2100 hrs

In an underground complex deep beneath the surface, at an undisclosed location, an emergency council, consisting of world leaders and their delegates were summoned by what remains of the United Nations. The UN hopes that real-time interaction between the leaders would help ease tensions, and shed some light on E.V.I.L. operatives. A secure telephone line was established between the UN's International monitoring center and the war rooms of all major nations.

Leaders present in the meeting can thus keep in touch with their homeland whilst able to talk to their adversaries face to face about the future of mankind. Security is tight, food is plentiful and checked for poison by tasters.

WAR ROOM RULES
- There is no fighting in the War Room. (You can try though, just dont use God-mode).
- If you do not attend the meeting personally (with your leader), you should at send a representative who can interact with other leaders.
- At the UN meeting, you may whisper to other world leaders present. To do so you must let the rest of the war room know who you are whispering to, but what you whisper can be sent via telegram. Unless you are whispering or using telephone secret project, you should never communicate with other players via TG. (Harkback is not a player, you can always call me).
- Although the thread is called "The War Room", you can post anything IC-related here, from any perspective. Daily life in your country, your foreign minister's trip to Hawaii, the latest hit song...
- Leave creating events, announcing crisis outcomes and nuclear detonations to the Operator.
- Remember, DO NOT post your orders for the day here, Telegram them to ME (Harkback).


OTHER RULES YOU MAY HAVE MISSED
- Each superpower has only 1 nuke aimed towards any given superpower. You cannot nuke the same superpower twice, unless you have a special operation that enables you. And yes, this also means you have a nuke aimed at your own cities (for defensive purposes) and you can nuke yourself once to deceive the other superpowers. But this will be very, very costly for your people.
- You can postpone choosing secret operation until Day 3.

No Radar Intelligence from the UN, All missile launches are covert.

Each superpower receives One, ONE TIME USE secret operation from the following 3 options:
- Radar Station: Detects missiles in a 500 km radius based on where its deployed. Deployed at one of your cities. Will never give definitive answers about the origins or destinations of the nukes, only a rough trajectory estimate that allows for narrowing down suspects.
(useful for good guys)
- Weapons Facility: Deployed at one of your cities. Adds 1 additional nuclear ICBM to your arsenal once every 3 days (starting with day 1), which can be aimed at any superpower of your choice. (useful for EVIL)
- Fallout Vacuum: Deployed at on of your cities. An experimental facility for absorbing radioactive material. Retreats the doomsday clock by 1 every 3 days (Starting with day 1).

All 3 above secret ops must be deployed in one of your cities. If that city is nuked, the operation is destroyed and cannot be used again.

THE SUEZ CRISIS

It has been 15 years since the revolution which overthrew the British puppet regime in Egypt, shortly followed by the foundation of the Cairo Coalition, yet the fate of the Suez Canal is still yet to be decided. A fortified British naval base at the northen gates of the channel have effective control over all traffic going through and claim to own the channel, but coalition forces occupying the banks to the south can also thwart traffic, if they so wish. Meanwhile, the neighboring Arab Republic has control of the red sea.

The suez canal is a vital supply line for Europe's petroleum and without it, the global economy would suffer tremendously.

This crisis can be escalated by the participants, by closing down the canal until they gain control of it.

This crisis can be de-escalated by the participants by leaving for the UN to decide on the matter.

RESOLUTION OF THIS CRISIS:
This crisis cannot be joined by other superpowers, however, the international community may vote on whom should control canal.

- If NO superpower chooses to escalate, then the canal is awarded to whomever has received the most support from the international community.

- If only one of the 3 superpowers escalate, that superpower will gain control of the canal. The international community will learn which superpower escalated, this is an exception to the rules.

- If 2 or more superpowers escalate, the canal becomes blockaded. Defcon is lowered by 1 additional times (for a total drop of 2 defcon levels). It will NOT be known who escalated.

Whomever controls the suez canal will gain additional income, allowing them to fund a 2nd secret project/operation.

A woman dressed in black entered the war room, and apologized for her late arrival. She looked around, and found the chair reserved for the Papal States. Her place. She went there, put her briefcase in front of her on the round table, right next to the red telephone with a direct line to the Pope, then put her caffe latte next to the briefcase, and sat down. To an untrained eye it didn't look very dangerous at all, just an innocent, and quite attractive, nun, with her just as innocent luggage, and a normal caffeine boost in order to endure the conference. But things were not that simple. Except for the latte, with the little detail that it wasn't just there to keep sister Lucia awake, she liked the taste of it too. The Papal ambassador herself on the other hand, was more than she let on. In her past life, she had been first an antifascist partisan, Vittoria DiMera, who during the civil war joined general DiNozzo and his cause, and once DiNozzo became Leo XIV, Vittoria did a similar journey and became sister Lucia. However, that didn't mean a quiet life in an idyllic monastery in the Italian countryside. No, sister Lucia started to work as an Inquisitor to find and eliminate the enemies of the young theocracy, such as foreign spies and saboteurs. Under Leo XIV the Inquisition became less of an organization for hunting down heretics, and more of a regular, if still unconventional, security and intelligence service. That change suited Lucia just like a glove.

