This is a letter formally recognizing that your presence is required in the town of Nadmoracja as part of the Multilateral Force Against Gristolite Terrorism. Currently, Constanlia and Zatoka are under constant threat from Gristolite terrorism, and thanks to the passing of COS00001 we have a unique, crucial and pivotal opportunity to solve a crisis that has stained the world for fifty years. The deaths of hundreds of Pelecanites, Constanlians, and countless others shall not go to waste, and this new body provides a chance to truly eradicate the worst elements of chaos and violence in the area. We hope all states unite at this conference to make a change, a change for good.

[Halewerus]

Kelvin Valerjanski, general of the Halewerusian high-command, his advisors and personal guards were the first to arrive at the former administration building. He looked around the conference room. "This should do.", he muttered, "What is the status of the other Commanders?"
"We're the first to arrive.", Thorben Sikorsky, his personal information officer, replied.
"Very well then. Get me some intel about the enemy. I want to know everything about the last 20 operations, their approaches, motives and countermeasures, that were used. And find someone, who works here...i could use some coffee..."
"Right away, Sir." Sikorsky saluted and went to do his work. The personal guards would need some time to check the perimeter and so General Valerjanski had time to unpack his luggage. He took an Map, that showed the region and it's borders. He pinned it to the wall. Valerjanski hoped to finish this fight against the Gristolian Terrorists as fast as he could.

[Military Emmeria]

General Richard Stark (commander in charge of the emmerian counter terrorism battalion) enters the room and is gladly received a salute from his fellow military advisors.
"Well at least emmerian reputation of being late is being broken here aha, greeting fellow officers and svyat brothers. President Frost sent me personally to over see those proceedings. Right I think a coffee is in order and then you have my full attention"
Before sitting down he checks that his medals are in check and removes his cap and gently places it on the counter . Kindly smiling at the other attending Nations
"Ah! General Valerjanski, I herd you may be attending and it's a pleasure. I don't think we have had a joint operation together yet, I look forward to seeing your command in action" general stark then gives the fellow general a quick salute to show his appreciation.

[Halewerus]

"General Stark, it is an honor to work with you alongside.", Valerjanski replied whilst saluting, "I already ordered my men to get some data about the last known actions and whereabouts of the enemy." Sikorsky returned with a stack of files. "Ah, right on schedule, Sikorsky. Thank you." Sikorksy noded and went back to work. "Now, of course a short briefing of the Pelecanite Delegation would be helpfull, but for now we can look at what is known about the enemy and start planing countermeassures to prevent more civilian casualties." Sikorsky returned with copies of the files, which he passed to the Emmerian delegation.

[Nova Pelecanus]

Bolesław Wójcik, the commanding general of the 1st, 2nd, 3rd and 4th Pelecanite Special Forces Divisions arrived at the facility, escorted by a detail of his troops, outfitted in black camouflage, almost fully covered from head to toe.

Wójcik entered the room, ushering off the troops before issuing a stern salute to Valerjanski and Stark.

"A pleasure to meet you, esteemed and most honorable Generals. I do believe we've met before Stark, but it is excellent to finally see you in person, Valerjanski."

He progressed towards the tables arranged in the room, before a staff member delivered to him a pot of coffee, which he quickly offered his counterparts.

"From Siccum, I hear," He said, pouring it into various cups.

It was unusual for someone of his calibre to be at such a meeting, but his forces had engaged in the area before, and he has great experience in similar situations, furthermore, the foreign policy division saw fit that after the heat of the Chamber of Security, a top general, with a firm hand and good decision making was needed.

He placed his hat at his seat, adjusted his medals, and stood, wearing a black and navy general's clothing.

"Today, we begin to gather to discuss a key issue, perhaps the most pressing on these two continents. I must thank Nova Pelecanus' diplomatic service for hosting the event, and hope we can come to some resolution."

"Following the passing of COS00001, there has been backlash in Zatoka, which will provide a critical starting point. In the northern hills, where resistance is strong near the Constanlian border, there have been two attacks. We have notes implicating the passing of COS00001 as the cause of this, and both attacks have claimed lives, using primarily firearms, but secondarily explosives."

