To whom it may concern,


This is a letter formally recognizing that your presence is required in the city of Zatokje for the first assembly of the Chamber of Security.
Presently, the world is under a near insurmountable danger. Multiple states have rocketed to nuclear power, drawing new and potentially horrific consequences onto the stage in which the drama of politics takes place. It is certain, that all states, regardless of continent, disposition or intention, will see the effects of our rapidly shifting political scene. Now is truly the time to unite and overcome our collective issues, some of the greatest ever faced by our people, to ensure peace and prosperity in the future.

The state of relations is currently amicable, with no major tension between Monarchies and Republics, however this is far from indicating true peace in our times. Ausralia is wrought with turmoil as the Antarctostan insurgence rises, and Constanlia faces Gristolite insurgence day after day. It would be permissive and short-sighted to dismiss these undeniably global issues, and as such, Zatokje should be seen as a chance for all to truly secure safety, prosperity and amicable relations with all members of this august community.

ATTENDEES

States to attend at the meeting have been selected by Pelecanus. For this summit, all states in the Chamber of Security are requested to attend. It is expected that a suitable dignitary will attend and that formal diplomatic language and etiquette will be used. States should see this as a chance to foster relations with other states and build their rapport.

The first summit of the Chamber of Security will be held in the capital city of Pelecanus, Zatokje. Zatokje is a government, business and industry hub, with bustling streets and squares accompanied by modern architecture, dotted with historic districts, natural reserves and museums. The area has housed the Pelecanite culture for over 3000 years, formally being founded in 1129. Zatokje is a flourishing trade point, thriving metropolis and the main port of the Pelecanite navy, with a unique blend of cultures from across the lands of the Federative Republic and contains the peak of Pelecanite architectural innovation. Weather conditions range from temperate to semi-tropical, with average temperatures of 26 degrees Celsius, cool seaside winds and lush trees.

Hotel Oceaniczny
The delegates will be staying at the Hotel Oceaniczny for the length of the summit. The state of the art hotel is sleek and modern, situated in the bustling Government District and sits near a railway station of the same name. Oceaniczny prides itself as Zatokje's premier diplomatic hotel, hosting many diplomats on trips in the past. When not hosting a summit, the hotel plays host to significant and wealthy guest as well as public functions in it's many facilities including various sporting facilities, pools, restaurants, spas, gardens and a large multipurpose hall. Rooms in the hotel will be provided in blocks, with each participating state having rooms in the same area to allow for their ambassadors to discuss matters at the conference. For the purpose of this summit, the hotel has been fully cleared and all facilities made available. Security will be provided generally by the local police, and if required the prestigious and local 2nd Heavy Infantry Division.

Conference Hall
The summit itself will take place in the Government District Specialized Conference Hall, located one train stop from the Hotel and high-security rail services will be provided on request. The Conference Hall is also a short drive down the main boulevard, pictured in the bottom right of the attached image of the hotel. The facility contains 50 conference rooms several lounges and a bar, along with a main hall which will be used for the majority of the summit.








ITINERARY

Arrival
Representatives are expected to arrive promptly, and delegates should be on site within 72 hours of the receiving of this invitation. Arrivals will be met at the Zatokje International Airport and escorted by Pelecanite services to their hotel rooms. Any essential cost will be covered by Pelecanus for the duration of the summit.


Day I- Welcome and Introduction
On this day, majority of representatives should have arrived. No formalities are schedules and delegates may familiarize themselves with the Hotel, Conference Hall and tour Zatokje. Any excursions will be provided with a security detail.


Day II- Proclamation of Government
This day entails the official beginning of the Svyat government and any key issues surrounding this shall be addressed. This may include but is not limited to: Time, Naming of Continents and Naming of Oceans.

Any issues surrounding government should be raised by delegates on this day.


Day III- Gristolite Solution
Following intervention by Pelecanus and Constanlia in 1900, insurgents from the ex-state of Gristolite have been causing havoc in Constanlia and the Pelecanite holding of Zatoka. Despite a horrific global conflict being between 1900 and now, their movement remains strong, and a solution is required.

Particular concerns are:
  • Attacks on civilians
  • Attacks on military installations
  • Disruption of trade around the Zatoka area
  • Impacts on the wider communites
  • Rise of Gristolite Terrorism globally


This portion of the summit may be extended if required to allow further negotiation.