On to the briefcase then. The Pope had one just like it, with exactly the same content. Hopefully, it wouldn't be necessary to open it. Inside, there was a box which required a code to be opened. Once Lucia hit the correct numbers, it would open up and reveal a second, smaller box, with a keyhole which the nun would use the cross which currently hung around her neck to open. And there, a big red button waited, with the potential to kill millions of people.

But again, hopefully, it would never have to go that far.

Not that it was unlikely that she would have to do it in retaliation... as a first strike, no, never! But as an act of righteous revenge, it could very well happen. The Papal States didn't have many allies present in the room. It was full of agents of E.V.I.L., godless communists, Orthodox heathens, Muhammedan heathens, Arctic heretics, and maybe worst of all, Sicilian traitors. As if that wasn't enough, the trust she had for the remaining representatives was almost as low, and the first (but likely not last) crisis was already a fact. The nun found the Suez memo in her dress pocket, quickly re-read it, and came up with an idea. She decided to share it with the others.

"Dear colleagues", she started. "We all know what's at stake here. An either-or solution will be hard for the involved partners to agree on. I suggest a third alternative. Let's put the canal under international control, for the UN to mandate. I would propose the Papal States to administer it, but I realize the rest of you likely would be against it, even though it's in our interest to keep the canal open... for communication between Papal East Africa and the mainland..." She took a sip of the latte.

"... so why not put it under direct international control, and declare it a special territory, with all member states providing staff to administer it during peace, and defend it during war? Or alternatively, just between the Arabs and the English, as a neutral buffer zone?"

Giliu strode into the war room, carrying with him a small briefcase and flanked by an entourage of approved generals, bodyguards, and pages, each of them scurrying to fulfill their assigned task. The War Room itself was filled with many officials of differing nations, some actual leaders, other just minor ambassadors. Giliu attended these meetings himself due to both the nature of monarchy within his realm and because he didn't trust many of the ambassadors that had been appointed to the UN by his father, as many officials from the time had proven to have ulterior motives and subversive goals. He much prefered the younger generation that had grown up under his regime and were now entering the job market, however none of them were quite well trained enough to handle matters like this. Additionally, there was the growing threat of this E.V.I.L Organization that had come to light in recent days and needed to be stopped.

Giliu sat down in his normal seat and began to read a small dossier placed in front of him, describing a growing situation in the Suez. While the Suez itself was a tasty prize, Sicily had found herself more than happy merely remaining friendly with whomever controlled the canal. Giliu was much more interested in the Cairo Coalition, specifically it's holdings in Lebanon, which Giliu remained convinced could be an excellent gateway into the Arabic parts of the middle east and legitimize his involvement in any further incidents in the area.

Archpriestess Sigri Usdiv looked around the room at all the foreign leaders, all brought here to try to not blow up the earth. Some of them were clearly more keen on making peace then others, but at least they wanted to prevent Armageddon. Sigri, too, wanted to avoid nuclear winter, since her spaceship to Saturn’s moon Titan is still a long way off. Until then, it was her goal to protect Earth and Icy Greenland. Of course, protecting Earth means keeping the Suez Canal in the hands of trustworthy folk, and that can’t happen if someone takes the canal by force.

Sigri began, “I agree with the Papal States, but I would like to follow up by saying we cannot allow anyone to escalate this and take the canal by force. It would be undemocratic and extremely dangerous if that happens. I propose if anyone does such a thing, we punish that nation with a joint nuclear assault. After all, if they want the Suez Canal that badly, it could only be for nefarious purposes, something they cannot accomplish if their cities have succumbed to anarchy. Can anyone agree to assist in this enforcement of the council’s will?”

The English countryside
The king looked at the celestial body of Saturn hovering in the inky black void among it's fellow stellar beings, it was a rare occurrence in which one was able to look upon Saturn in all of it's glory and it was one only made possible by the fact that the king was able to afford the best telescopes that money could buy, indeed astronomy had become quite the pastime for the king in his elderly state with the duties of running an empire being delegated more and more to his ministers, in some circles people even talked of the restoration of the constitutional monarchy, of course these circles were quickly located and arrested by the authorities but still the ever growing reality of the king's mortality was throwing the country's future into uncertainty.

From behind the king he heard the call of one of his servants "My liege, a message from the U.N has arrived, it's concerning the precarious situation on the Suez canal." The king turned around to face the servant and saw that the pale man was shivering out on the hills at this time of night, of course the king wasn't exactly comfortable with the temperature either but a slight chill was well worth this excellent view of the sky, yet another thing the king wasn't exactly comfortable with was the idea of travelling half way across the world to some U.N bunker in order to argue and argue for a day, his health was in no way capable of handling such a thing, however fortunately for him he did quite a few men who would eagerly jump at the chance to get into a good shouting match with a foreigner.

