The absolute answer to the query given is a preference for peace. As noted by Sun Tzu, there is no instance of a nation ever having benefited from prolonged warfare.

Warfare is sometimes necessary, either to defend yourself from attackers or to destroy attackers before they become a threat. War should be prepared for. A nation lacking any military budget, active/reserve troops, or land/sea/air equipment and vehicles is relying too much on the idea of diplomacy, an idea that should most certainly be valued and held up, but never relied upon, and in the event of conflict they would be wiped out.

The Freehold Defence Forces exist as a means to guard the Freehold and all of its citizens, our way of life, our values, and every institution in every hierarchy from a foreign threat. We are not afraid of war. We are prepared to strike first. If the battle of words fail us, we are more than ready to meet the enemy with lead and fire, and we are committed to victory over any nation that would see us destroyed.

It's been a problem within roleplay that people find a reason to fight, simply because they're bored. It's the same deal as in Civilisation, or an originally neutral country in HOI4. I've had this problem, but finally, after a great deal of experience, I learned that there are things to do besides build up your military and fight. Then someone decided to invade me.
