[DRAFT] Foreign Aid

Could someone please tell me whats wrong with my proposal it keeps getting rejected for some reason?

International Aid is a waste of money and resources. It uses hard earned money from a nations economy and puts it into places where the countries cannot benefit from it. By saying this, Foreign Aid should be administered by private enterprises and not up to the State to allocate money for it. The state could focus on REDUCING income inequality and offering improved and modernised social programs for its citizens.

UNDERSTANDING that financial Aid to smaller less developed countries is almost a necessity for the betterment of their country

COMPELS Private Enterprises to allocate 5-10% of their revenue to donate to an Aid pool

REQUIRES countries to stop foreign aid and focus on helping fix internal or regional problems

STATING that Foreign Aid should not be an obligation and should be banned from being administered by the state

BELIEVING that internal problems are more important than external problems therefore the money originally used to help other nations could be used to better education problems and other social expenditures such as welfare, health, transportation etc.

FURTHER OBLIGES: Countries to step up spending on social programs with the money saved by repealing foreign aid.

CLARIFYING that some of the funds given to countries, can be used in malicious ways like corruption.

Thus, hereby stating that all state funded international aid should be banned and should be up to private corporations to allocate a small percentage of their yearly earnings to foreign aid programs.

Come on. This idea that using the word regional here is illegal is absurd. It’s only illegal if you are trying to make it illegal. We have and should operate on deference to interpretations allowing things to be légale.

OOC: FWIW GenSec tends to permit mention of "regional" affairs if it's not obviously in regard to game regions.

To the OP: What's your intended category? At least one previous version was rules illegal because the chosen category (Health/Int'l Aid) increases state spending on aid. Parts of this read variously as that same category (administration of an "Aid Pool"); Social Justice (mandating all private enterprise spend 5-10% of revenue on aid, and mandating the saved state funding go to welfare), and Free Trade (allowing private enterprise to apparently choose, if it so wishes, whether or not to contribute [see last paragraph, which appears to contradict "COMPELS" clause]). This will need tightening up and rewriting if you want it to go anywhere. Good luck!

OOC: There are also some contradictory problems, like GA #38, Convention Against Genocide, which has the clause "3. Member nations must provide aid, protection and refuge to victims of genocide to the best of their ability, and must deny such aid to the perpetrators of genocide." Says "member nations", not "private businesses". In addition to which, private corporations aren't always a thing in a nation, so you could effectively make nations noncompliant against their will, which won't work in your benefit.

If it were truly ambiguous, I'd agree with you, but the context of the rest of the proposal basically being basically "Keep your money at home!!!!" makes it doubtful that they meant it in a sense that wouldn't be meta-gaming. It would go completely against the spirit of the rest of the proposal to say, "Well, you can help your immediate neighbors" when the rest is, "Your government should be caring for your people and *only* your people!".

OOC: It is very easy to think of counterexamples in which a national government wishes to cooperate with its neighbors to solve an issue that affects all of them, while still primarily being concerned with its own national well-being. For example, what if France had actually coordinated with Belgium on constructing the Maginot Line, instead of just trusting the Belgians to think identically and to have the necessary funding available? Well, probably not much, but it would have been smarter per the knowledge of the time and by the logic of this proposal.

The proposal is not illegal for metagaming.