The king, still looking through his telescope, said to the servant " I am far too old for such things, relay the U.N's message to the foreign minister, what's his name again? Oh yes; Alexander Crawford, get him to attend this U.N meeting in my stead." To this request from the king, the servant appeared to be baffled however he was a man with good enough survival instincts not to question the king's orders so he quickly bowed and then marched off back down the hill to the king's mansion. As the king stared up at the mighty gas giant, he thought to himself 'soon even you will not escape the empire'.

The U.N war room
A few moment after the papal delegation had arrived and sat down, the doors to the war room burst upon once more as a tall slender man dressed in a black suit came walking through the door, he came in silently and sat down at his seat, the place where he sat at had only two defining features; a miniature British flag and a small cup of tea. There was also of course the telephone which lead directly to the king himself and a second phone which lead ministry of war which at any time would be ready to unleash a nuclear hell upon the nation of any person in this room if they revealed themselves to be part of the insidious organisation known as E.V.I.L.

As the Papal representative spoke, the foreign minister grew ever more frustrated with her words and by the time she had finished he had an evident scowl on his face directed at the Papal representative. Right after the woman had finished her speech the foreign minister took a quick sip from his tea and then began to speak "I'm sorry but who in this room can claim that they actually worked on the Suez canal, who in this room can claim that men of their own nation were lost doing back breaking labour so that their nation may prosper form the canal, I can guarantee you that it was certainly not the papal states and neither did Greenland!" He said this last bit with a particular vehemence as he turned to face the Arch priestess of Greenland and proceeded to continue his speech in her direction " You say seizing the canal by force would be undemocratic when there are many of us in this room who spit upon the vey word democracy, you also say that any nation who dares to protect their national interests will face a nuclear strike from your nation. May I remind all of us in this room that it is the goal of E.V.I.L to spread nuclear destruction and anarchy across the globe so you arch priestess are currently not providing me with much reassurance that Greenland is not in cahoots with E.V.I.L." The foreign minister took a moment to breathe and then started back up again "I would however, be willing to reach an agreement with the Arabians with this issue with a possible joint ownership of the canal, but to invite the entire international community would be ludicrous" with that the foreign minister took a deep sigh and once again began to sip his tea.

Emperor Napoleon VI would much rather not be there. He would much rather be in his own nuclear bunker, tucked away under the Pyrenees, surrounded by his family, friends and loyal comrades to await whatever came from this.

Unfortunately, duty had called, and duty was a far higher calling than anything else, and so here he was, lounged quite comfortably in his chair in his military uniform. He'd set up his portable command center in front of him; a long-wired telephone that had been linked into the bunker's own network to enable him to contact his own command and give the order to fire in person if he found it necessary. If that failed, he had a back-up system to launch his own arsenal, a button with a pair of bolts that had to be pulled out before it could be pressed to fire off his warheads.

"Let us see if anyone does escalate before we discuss any means of retaliation, non?" He smiled. "It is in my personal interest to ensure that the canal remains open so as to retain access to the Imperial Far East and Imperial Arabia. If it becomes necessary, I would back the Cairo Coalition's control over the canal if a UN Mandate over the Suez Canal Zone, for whatever reason, is not an option. And may I remind the British Foreign Minister that the Suez Canal was just as much of a French effort as a British one? Regardless, I would wait for the opinions of the Arabs and Cairo before we make any... Rash decisions."

Giliu rolled a pen on the table while he listened to the group bicker and debate. When the floor was open again, he spoke "I must say first and foremost that Greenland's proposal for a joint nuclear attack against any escalators is absurd in this case, and plays directly into the hands of those who would see our world undone. Should any escalate hazardously, we may simply use conventional forces to bring them to submission, without risking another massacre of a war at the hands of Nuclear Genocide. I will say that in this case, the British have made fine custodians of the Canal for nearly two centuries now. If we cannot come to a mutual agreement about international ownership, Sicily will back Brittania's claim."

Archpriestess Usdiv gasped at the British minister, offended. “How dare you, England! You people may have a king, but he’s not the king of us! In this room, we all stand as equals. If you seek to escalate this conflict in the name of national interests, you’ll be undermining everything the United Nations represents. The last thing we want is for this canal to be blockaded because we couldn’t reach a decision. That being said, if it prevents your nation from taking the canal by force, I’ll vote for the Greater British Empire to peacefully have control of the canal.”

Sigri didn’t bother trying to claim she wasn’t with E.V.I.L, since it would only make her look more guilty. Offering Britain a vote felt like a far more effective way of stopping their denouncement. Not only would it appease the British, but also Sicily, who is backing Britain’s claim. Still, Sigri knew if the Cairo Coalition or the Arab Republic tried to steal the canal, they would get a city atomized, even without international support. After all, if Icy Greenland didn’t enforce the War Room’s decision, no one would. Using conventional means of punishment would be ineffective, and Sigri knew everyone else knew it too.

