Oh yeah, i forgot about that… Maybe confusion is strong enough for Shellder to confuse itself so much that it forgets Rest? Not sure, Shellder is quite weak at this point, so it might work if you're alright with it.

Before I give you an encounter, I should let you know that we aren’t moving on to another day yet, so it’s still the same day that Emma started at. Also, is she not going to do anything at Camadua City? I feel she’s moving way to fast to be jumping from town to town in the span of a single post. You should rework your post to have Emma be either in Camadua City or still on Route 7.

The bio and personality could use a lot of work; they are both very bare-bones. Just where is Zak from? What is the significance of his family, and being the twelfth trainer is his family? When did he meet Chespin? The fact that Zak is autistic seems tacked on; how does that factor into his bio and personality?

Other than that, I’d say half the number of pokeballs he has, and give Chespin Rollout as a move so that he has at least four moves.