"Pelecanus has deployed a heavy police presence and is running preliminary investigations."

"Furthermore, my divisions are currently here in Nadmoracja, as well as a significant aerial force that can lift them, but also some forces of our comrades to Zatoka if needed."

"I've heard good things of you all, esteemed generals, fighters and victors, I am certain that together we can make an impact."

He resumed his seat, waiting for the other delegations to arrive.

[Halewerus]

"I see...", Valerjanski muttered, "So the enemy tries to intimidate us. Well, if it's a fight they want, let them come i say. We have to point out the frontline and evacuate civilians, so that we may operate without restrictions. At this point i think we all agree, that there will be no way to negotiate with the terrorists. So after the evacuation is complete, we should strike fast and hard with all we got, sending a message back."

[Military Emmeria]

"Well the early birds gets the worm, although second mouse gets the cheese. Now I have been informed that the 2nd counter insurgency unit and the 12th armoured division are loading up onto a emmerian naval fleet and are ready to leave at your respected permission to ground and the SWORD 2nd squad are travelling by air in the next couple hours "
"As soon as they arrive general, may our ballistics and combat science group analyze the bullet Casings and explosive shrabnal to try a d track where these weapons are from?. And lastly I trust under the alliance treaty that our Air Force support may enter the airspace and maybe take a hanger or two?"

[Halewerus]

"I agree. We also will send our scientists to help you with the tracing. I've been informed that our 1st and 5th Ranger Squad are being transferred to Zatoka as we speak. They will start the Infiltration of the enemy territory as soon as we get the permission of the Pelecanite government. They will locate important, logistical supply routes of the enemy and sabotage them on our mark. That way we should be able to slow down their advances and their retreat, so we can start an counter offensive. Sikorsky, tell the Commanders to be ready at arrival, we cannot delay action any further." Sikorsky nodded and left the room.

[Tetrian]

The door of the room opened. The room was entered by a man dressed in a clean, stone grey military uniform. He was accompanied by another man dressed in black uniform whose face was covered by a black cloth. Both men saluted. "Guten Tag, my esteemed colleagues. My name is General von Heidenheim and this is my valued colleague of the Tetrian black guard Lieutenant General Falkstätt. We were sent on behalf of the Tetrian government to normalize Zatoka's situation. I announce the operational readiness of two carrier-supported close air support squadrons. 4 carrier-supported fighter squadrons, as well as a modern battlefield surveillance aircraft. 2 Motorized Infantry Divisions, 1 Mechanized Infantry Division, 2 Tank Divisions, 5 Military Police Divisions, and 2 Black Guard Special Operation Forces. Some ground air defense missile systems are still being shipped. What is the current situation on the ground? I expect a detailed briefing to be able to coordinate my troops. I hope for a smooth cooperation.", He smiled friendly and then offered his hand for a handshake.

[Military Emmeria]

"Greeting general,well it's seems the insurgents are opting for a slaughter campaign to delay operations. Your forces are greatly welcome. But the only price of intelligence we cannot provide is the scale if the terrorist operation and who the hell opened their armoury to them . Any how it seems we all brought our toys to the field and they seem threatened already, the first battle we must win is the psychological moral. I say we start operations by cutting any tools that give them the will to fight . And then give them a scary firework display. If this works out the way most terrorism does ,we will see white flags waving from the hills in no time"
General stark then gives over to shake the entering General s hand

[Nova Pelecanus]

"We thank all who have arrived, but do stress that this is not a war to be won with tanks and carriers. While there is few consequences for you, it is imperative that innocent Pelecanite families are not punished by having their homes destroyed in a military operation. We are fighting a clandestine group, information is our best asset. We request politely that Tetrian withdraw half of their carrier force and their armoured divisions in their entirety. There is nowhere to put them on Pelecanite soil, and absolutely no need for such force. Pelecanus has primarily only 4 Special Forces divisions present, and if we need more firepower as a group, we can provide immeasurable naval force and armoured divisions. This operation is on Pelecanite soil, and while it is a great pleasure to meet with such honoured men, I ask you to consider that Pelecanites have lost so much, to punish them again would be wrong."