And then, with something that could only mimic either divine or military precision, the morning sun peeked over the horizon. Those who had assembled on the aircraft carrier ‘al-Baghdadi’ could see the first glimpse of it over the contours of the Arabian coast to the east. It was not the first time they had seen the rising sun, of course, but the rotation of the earth had gained new meaning in the last 24 hours. While it had been a mystery to the crew why the fleet had sailed so suddenly in the middle of their rest in port, it now was abundantly clear. Suez was contested. So, with the world hanging in the balance, the crew of the al-Baghdadi looked thankfully at the rising sun, wonder if they would ever see its like again. In any case, the view to the east kept them from looking north, where they could see the coast of Suez within the range of their cannon.

Admiral Safwaan al-Massoud let them be. He was a strict man, who expected as much discipline from his men as he did from his well-groomed moustache. However, standing on the bridge of his carrier flagship, seeing the rising sun, his mind still on the dawn prayer, he could only respect the beauty of God’s earth. Slowly, the men trickled back to work, either doing their morning gymnastics, getting to the mess hall for breakfast or doing a myriad of other jobs. The admiral turned around. From his bridge he had a full view not only of the Arabian coast and the Red Sea, but of the entirety of his fleet. The Red Sea fleet had been on stand-by for a while now, put under the command of Safwaan al-Massoud, a loyal friend of the president. It was important that an important naval commander, with his fleet capable of shelling Mecca and Medina, would not be implicated in a coup attempt, something the president was always afraid of. And with reason too, I might add.

Concentrated on the battleship Al Riyadh, admiral al-Massoud did not hear his marine brigadier enter. A simple simulated cough from brigadier Raaid al-Rasul was enough to attend him, however, and he quickly turned around.

“Raaid, I didn’t hear you come in” the aged admiral said, turning back to inspecting the battleship.

“That is what the marines are for, admiral” al-Rasul said, now standing next to the admiral, taking in the same view of the fleet he was enjoying.

“What do you think?” the brigadier asked. He tried to hide the worried tone in his voice, but the aged admiral was far too familiar with both him and people in general to fall for the ruse. His moustache moved up and down as he licked his teeth under his lips, a habit of his when he was thinking.

“You and your marines have been training for this eventuality for years now, Raaid. I have seen your doctrine, you should be fine either way” he said. Somehow, al-Massoud never stopped being an officer. He was always calm, always collected, always on top of a situation. It was hard to tell whether you were talking to a robot, a stage actor or an admiral of the fleet, but sometimes, he was all collected in one.

“Yes sir, but, if you permit me to speak freely…”

“I do”

“Then, I’d rather wish we didn’t test the capabilities of our troops, if you know what I mean”

The admiral turned to the marine, whose eyes now radiated a worry that was felt throughout the crew, throughout the fleet, throughout the nation and throughout the world.

“All we can do is our duty, brigadier. That choice is not ours to make. If we keep to our post and stand firm, we might never have to fire a shot. Just make sure your men are ready, and feel your confidence. Now, could you get commodore el-Beshara up here? I want to discuss a few possibilities with the both of you”

“Yes, sir!” the brigadier answered, immediately saluting and turning to leave the bridge. With the brigadier gone, the admiral finally had time to think. Still watching the battleship, he thought about its capabilities. A single shell from any of his ships could escalate the conflict. And what if the British acted first? Or what if a rogue Egyptian decided to put his frigate on a ramming course with the al-Baghdadi? Would he return fire? Would he judge the situation rightly? His moustache moved up and down as he thought still contemplating the historical relevance of what he was doing at that moment.



Muhammad Najib ar-Ruba'i liked his smokes. More than liked, he needed his smokes at the moment. The table he was sitting at could rightly be called the most powerful table in the world. At it sat delegates, emperors, legates, priests… Representatives from all the world super powers. Among them, evil agents of both foreign powers and of genuinely evil organisations, of which Muhammad was nor sure whom to fear more. It was his second cigarette since he had taken up position at the table, and the talks hadn’t even started yet. Slowly, delegates started to trickle in, and the meeting started soon enough.

With him, the president-for-life of the Arab Republic had taken a few trusty advisors. Well, trusty… They were his arch-enemies in the domestic political sphere. Among them his minister for foreign affairs, on the payroll of several western powers. He came from the Jordanian royal family, which was itself firmly in the pocket of the French emperor. On his other side said his minister of defence and chief of the general staff. This was an avowed socialist, perhaps even with some communist tendencies, who had often opposed Muhammad openly. Still, these men at his side could do far less damage there than if they were left unattended in the capital. Now, their deputies, all cronies of Muhammad, could take over for a while. Most importantly, with them here, neither the pro-French nor the socialist could stage a coup.

