Quick question about WA resolutions

In the case of the recently passed resolution about freeing a region, I'm just curious what exactly happens. Something about changing a password, right? I think I mostly get the attack/defend concept and by changing the password (by an original member of the region) that PW can be passed out to the "real" regional members. Is this correct? Is there anything that the folk who voted on it, not in the affected region, do after it passes?

Having a lot of fun with NationStates! Thanks for any help!

Wrong forum and yes it removes a password and prevents one from being put in place.