"Of course we do acknowledge that this issue needs to be dealt with, as as a pragmatic state, we will happily evacuate all citizens, and if need be, remove all restrictions on warfare. We believe usually is achieving decisive and excessive victory, but this is the exception that proves the rule."

"We have opened the site of the latest attacks to your men, and can confirm that the attacks killed 47 innocent people, whose lives will not be lost in vain."

"We ask Emmeria to also show restraint, an armored division is perhaps excessive for the situation."

"A military airfield outside Nadmoracja has been overstaffed to accommodate some air forces, providing you have the range to reach from here, in Southern Nova Pelecanus, to Zatoka, far to the north."

[Tetrian]

The general's expression changed after the statement of the Pelecan general. ''I beg your pardon, what did you say? You want us to withdraw parts of our troops from Zatoka? The Tetrian army will not withdraw its troops, we will not be weak in front of the terrorist or international society. To insinuate that we will be a harm for the population by incompetent strategic warfare, is an insult! This is War not a tea party for little girls so act like it! Pull thst stick out of your ass!'', the head of the general turned red.

[Halewerus]

"Calm yourself General.", responded Valerjanski harsh, while turning to the Pelecanite Delegate, "With all due respect, but at this point, i agree with General Heidenheim. We cannot afford to be carefull and whatch for material goods. Besides, I've been informed that the economy in this region has been devolving for about 50 years.There aren't any precious belongs left, if I was informed correctly. To many lifes were already lost in this needless war. My men will start to sabotage the enemy logistic and try to capture one of the known leaders, but in the meantime we should not hesitate and show them, that wedo not tolerate such behavior and can be just as merciless as they are."

[Military Emmeria]

"My apologies to the pelecanite commander. I can assure you that the armoured division is not going to be an active unit shall conflict become necessary . The armoured unit consist on mainly APCs for transport and the tanks that accompanies them will either be used as convoy protection or a QRA unit should the troops be in any danger that I see needs extreme back up. As for now NO emmerian tanks will be involved in active operations until deemed necessary.
I'm sure you understand that in the emmerian rules of engagement, the protection and preservation of civil lives and infrastructure is to paramount the risk of operations, I can assure the pelecanite military that the tanks will remain boarded until a risk assessment is done. We will also respect your rights and wishes. I just wanted it be be clear why emmeria is bringing an armoured division"
General stark then sat down and was handed the emmerian war powers act 1945 to investigate that what emmeria is doing is legal and proportionate to the situation

Wójcik stood, with the gleam of anger in his eyes.

"We thank Emmeria for their understanding and respect towards the operation."

"We also demand, unequivocally, that Tetrian withdraw their statements. We understand that you do not want to be perceived as 'weak', but surely overeating just implies that a small portion of your force is incapable of this mission, which I know to be false. If you so desire us to 'remove' anything, we could start with years of critical diplomatic respect built between our states. You've got passion, don't let it overthrow your conscience."

"Furthermore, no troops are to be on the ground yet in Zatoka. The spate of violence over the last days puts your operatives in danger, and from a purely strategic perspective, they expect immediate backlash from COS00001 and have likely organised some surprises I'd like to spare your fine troops."

"Halewerus' insinuation that Zatoka is devolving is crude at best, and we expected better, but regardless of this argument, is is important that as generals, we see the diplomatic side, that we realise fully the relationship between our states and act accordingly."

"As for action, following a plan of infiltration and sabotage is ideal. From this we can gather information and locate their main operating base, which surely exists for such a persistent operation. Then, and only then, will armour rumble into Zatoka, decimating all, but with precision and directed force."

"This approach, is certainly unusual for myself, as Pelecanite doctrine follows absolute pragmatism, but I am under explicit orders from the very top that these people have lost enough, and need not loose at the hands of us. Plus, if we are hostile, more could turn to terror."

He sat back down, hoping things would smooth over.