Muhammad was a president who had learned a lesson from westernizing nations. Sometimes, it was better to play the powers against each other, without explicitly choosing a side. Sometimes, the president would side with the British, especially in matters regarding Egypt. On other occasions, they would support France. On others yet again, America was their go-to power. This way, Muhammad skilfully manoeuvred himself through a web of complicated foreign policy issues, always keeping his own power base secure. That was what was most important to him. His own wellbeing first, with the strength of the nation a close second. Keeping his head, however, was very much on the agenda.

“Regarding the topic of the canal…” Muhammad said, pushing out his cigarette in the ‘I love New York’ ash tray provided to him.

“The Arab Republic is convinced that mutual ownership trough a UN mandate, monitored by the secretary-general and cooperatively run by several states with interest in the canal would be the best option”

He took another draw from his cigarette, the tip lighting up red in the dimly-lit room.

“However, this collective ownership should represent our interests as closely as possible. Most of our oil exports move through the canal. We have the greatest interest in the continued opening of the canal, and that should be reflected in increased influence in the UN canal mandate. In any case, giving control to any nation but those representing the Arab people would be against the UN mission of decolonisation, I would say”

Another cloud of thick cigarette smoke left his mouth and nostrils, casting him in an eerie grey mist.

“Alternatively, the Arab Republic would accept control over Palestine, Lebanon and Syria to ensure continued access to the Mediterranean. I wish to add that the Arab Republic has only peaceful intentions”

Then, the president-for-life pointed his cigarette at the priest from Greenland, squinting as he did so.

“I would call upon Greenland so cease these threats, which are in clear violation of the UN Charter. All members should abstain from the threat or use of force. The Arab Republic will only act in accordance with the UN Charter”

This is not good. It appears as though Icy Greenland’s idea of conducting a nuclear strike against those who escalate crises has no support. It is, however, still a good idea. The question is, should Sigri retract her statement and go along with everyone else like a coward? Or stick to her guns, despite international pressure? The answer was obvious: never back down. Surely if Sigri thinks threatening people with nuclear annihlation is right, so must God, right? Right.

The archpriestess turns to Muhammad, who is clearly upset about her proposal. In an attempt to persuade him, she says “You need not worry, Muhammad. So long as no one goes behind the UN’s back and escalates this crisis, no city shall explode. If we don’t have at least me offering swift and severe punishment, none of our votes here will matter. Without it, at least one of you three will go behind the UN’s back and seize the canal for yourselves. You really think we should rely on the honor system to keep this crisis from escalating? Good sir, that is silly.”

The President sat at his designated spot at the large conference table, his features impassive as each world leader spoke in turn. He struck an imposing figure, despite his advancing age: the grey and white hairs of his thick but rigidly maintained beard contrasted sharply with his bald scalp. His eyes shone with an intelligence born from age and experience, a lifetime of lessons accumulated from the long struggle for the freedom of his people and his nation. Ivan Dengra was a legend in human form throughout Gran Colombia, his name praised and idolised by his followers while posters with his paternal visage loomed over market squares and local soviets. He was the revolutionary who had lead the Proletariat to their victories, and who continued to guide them forward into their bright future even as he neared his sixtieth year. Dengra was a goliath of history, his name surely to go down as one of the great statesmen who – no matter what was one’s opinion of his politics or his methods – forever changed the world. Of course, Ivan often mused to himself, it appeared as if he was living in a time of such giants.

The Crisis that had erupted overnight around the Suez was the first matter up for discussion. The thin strip of water through Egypt had always been an international flashpoint, the fragile peace only maintained by the firm hand of the United Nations – but with that great organisation now fractured and reeling, the coyotes circled in close for their own chance at the pickings. Leaning over to his right, Ivan whispered to the woman sitting beside him.

“It is quite interesting, is it not, how the world fractures and divides itself in these times of strife? The old Empires survive by spreading their tendrils outwards, seeking out the weak and the vulnerable. The capitalist survives by claiming the work of the other as his own, subsisting as a parasite that feasts on the Proletariat.”

Ximena nodded in agreement to her mentor. She had been requested to join the Presidente as his chief advisor, and to offer her own opinions. Dressed in the unmistakable dull-green dress uniform of the CGR – the Cuerpo de Guerilla Revolucionario – the military wing of the Supreme Soviet and the original vanguard of the Revolution. She sat ramrod straight, cracking a slight smile at the President’s observation.

“So, Ximena. As my advisor – how do you recommend we respond?”

Masking her surprise at his immediate request, she thought in silence for a few moments. The discussion continued around the table, the Archpriestess’ proposal drawing the expected rebukes and fearful responses. Ximena knew that Ivan was intending to test her, as he always did.

“Although the English and the French built the Canal, it was the blood and sweat of the Egyptian workers who paid the price of its construction. By all rights, the fruits of their labour should belong to them. The Cairo Coalition, while unaligned, are preferable to their Eastern neighbours.” Ximena whispered in response. “But above all else, we cannot allow the canal to fall into the hands of the Imperialists. They will simply use it to buy more time for their flawed rule, leveraging the canal as another jackboot under which they can oppress the workers.”