Day IV- Ausralian Civil War
In recent weeks, a vicious civil war has broken out in Ausralia. There have been no reports from either party and as such this day aims to open a dialogue between parties and wider members of the international community. Aims include minimizing loss of life and establishing some sort of solution. This portion of the conference may drag over several days if required.


Day V- Open Floor
Day V is open to any state to take the floor and raise issues of international concern of a security nature or to put suggestions to the other branches of government. This period will be extended if required.


Day VI- Departure
Over this day, delegates will begin to depart the conference and concluding remarks made. It is hoped by this day all legislation is signed and a formal conclusion banquet will be held to signal the official end of the summit.

Wlwrym and its representative for this initial summit, the Honourable Allura Vysoren, wish to formally accept the kind invitation presented by our acquaintance Pelecanus.


Allura Vysoren was not well travelled. While not necessarily frowned upon, it was seen as uncouth for a politician of her status to use the people's money to travel. And so, the very interesting culture of Pelecanus was new to her. The buildings, the food, the public interactions. The cultural differences were obvious in many ways and it made her tempted to purchase some books on Pelecanite culture to return home with and study.

In any case, the way money was handled here was familiar, and she herself a growing attachment to the state. Surely, being on the side of the prestigious Pelecanus would be handy should conflict both diplomatic or martial occur.

Allura was not sure how much she'd be able to offer at the summit--Wlwyrm was the last state anyone would expect to take a stance in international affairs, but nevertheless, here she was. They wouldn't have invited a representative if they didn't need her, probably (maybe they were just being kind, to retain a political friendship?).

On behalf of the people of Tetrian, I, Daniel Trittel, address the word to the world.

Dear nations of Syvat,
I am really happy that there is a gathering of all nations in the beautiful metropolis Zatokje in the heart of Pelecanus. Of course, I will come personally for this eventful occasion to participate in the negotiations. Certainly, together, at this big event, we will begin a new chapter in the history of Syvat.

I will immediately convene a conference with my ministers and the Control Council to define the goals and desires of the Tetrian people that I will represent in the coming days. I am still sure that I will arrive no later than tomorrow.

Krelemnistan, and our representative, Ivana Rescimi, Graciously accepts the invitation of attendance to the International Summit.

Rescimi arrived early in the morning, and, expecting the worst, lugged a large bag of frozen food with her. She knew little of the Pelecani culture, and rumor in Krelemnistan was that the pelecanites didn't share her taste for fine cuisine. At least, she had thought, it would be a learning experience to bring back to her advisers. Trudging into the hotel with a pleasantly surprising lack of industrial grime, Rescimi briskly entered her room, so as to avoid interacting with the hotel workers, a taboo in her district.

The delegation from Tetrian landed on time. The big plane opened its doors, and from it poured out some armed men, dressed in dark green uniforms, who quickly formed a closed formation in front of the plane. Trittel got out of the plane onto the accommodation ladder and looked at the large Zatokje International Airport. An impressive sight, the airport's modern architecture was an unfamiliar sight for Trittel, who was accustomed to a more traditional architecture. He carefully stepped out of the accommodation ladder and passed by his security staff, who saluted him. He exchanged a warm welcome with the Pelecanite Welcome Service. The escort to the Hotel Oceaniczny ran smoothly and Trittel arrived unscathed with his entire security staff. After Trittel moved into his room and the area was secured by his staff, he relaxed a bit. He went to the window and looked down at the streets and viewed the beautifully decorated squares near the hotel. Trittel knew that in the next few days history will be written in this city and he was determined to become part of it.

Arrival of Pelecanus




Stansław Lewandowski was whisked by train to Oceaniczny briskly by train. Whilst this certainly played havoc with some commutes by rail, he couldn't help but feel that this was the time to propel himself, and by extension, Pelecanus into the light of the world. A cold night preceded this journey, hopefully not an indication of what is to come. As he casually strolled from the train onto the platform nestled near the hotel, he was surrounded by a contingent of the 2nd Heavy Infantry. A casual exchange of nods, smiles and goodwishes ensued and before long the Head of Foreign Affairs was in the hotel.

