Declaration of a Safe Haven for Refugees

Good Day to you fine leaders, administrators, and citizens of the world!

I am Dylan Metus, Lord of Alexandria of Doom, WA delegate and Emperor of The Islands of Doom, and head of the Council of Doom

I come to you this day with an offer of assistance to all those who need it.

The Council of Doom, which consists of Myself, Lord Silas - President of Quxistan and Lord Protector of The Islands of Doom, and Chief Shellybear - Queen of Diverging Divergence and Chief Doomologist of The Islands of Doom, has decided that henceforth and forevermore our borders will be open to all refugee regions, nations, and people who are fleeing from persecution or invasion.

In order to ensure fair and equal treatment to all nations and regions under our protection, the Council of Doom has agreed on several articles that will protect the rights, freedoms, and liberties of all refugees in The Islands of Doom.

1. A refugee nation is defined as a singular nation that has fled their own region, due to prosecution or invasion, and has relocated to The islands of Doom to seek asylum. A refugee region is defined as a group of nations that come from the same region, having left that region to seek asylum in The islands of Doom
   
   
2. All refugee nations and regions under our protection will be granted whatever rights, freedoms, and liberties they had in their homeland, even if those freedoms conflict with the laws set forth in The Islands of Doom.
   
   
3. Any leaders or administrators from refugee regions will have administrative authority in The Islands of Doom, and any former leaders who were in office at the time of invasion or catastrophe, including, but not limited to, WA delegates, presidents, high kings, emperors, and prime ministers, will be granted a seat on the Council of Doom, giving them administrative powers effectively equal to those of their former position, so long as they do not try to usurp, overthrow, or lead a coup d’ètat against Alexandria of Doom, Quxistan, or Diverging Divergence, in so far as their rights, freedoms, and liberties are not being denied and/or violated.
   
   
4. In the event that a refugee or refugee region as a whole feels that their rights, freedoms, and liberties are being violated in accordance with their region’s rights, freedoms, and liberties, the Council of Doom will convene, hold a tribunal in which the accused and accused relay their experiences in relation to the offense, discuss the situation, and issue a ruling. If the accused and/or accuser is a member of the Council of Doom, the parties will be temporarily removed from the Council until such time as the ruling as been made.
   
   
5. Refugee nations and regions, even when the reclaiming of their region has been accomplished or the creation of a new region has been completed, will have continuing diplomatic ties, and will always be welcome in, The Islands of Doom.
   
   
6. Once a refugee leader, as defined in section ii, returns to their homeland, their seat on the Council of Doom will be automatically forfitted. However, they are eligible to reapply to the Council of Doom as an honorary member, and if elected will have the same rights and privileges as before.

Refugee regions and nations, have no fear. You will have peace in the islands of Doom. You have comfort and safety. We will turn no refugee away. Come. Let us protect you. Let us help you rebuild what you have lost. Here you will be safe.

Our borders are open to all. Based upon what I have learned of the situation, if these people wish to seek asylum, not only will we grant it, but we will also ensure their safe departure, travel, and arrival to our borders.