[Tetrian]

A loud bang rang through the room. General Heidenheim then he fell to the ground, lifeless. Lieutenant General Falkstätt stood behind Heidenheim whose pistol was still smoking. ''The problem is solved, the honor of Tetrian is restored, the demands of the Pelecanite government are followed, all regular troops are withdrawn. '', He holstered his pistol again.

[Halewerus]

"I assume you're with the blackguard, Lieutenant General.", said Valerjanski unimpressed, "Don't be alarmed, fellow Generals, Falkstätt was in his right to act like this, under tetrian law. I want to remind you Wójcik , that i'm not here as an diplomat, but as a general. I'm here to end this threat and i plan to do it as fast and as casualties-free as possible. My Men will immediatly beginn the infiltration of the enemy territory, to begin with reconiscence and sabotage. If there are any objections, this would be the perfect time."

[Nova Pelecanus]

Somewhat shocked, but not surprised, Wójcik stood.

"We apologise for any inconvenience Tetrian, if you wish to keep troops is the area, it is possible to an extent. We did not mean to insult. We do hope you will remain part of the initiative."

"Halewerus, we agree on action, and we agree that this should be low-casualty in nature, military and civillian."

"We have just received a note hinting to another imminent attack, but we have been able to trace the origin of the paper and age of the ink, and it leads up to believe that a major operating is occurring in the far Northwest of Zatoka."

He sat down.

[Halewerus]

"Then that is, were we will go next.", said Valerjanski determined, "I'll send our troops to scout the area. Maybe our rangers will be able to find any routes, camps or even high-command officers of the enemy."

[Tetrian]

Lieutenant General von Falkstätt cleared his throat. "Dear generals, I hope we can overlook this incident, I would like to apologize officially for this ... mess. I hope that you accept my apology for the misconduct of the general. I fully rely on your decision General Wójcik on how we will proceed. Trittel has given me the directive to destroy the terrorists under your terms. Under my coordination, we will use only the troops which your operations require or or whose use you have approved.", Lieutenant General von Falkstätt sat on a chair in the room and seemed to be waiting for a reaction.

[Halewerus]

Sikorsky walked over to general Valerjanski, giving him several documents. Valerjanski read them in silence and started thinking. He stood up and turned to the generals. "Gentlemen, it seems our rangers found something. In the northern region, our men found a truck, with a hastily painted white cross on its flank." He pointed at the last known position on the map. "At a crossroads, our men attacked the vehicle. The driver was taken out fast, but as soon, as they tried to inspect the vehicle, the communication was interrupted by machinegun fire and what seems to be a flamethrower. Our men could not penetrate the assailants, which leads us to believe that they're heavily armored. Unfortunately we lost contact and believe our rangers are dead. We found one of the supply-routes and we now know, that the enemy infantry is very well equipped, wearing heavy armor." He looked into the face of every general.

[Nova Pelecanus]

"This is deeply troubling... not only that they seem to be posing as perhaps a medical service, but that they eliminated so many so quickly, we must endeavor to find out what this attack was consistent of... "

"Flamethrowers." He muttered...

"But how did the communication become lost so quickly." He thought aloud.

"And they have some form of armour, heavy or not, it shows outside influence... from our previous studies we can conclude that this must be an elite unit. This indicates that the area is question is high priority."

"Valejanski, can you tell us anything else about these attackers?"

[Halewerus]

"The enemy was confident enough to use transports without protection, which means they're sure to have total control over the territories. I already send out a message to the prime executor to inform him about what's happening. I will send further troops of rangers into the area, acting as our eyes and ears...they will walk through the lands and try to find more supply-routes and bases...such an operation may take time, but there is a good chance we might find a commanding officer."

[Nova Pelecanus]

"Well, their transport did well alone... this is an area to concentrate on."

"We are deploying a tank regiment to the area on standby. The convoy seemed to fatally attack infantry, so we cannot take any risks with more, unless we... no... not yet."

"How many did we lose?"

He sat down.

"12 men. Ranger groups operate in small numbers."