With a stern salute, he was greeted by the Head of Reception.
"How many...? He muttered quietly, seeing little in the way of activity apart from the ever noticeable and concerning Tetrians, and the abhorrent reek of Krelemnistani food, permeating the hotel as it thawed. The Head of Reception looked down...
"Four sir"

Stansław's face dropped. He couldn't be angry at the Receptionist. The hotel was decorated stunningly. All he could think is that this very conference is in jeopardy, all due to state interest.

"Thank you..."he replied.

Stansław hoped that there wouldn't need to be words with other states over this later.

As he retreated, admittedly begrudgingly to his hotel room, all he could think of was the hours he and many others poured into the event, for only four to show on time.

"At least day one is free," he muttered.

Now to ring up Krelemnistan's delegate over that stench...

ARRIVALS


The window for arrival begun to close and as such it was time to begin formal proceedings.

Despite this, attendance to the event, at least of the on-time nature, was meager. This could be put down to many things. Flight delays in Emmeria, or preoccupation is Abunya. The most concerning absentees were those from Ausralia and Antarctostan, a pivotal point in the summit. Ausralia's absence is most unusual, though Antarctostan could be seen to object, likely claiming some form of "Pelecanite Imperialism".
As a result, discussion surrounding the Ausralian Civil war would be in absence of both parties, but this will only allow the international community to inflict a solution faster.

The absence of secondary power Emmeria was a concern for any long-term solution implementation, as was the lack of an Abunyan representative to discuss the Gristolite issue. Regardless, no states at the conference were openly monarchies, which will certainly hasten proceedings and further progress, all while reducing the tension between these parties.

The initial day is one of sightseeing and relaxation and it is hoped that in this time more delegate will arrive in Zatokje.


OOC'ly, I will likely stretch one day IC'ly to two OOC'ly to give people two days to post, noting that no IC time has been established. Still happy to lengthen conference too if needed on issues such as Gristolite insurgence etc.

No further delegates have arrived, but those present have had the option to chat and explore Zatokje. Delegates are welcome to arrive at any time throughout the conference.

Day II will bring discussion of government and naming convention.

Trittel paced and looked constantly through the window to the forecourt of the hotel. "I can not believe that so few representatives have appeared here," he grumbled in a worried tone. "Lieutenant Colonel von Falkenberg, is there any news yet? "He asked his security officer, who had only been watching him." I'm sorry, Mr. Trittel. The Pelecanite authorities have not announced any further arrival, "he replied promptly." I hereby order that the security measures be defused. I have to leave the hotel wing, "he hissed at his security officer," I will not refuse this order, but I must tell you once again that the defense minister has voiced his concerns about a leaving the Hotelroom outside of offical meetings. ", He looked at Trittel, waiting for an answer, but Trittel looked at him with a questioning gaze. "I had expected more resistance Lieutenant Colonel von Falkenberg.", Trittel was obviously a bit baffled. "Well, you know that I'm not a big friend of this, that we're showing weakness here by hiding here in this hotel ... that does not really show the strength of our nation," he replied with a strong expression. Trittel smiled. "Well, I am glad that we agree, let's see if we can find one of the other Delgates.", Trittel left the hotel room and headed for the elevator to get into the entrance area.

Arrived in the entrance area he went directly to the hotel receptionist. "I wish you a wonderful day, good man. Please tell the other delegates that I am ready for diplomatic talks if you meet one of them. No, better, I even ask them to visit me. The Tetrian head of state wants one-on-one talks to build diplomatic relations. This is the message you should give them. I will be in the conference room of the hotel. The Tetrian people are in your debt worthy gentlemen." With these words Trittel scurried away to make his way to the conference room. He was sure someone would talk to him, Tetrian's honor was at stake. And the other delegates were certainly interested in expanding their diplomatic relations.

Stansław Lewandowski paced down the hall briskly, he turned to reception, gave a nod, and handed in an envelope marked only with 'Trittel'

This meeting would be important. A one on one discussion with a likeminded state would be handy, Lewandowski thought. A discussion on continent names was sure to occur... as well as more strategic items.

Nevertheless, he was sure discussion would occur over the next hours as day two progressed.

ooc'ly., day two will now drag until next week, or Saturday at the least, to make sure I
myself, and all delegates are in a position to participate.

