fifteen days. Your character will witness Pre-War american society and the quirks in it. The government and much more. And also drive a Corvega, possibly. If they could afford it. This also gives you the chance to roleplay becoming a ghoul if you could not afford a place in the vault.

Storyline - Post-War
Fallout: Beginning of War will also take place 20-40 years after the bombs have dropped. The way this will be achieved with current characters will be through cyrostatis vaults (once again, further explained in it's own section) and after awakening. You will find a more harsh world. Most people have survived, but due to it being only 20-40 years later. Far more dangerous radioactive creatures that would of been extinct by the year of Fallout 3 roam the wastes. (This will be explained below.)

Creatures

Radspider

Radspiders are a mutated group of spiders from the Wolf-spider family. They are incredibly large and cover the post-war Washington, D.C.'s metros and tunnels and sometimes open ground. The bright side to this is, they are mostly nocturnal, so you can expect them to only be at night. Also, their hair is highly reflective off of certain light.

Ghoul Behemoth

Very similar to an Feral Ghoul but somehow mutated to behemoth size. One expert opinion is that the vast number of bombs that hit the Capital Wasteland's glowing sea changed them into ghouls almost immediately and the following bombs made them change even further. They are the same size of Super mutant behemoths and seem to have a bit of intelligence as they can fashion weapons out of ordinary objects in the glowing sea. The upside to this creature is that it is only encountered deep in the glowing sea.

Vault Lore
All of the vaults in Washington, D.C. and the surrounding area were equipped with Cyrogenics to preserve the brightest and government officials who were not of the upmost importance to go with the Enclave when the bombs dropped. This doesn't mean they won't go on to assist the Enclave or formulate Enclave in the Capital Wasteland. This includes the Vault the character in Fallout 3 awakens in.

Washington, D.C - Changed
As I mentioned earlier. The city was changed. The city was equipped with similar defenses like what Mr. House used, thus sparing the city from nuclear destruction which means that the majority of locations in Fallout 3 are no-longer destroyed but rather intact. This means an intact White House. The only drawback to this is that there is a glowing-sea location (however, much more intense) to the north of Old Olney and includes a portion of the city. Due to the 20-40 year. Most buildings will contain more loot and be less destroyed. This means that DC streets are more accessible and Metros do not need to be relied on much. This may change with the formulation of factions, etc. It will be possible for people to destroy buildings in the game to help fortify an area.

How much does this universe differ from normal fallout canon?

Not much, besides the fact spiders are a thing and ghoul behemeoths exist (but only in the Capital Wasteland's glowing sea) and the fact DC didn't get hit due to anti-air missiles (same as Mr. House had), which would be more realistic. So DC is more or less intact, it'll take 20-40 years after the post-war cyro-unfreeze, so a lot more loot and stuff intact.

But Germantown and Olney was nuked, and northern Bethesda, so parts of DC were hit but not DC itself so the White House and a few other important buildings are intact.

While on a business trip in Maryland a Rob Co Vice President noticed the boys talent, he was offered a position at RobCo once he graduated high school. When he graduated early at age 17 he accepted the contract. He quickly excelled in the company becoming head of the Pip-Boy development by age 26. His intelligence and skills caught the eye of Robert House. When he was 30 he was elevated to the position of VP. At a young age House saw some of himself in the young entrepreneur and became good friends with him. Lucas Nash was behind the development of many of Rob Co's greatest inventions such as the Pip-Boy 3000 and the Pip-Pad. He also worked on the Liberty Prime Project as well as the Securitron and Protectotron projects. He was able to by his dream house outside DC and get his dream car, the Chryslus Rocket 69.

Everyone in the RP is assumed to have a spot in the Vault because it's likely only 10 people or less will join. Vaults were meant to hold 1,000. As for the rejection portion and getting to the future the hard way. There will be a timeskip.

Ryan and his mother were frequently the objects of his father's drunken outbursts and both learned to avoid him when he was wasted or high (which was almost always) or else receive a beating. As Ryan got older, he got into trouble. He was kicked out of two schools by the eighth grade and was arrested for the first time in his freshman year. As the years went on, Ryan continued on his destructive path. He sold drugs, broke into cars, stole wallets and such, joined a gang called the Pythons, and eventually got a job as a mechanic. The mechanic job was also less than legal...it was a chop shop run by the uncle of one of his fellow gang members.
Ryan dropped out of school in his senior year and continued his life of crime, as well as leaving home to crash with some of his criminal buddies. Soon, he got his own apartment, a motorcycle, and made a decent enough life for himself. The fact he had to sustain his decent life with crimes and stolen money never really bothered him. He soon got out of touch with his mother and father, never visiting, calling, or seeing them since the day he left the house for good. His new "family" was enough for him and was even better, as far as he was concerned.
Even though he did pretty good for himself, Ryan was unable to purchase access to a Vault.
