Founder maintaining tool?

I swear that there was some kind of a tool to prevent nations from CTEing. (automatic logon script?)
I want to use it to maintain nations I own, but I cannot for the life of me find it.
help please.

Works in a web browser, meaning that it's mobile-friendly. That's pretty damn nice.
