Change on National Religion issue?

I had gone through my usual routine of answering (agnostic) to the National Religion issue today. Normally, this has been an ongoing dance of appeasing the issue with a non-answer, stats change, I wait another few months for its return. Except this time, I got a telegram stating that I had unlocked my National Religion under my nation's settings. My understanding was that this outcome was for those that chose a religion. Was this a recent change in the issue effects? Or is it being quirky?