Ivan nodded, an almost unnoticeable smile beneath his beard a sign of his pleasure at her response. “Well said. And yet our voice is but one among many, and the possibility of EVIL infiltration must always be considered. Notice how all those involve think nothing beyond the short term and their own individual benefit?”

Ximena frowned, not entirely following the President. “Of course, but that is hardly unexpected is it not?”

A light chuckle escaped from the President’s throat, the sound hardly travelling beyond the pair. “Indeed. Which is what makes those who seem to act in direct opposition to their own interests most curious of all.”
Ximena offered a stolen glance towards the Greenland delegation. Their immediate threat of nuclear weapons did stand out from the business-as-usual approach that the rest of the world remained stuck in. While it could be a result of their own foresight and a recognition of the collective danger that they faced, it could equally be a sign of something else entirely.

Clearing his throat, Ivan addressed the gathered representatives before Ximena could say anything further.

“I applaud the Archpriestess’ efforts and determination to maintain peace upon our globe. We are all forgetting too quickly that the risks of a conflict have been elevated far beyond their normal domain. We are not jockeying for influence and a position of strength, my comrades, we are fighting for the very survival of our world and all of those who live within its confines. Regardless, a nuclear response would only play into the hands of those who seek to undermine us – negotiation and compromise must succeed in its place.” The President paused for a moment before continuing. “The canal was built by Egyptian hands, and it was Egyptian lives which were sacrificed to ensure its success. We wish to announce our support for the right of the Cairo Coalition to lay claim to the fruits of their people’s labour. If they wish to share the canal, then we shall support them towards that end, but if they wish to establish their own sovereignty over their own lands, then we shall support them in that too.”

The Emperor listened to more of the leader's spoke there minds, before injecting himself back into the conversation. Clearing his throat, causing his delegation to pause almost with awe, he said simply "I would argue the opposite of Greenland's moves here at the table. The Archpriestess wants to use the worst weapon we have ever concieved to force foreign powers with all right to assert their claims to stand down. Her moves are reckless and dangerous, and would only secure a temporary cease-fire rather than a lasting peace in the Canal Zone. On top of that, I ask each leader here plain and simple, would you take on your shoulders the burden of Genocide of innocents for the crimes of a government they did not choose to be born under? Can you condemn the millions who would die in an attack like Greenland has proposed?"

Giliu paused and took a breath "I would take this moment to point out that the Cairo Coalition has only maintained true control over the Levant for the time of their existence, while Egypt has been conflicted territory since their inception. I for one agree with the Mandate plan, however I find that such a mandate may destabalize the region even further. I maintain that Status Quo would continue to be the best, obviously with exceptions for the two challenging parties. Britain would maintain control of the Canal itself, however both the Arab Republic and The Coalition would maintain rights to restrict goods as well as tax commerce, and have free passage through. First though, I would like to motion for an official vote upon the plan of establishing a mandate. Do I have a second?"

Foreign Secretary Sven Rasmussen smiled, remembering the words. How innocent those days were, how much real horror was attached to atrocities, how statesmen felt for perhaps the first time the real consequences of their actions.

Now, here they sat again, like the aristocrats of old, detached from the real.

He looked around the room. Fellow socialists, old imperialists, even a delegation from their own rogue northwestern provinces. Sven scowled at that last. What a mockery of all that must be, that rebellion. Of course, they were all too happy to propose threat of nuclear war as a solution to the current crisis. What bumbling fools. It was a wonder their nation hasn't collapsed yet.

The Socialist Commonwealth did not have a significant stake in this crisis, Sven noted, which gave them considerable latitude in deciding how to react to it. With its direct interests largely unaffected, he was only here to promote human progress across the world... and if his actions earned the Socialist Commonwealth a few vital allies, then all would be well there too.

"No more empires. No more."

A faint smell of cigarette smoke floated across the room, offending his nose. Sven did his best to ignore it.

Eventually the room shifted in tone, and it was his turn to speak, unofficially.

"For centuries," Sven began in his dreary, monotone voice for which he was so infamous in the General Assembly, "imperial regimes have exploited the world, enriching their own coffers at the cost of all people, everywhere. It is the closely-held belief of the State which this delegation represent that the time of these empires must come, and indeed are coming, to an end. The Suez Canal belongs to the Arabic people for whom the region is a homeland, and it is no longer acceptable for the European cultures of the north to continue their appropriation of the natural resources of the region, including geographical features such as the Suez Isthmus."

"Therefore, the State which this delegate represents supports the view that the fate of the Canal should be decided on by the Cairo Coalition. With reservations, barring unexpected changes in the position of the Cairo Coalition, the Nordic Socialist Commonwealth supports the Coalition's preferred resolution to this issue, whatever it might be."

The Foreign Minister of Egypt looked at the other world leaders with an amused expression. The question of who is holding the Suez was, in his eyes, a ridiculous question. He would take the discussion a lot more serious if nobody started talking about sending nukes right from the get-go. What ridiculous head of state would choose send the world deep to another world war when it is not even in their rights, nor interests, to decide the outcome of the crisis? If I were her, Nasser thought to himself, I would rather find a route through the arctic instead of meddling in this business.

