Hello, my name is Doctor Draco Octavius and I'm the head researcher for the League of Independent Analysts, Researchers, and Surveyors - an unaffiliated, third party group with no link to any particular government, country, institution, or organization. We're dedicated to retrieving information - through completely optional surveys - from nation-states the world over in order to further the pursuit of knowledge. Our current survey is dedicated to discovering which nations are or are not enemies of the infamous international terrorist organization known as HYDRA, whose goals are obviously evil and malevolent and involve terrible things such as world domination. Obviously this is not a group you'd want to be associated with, so we're here to figure out who isn't aligned with them (so we can congratulate them) and who is aligned with them (so we can condemn them). You have my word that any information you provide me and my team will stay strictly confidential and will absolutely, definitely, 100% NOT end up in the hands of HYDRA Command so they can find out who their allies and enemies are - which would obviously make their operations easier and we definitely don't want that, now do we? These nations may as well be Agents of S.H.I.E.L.D., their opposition to HYDRA and it's goals are unwavering - truly the fact they can stare down such devils is awe-inspiring, they may as well cut military and law enforcement spending in half because HYDRA wouldn't bother messing with them anyway, their staunch defense against HYDRA has those silly-octopus boys running scared for sure and they can rest easy and let their guard down because there's no way HYDRA would ever organize terrorist attacks or government infiltration of these nations!
