Members of the General Assembly,
For a decade this resolution has plagued the world and prevented quick and simple ends in long wars, and has put unreasonable restrictions on intelligence agencies. Instead, the World Assembly must repeal this resolution and replace it with proper laws. The use of torture can allow governments to acquire information which can be used to expedite a war or lead to events in which a war is unnecessary and prevented in the first place. In addition to this, should a sovereign nation not be allowed to conduct a war how it wishes? If the World Assembly limits what a nation can do in the event of a war, we prevent nations on both sides of the war from being allowed to end the war by any means necessary, thus creating much longer and bloodier wars. The modern world must move away from bloody wars on the land to wars containing smarter and more thought-out attacks on other nations, be it through cyber-warfare or assassination. These are the methods of warfare that will save the lives of the soldiers who fight for the sovereignty of their home nations every single day.
For the preservation of rights of sovereign nations, and a reduction in the deaths of soldiers, please, vote to repeal this nonsensible resolution.
DECLARES torture as "intentionally inflicting pain, severe discomfort or suffering on a person for the purposes of intimidation, coercion, personal punishment or interrogation, or to extract information, confession or concession to demands from them or any other person, where committed with the approval or assistance of a government official or person acting in such capacity" (GA#9).
ARGUES torture is a necessary evil in modern warfare for extraction of information.
ARGUES torture prevents the mass loss of life on the battlefield.
PROTECTS national sovereignty in how a nation conducts their own wars.
NOTES that the legislation is a decade old, and is outdated.
NOTES that modern warfare is no longer fought on the ground as much as it once was.