Yusuf had trusted him to deal with these representative of the world power, and so he tried his best to compose himself. Abdel Nasser understands how the world politics work as well as the President himself. That does not mean he is blind to the absurdity of it. He has a particular enjoyment in witnessing the bickering of politicians and statesmen alike.

"Oh oh, Subhanallah,"Nasser chuckled at the suggestion of the Republican President, "with respect Sayyid, I do not think the people of Palestine and Syria would agree to your 'alternative'. Gamal stopped to let out a small chuckle. "You talked earlier as if you are opposing the imperialist and colonist movement, yet you propose to expand your own realm. The people of Palestine fought hard against the imperial, and where was your Republic then? I would have expected a better response from the Custodian of The Two Holy Mosques.

Nasser turned to address the rest of the War Room. "While a joint ownership under UN mandate would be the most peaceful course of action, the matters here is not limited to the ownership of the land, but also the life of the people in the area. Nasser took his time to drink a glass of water before he continued. "We would be willing to discuss such joint ownership with the British and the Republic, but we will also asked for His Majesty's military to leave the area with exception for the necessary force if such presence is asked by the mandate and relegate the civilian control to the Egyptian, and by thus Coalition, government."

MISSILE LAUNCH DETECTED

Base Siren


Out of nowhere, the sound of an unsettling alarm siren can be heard from deep inside the base. Officers and technicians storm through the corridors, towards the control and monitoring center at the heart of the facility. There, panic and confusion quickly erupts, as news spread of a rocket being detected on radar by several sources, flying across several continents. Its destination and trajectory is unclear, as radar contact was quickly lost due to weather.

The story is somehow leaked to the press, and reports of a UFO traveling at supersonic speeds high above soon echoes across the airwaves... some broadcasts claims that an intercontinental ballastic missile has been launched towards a major metropolis, others suspect an unannounced spaceflight. There are also talks of an alien spacecraft spearheading a full-scale invasion...

Finally, the UN ambassador of peace steps in, and in a public broadcast declares that the UFO is just a false alarm and urges everyone to keep calm and carry on.

The British outburst was expected, and in a way even understandable. Sister Lucia maintained her calm attitude as she replied the foreign minister. "I was merely saying that the Papal States, being a neutral power, are ready and willing to act as peacekeepers, but as I also said, I see why most of you would opposed to that idea, which is I only mentioned it in passing, not as a vital part of my suggestion of a shared mandate. If the British and the two Arab states can work it out without Papal involvment, no problem there." She finished with an honest, dashing, Italian smile.

The idea Sigri Usdiv threw out was met with hard resistance, and rightly so. Lucia found it horrendous as well. At first. But as she thought more about it, maybe it was the necessary deterrant after all? She decided to remain quiet on the matter for now, and don't pick a side.

The Sicilian emperor then announced a vote regarding the mandate. Lucia raised her hand in support. After all, it had been her idea to begin with. "Seconded", she said.

However, she needed a back-up plan. Sicily supported Britain, France supported Cairo. The Sicilians were enemies, the French were friends, and the Cairo Coalition controlled Jerusalem. It was not in the interest of the Papal States to support the southern usurpor, especially not when their interests in the Middle East could collide. Rome had nothing against London, but when their rival supported them, and the English didn't have much to offer, Cairo came out as the most favourable alternative. Not just because of the prospect of increased Papal influence in the Holy City, but also because a strong Coalition would be able to stop Sicilian expansion into Lebanon and other areas. Still, it would be better with the Arab Republic controlling said areas rather than Sicily. In either case, the Arabs where the ones to support. It was necessary to prevent the Arab Republic and Sicily from becoming allies and split the Coalition between them, and the Papal States depended on good relations with the Republic in order to smoothly sail through the Red Sea. So what kind of arrangement would please all three of them? Lucia found it unlikely that Cairo would give up territory in the east even if they got hold of Suez, otherwise that might have been an alternative. On the other hand, the Republic would probably feel cheated if they lost access to the canal without being properly compensated, and likely to then take the matter in their own hands, which would cause just the kind of instability she wanted to prevent.

The Papal ambassador felt as if she was dancing on the edge of a knife. The alarm, which, thank God, turned out to be false, didn't help her feel better. She crossed herself, and continued.

"I still hope for a peaceful settlement between the three affected nations, but if such an agreement can't be reached, the Holy See would be willing to support a solution with just the two Arab states having a shared mandate over the canal."