Following his discussion with Trittel, Lewandowski traveled to the Conference Hall for the bulk of today's negotiations. His entry was not a docile one, bursting through the door of the main chamber, mildly angrily.

"For those of you who showed up..." he muttered sternly as he slammed a document on the table...

"I do hope you all read this, and consider it very carefully..."

The document was marked with HOR, usually standing for the Hall of Representatives, the usual chamber for this kind of legislation, but due to the special circumstances of the conference, it was here now...

Trittel entered the conference room, which seemed infinitely too big for the number of participants. There were no other representatives to attend, so Trittel sat in an empty seat and relaxed a bit. His security chief went to a small pile of documents and brought a copy to Trittel. "You should read this Sir," he said, handing over the small document. "What's that about Falkenstein?" He said to his security officer as he carefully passed the document through. "I do not know Sir, I just saw that it's marked HAR.", He pointed to the envelope of the document. Trittel looked up at him. "It's about having an international name for the continents, which is excellent," he said firmly. "Prepare a letter for the other members of the Secruity Summit, I have an issue myself that needs to be addressed as soon as possible." One of Trittel's bodyguards quickly brought in a typewriter and paper, and Trittel hurriedly punched the keys. The sound of the typewriter filled the room.

Alexej Kandratjew looked out the window of his hotel, taking in the sight of the modern buildings of the city. He was stunned by its beauty.
“What a fascinating view, don’t you think Rudolf?” he asks his prime minister of investigation and law enforcement, who also was his security advisor. “Imagine Halewerus’ rising to this kind of wealth and prosperity.”
“It is a long way, Alexej.” mutters Rudolf Krämer, while looking through papers and maps, planning for emergency escape routes if necessary.
“Oh come on, Rudolf. Leave it be. Zatokje is the capital of one of the most secure countries in svyat.”
“Still we need to be prepared for everything. And I know, it is not my position to say this, but I really would prefer you to take this more serious, prime executor. This is not a weekend trip, but a historical moment. You should show strength and determination, not excitement like a 12 year old kid, especially since Trittel is visiting personally. ” Alexej chuckles.
“Rudolf. This meeting is a chance for a fresh start. A chance for our country to break free of its long isolation and be a part of the world. Tetrian is one of our neighbors, and of course we should make an lasting and serious impression, but not too uptight. We need them to show that the people of Halewerus are glad to finally be able to be heard by the world. I do not know how you greet your Neighbors, Rudolf, but I’m sure they would prefer a warm welcome over a firm face and a knife in your pocket. ”
“Then why are you wearing that red tie and not your usual bow tie?” Alexej looks down on himself, frowning.
“It comes with the grey suit. Although, I have to admit, I hate that thing.” Alexej couldn’t stand the thought, wasting government money on such a petty thing like a suit. The money could’ve flown into education, research or reconstruction. “I miss my brown jacket and all its pockets.”
“I’m very sure you do not need much more than your speech, especially not your calculator.” Rudolf replies. Alexej could’ve sworn, he saw a smile on his face, even if it was just for a split second, “We should hurry. We’re already a whole day to late.”
“Indeed. We probably should talk with Trittel about the troubles his bureaucrats caused. They almost shot us down.”
“Avoid wording it that way, Alexej.” muttered Rudolf, reaching him little cards with the names of the leaders and representatives. Both leave the room, to join the conferrence as fast as they can.

With a huff, Lewandowski entered the room, after retreating for a few hours following his proposal.

"Fistly, welcome to the honorable delegation for Halewerus" he quickly uttered,

"Secondly, you've all had time to look at this, let's get going..." then echoed through the hall.

We are, as the authors of this piece, unambiguously for the resolution proposed, bringing a sense of history and geography to the vast landmasses is of critical importance, and this bill firmly addresses the issue.


OOC'ly, the resolution moves to debate, I could try structuring this, but let's not over-legislate. State any opinion wanted, and propose amendments and in 48h from now, this will go to vote, unless an amendment is proposed, in which case it will go to vote first.