As the other foreign delegates had spoken the foreign minister quickly began to realise that the meeting was not going particularly well, he already knew that it was going to be impossible to garner support from the detestable Bolshevik nations however he was at least hoping that he would be able to gain the support from some of the European powers who would like nothing more then to see the collapse of Bolshevik interests however like vultures they only wished to pick away at the British empire and transform the canal into a U.N controlled zone which would not provide any real benefit to the empire, he needed to do something quickly. He first asked one of the waiters who surrounded the table to bring him some shortbread biscuits and then he launched into his speech

" I believe what most honest men and women in this room are missing", upon saying the word honest he gestured to every person in the room excluding those from communist nations, "is that the British empire is a stable nation, in fact it is a nation that has built itself around the ideals of maintaining stability and if the Suez were to fall into our hands we would ensure that it would remain open for all of our capitalist friends, however if the canal was to switch to being in the custodianship of one the younger Arab nations we might soon see communist insurrections take the region over and the canal fall into the hands of the communist powers, whose ideology is the perfect breeding ground for an organisation such as E.V.I.L, I would also like to second Sicily's mo..." It was at this moment when the siren interrupted his speech, the foreign minister knew what the siren meant and discreetly moved his hand over to the telephone which lead directly to the ministry of war, if one of Britain's cities so much as glimpsed a missile flying above their city then the empire would be prepared would be prepared to bathe their enemies in nuclear fire!

The Tsar finished dispatching the last vestiges of breakfast, the strip of salted pork disappearing and his hands at last idle. While one of the attendants bore the plate away, Aleksander leant forward on the table, his bearded chin cupped in a hand as the Emperor-in-Exile thought. A vote was called, and then it was time to speak, the factors weighed, the decision made.

“Ladies, gentlemen, please, calm yourselves. We are the representatives of the world- though we have many standpoints on politics, on humanity, we all agree on one fundamental point; we do not wish to see this world end. On this point I hope we can all agree, regardless of our ideologies.”

Aleksander’s gray eyes swept the room, judging the responses to his comment.

“Though I appreciate the delicate geopolitical situation of the Suez, we must not lose sight of the bigger picture. Strangelove and his minions threaten the very existence of our world- but each day spent without their goals being acheived is another day for our intelligence apparatuses to hunt him down. Action benefits the enemy of mankind- delay harms him.”

“It is true that control of the Suez will enrich whoever can seize it, if they are the sole propetier. But, at this juncture, we cannot know for certain if the beneficiary is an innocent with a legitimate claim, or an EVIL pretender bent on amassing power with the intent of ruling the ashes of civilization.”

“Thus we must not allow any man or woman to seize the Suez for themselves, at least until the matter of Strangelove is resolved. I propose that we place the Suez under an international mandate, not indefinitely, but until the crisis is resolved. A mandate set to expire in one year, when we may return to this matter under less.. troublesome circumstances, and better consider it knowing that the arguments put forward here are pure and without guile, instead of tainted by the current existential threat to mankind.”

Once more the Tzar considered the room, glancing particularly at the British, French, and Middle Eastern representatives.

“I hope you can all see the logic in taking no action on this matter at the time, and revisiting it at a later date.”

A slow sigh escaped Aleksander’s mouth as he finished his short speech.

“Also, it should be noted, I am fully prepared to take action against any state which should defy the will of this council, whatever that will may be ultimately. Economic, and potentially military. We in the Empire have built a better world through sweat and blood; I will not allow it to be extinguished due to petty factionalism.”

UN War Room, Undisclosed Location, December 1st, 1962

King-Emperor Nathaniel Pensk stumbled through the doors, flanked by two Shock Guards and an aide. Late, he quickly strode over to his unfilled seat just as the siren went off. Christ. He thinks to himself. Somebody is lobbing nukes around already? Dumbass. He plops down into his seat, looking around the table wondering how the world came to this point. World leaders crammed into some nuke proof tin can in some god-forsaken place on Earth. He then looked over to the seat of the self-proclaimed "Caribbean Empire", the rebellious American holdings that he had let go to avoid war. In due time they would be back under American control. He listened to the conversation of his counterparts, capitalist and communist, before formulating a plan that he would possibly present.

El Presidente was on the edge of his seat, being near the King-Emperor was one thing, but the idea that a nuke was launched was something that broke the camel's back. Of course the imperialist was plotting to take the Caribbean back as he removed any and all of the puppets that were for American values. It didn't matter for soon they will try something and Strangelove will be one step closer to his goal because of the intent of the Americans trying to stop the El Preidente from becoming a bigger threat than he already was now.

" I do believe that we should stay calm, we must be ever vigilant and try to watch for Strangelove and his associates from destroying the world. Whoever launched this nuke and where it is going, we must pray that the nuke is intercepted or misses its target."
This account must be deleted. The person behind it is a racist, annoying waste of life that must be shunned back to whatever rock he crawled out from.

The Emperor looked around in shock at the missile launch alert, knowing that peacemaking attemps may have already failed. However, they must finish what they started here today for the good of all. Clearing his throat again as arguments began to sprout back up around the table. Giliu said "Thank you to the Papal States for the second. Now that we have that we may commence voting on the subject of establishing a UN Mandate in the Suez area. I would ask all in favor to please raise their hands and say 'aye'."

Giliu himself raised his hand and said "Aye."