Trittel stepped up to a pedestal in the middle of the conference hall. He laid out some papers. He once more hastily read the lines he had in front of him, then straightened up and cleared his throat. "Dear representatives of the first Secruity Summit. As head of state of Tetrian, I represent not only the citizens of my wonderful nation but all the citizens who are in electoral area 1 of the Hall of Representatives. Therefore, together with my advisors and the honorable Alexei Kandratyev, I have prepared some name proposals for Geographical Sturctures in the North of Ventager. All names are due to the language of the local cultures. The island off the Tetrian coast shall now be called "The Island of Aegir". The sea section between the Tetrian coast and the island of Aegir shall now be called the "Tetrian Strait". The West Ocean shall be called "Glavian Sea" from now on. The sea north of the Continent Ventager shall now be called "Severnajan Sea". The mountain range in the north of the Continent Ventager, on which Tetrian territory is located, shall now be called "Havamal". The large mountain lake in the west of the Havamal mountains shall from now on be called "Lake Isidor". I thank all participants for their time and ask that they review their opinion on the names that I have set together with the Government of Halewerus for International Use. With this speech, I would like to put all mentioned names officially for election. Thank you.", With these words Trittel left the pedestal again and disappeared through the main entrance.

Alexej Kandratjew cleared his throat and straigtend his tie on the way to the stage. "Dear representatives. As the supreme chairman of Tetrian, Daniel Trittel, already began, I, Alexej Kandratjew, prime executor of the federation of Halewerus, would like to continue the designation of the sorrounding lands. As for the main part of Halewerus, which consists out of Woodland, the Halewerusian people and the honorable Daniel Trittel, decided to name it the Klirst Woodland. For the mountains in the north of our humble nation we propose frysta mountains. The islands in the south of the Halewerusian mainland, which belong to our nation, shall be called plamam islands and are located in the halewerusian canal. Thank you very much for your time and I ask for the opinion of every other representative about the chosen names, that our people and the supreme chairman of Tetrian have decided on. We too, would like to put the mentioned names officially for election. Thank you." Alexej Kandratjew bows slightly and short before the audience and leaves the stage.

"I thank the delegations of Tetrian and Halewerus for their speech"

"The primary concern to be addressed is the status of the current legislation"

"Despite this, we recognise the names proposed in the territory of Tetrian and Halewerus, however we will not recognise the names of any oceanic bodies as maritime borders and law are not yet established"

"We hope that the delegations make effort to clarify their position on the current resolution, and clarify directly any alterations"

"Furthermore, we remind the international community the Pelecanus will represent Electorate 2, and secure sovereignty and prosperity for our people."

He took his seat calmly, making a quick glance around the room.

Trittel had just entered the room again. Then he picked up a microphone from a nearby table. "I understand that the Tetrian and Halewerus Governments have no authority to name the seas outside their borders, which is why we see these names as suggestions only, and we would like to make these names officially available to the International Society and therefore call for an election process to ensure that these proposed names are official. Since this day was still meant for official government issues, I decided to put those names to the vote would be appropriate. ", Trittel cleared his throat briefly. "As far as the existing Secruity Summit documents are concerned, Tetrian has been involved in all the contracts and agreements of this summit so far, so I fully agree with all the decisions made. Thank you all for your time."

Kandratjew read and discussed the final notes of the legislation with his prime minister of foreign affairs just in time. Trittel took his seat and Rudolf Krämer gestured Kandratjew that it was his turn. "As an representative of the people of Halewerus, I agree with the legislation so far and do not have any concerns or remarks." He took his seat and read the files again to make sure, he didn't miss anything.

Lewandowski rose.

"Seeing no proposed amendments, this resolution, HOR00001- Continental Naming Convention shall now go to vote."

"Pelecanus reminds all delegates that acceptable votes as per the constitution are For, Against and Abstain."

As the words flowed from his mouth, he quickly glanced at the delegates in the room.

"Pelecanus will start the voting, as the proposer, voting 'For' the resolution."

He quickly took his seat.

OOC'ly voting will last for 48 hours again to allow for everyone to see and vote on the issue.

Kandratjew stood up, taking the microphone. "Halewerus is voting 'For'." He sat down, looking to the other delegates.

Trittel rose from his chair. "In the name of the Tetrian people I vote "For" the resolution." He sat down again and waited for the answer of other delegates.
