The Toronto Talks



The date is June 27th, 1964. A person looks at some files in a government office in Ottawa. They consist of documents referring to threats of war between the North American nations. The worker sighs and looks around for anything to help him in his case of supporting a sit-down between all North American nations to the Foreign Minister, Prime Minister and the King. This man is Joseph Lane, a member of the Anglo-American Parliament. As he looks through, he finds between the messages, threats and other stuff, to see the words written: 'I am willing to negotiate, if you agree with it.' It was the USA, presumably directing it to the CSA. He had what he needed to get the ball rolling. He sorted things, and went on his way, to give the documents, and hope for the best.

July 1st, 1964. A message comes through the mail. It was from Parliament, directed specifically to Joseph himself. In the envelope, sat a piece of paper, which has this to say: -"Dear Mr Lane, after careful consideration between our men at Parliament, we have come to the conclusion of permitting this to go forward, but you will head the talks, as it is your idea. We wish you the best of luck in this endeavor, and may god be with you.." Joseph jumped with joy, but then went into a thinking pose a moment later, wondering how will he get it moving. He chose in the end to send invitations to the location, then they'll sort it out in the sit-down.




RULES


  • Only join in if invited. People can watch, but the talks will happen between the main nations.
  • Play fair. These are diplomatic talks, not a war. No need to go all 'lets kill X here and now!'

Miguel Valdes sat among a pile of papers, most of which pertained to the recent nationalization of major Agriculture industries, although his primary focus was on a letter he had just received from Anglo-America. It called for a conference to be held in Toronto, primarily to deal with the problems between the CSA and USA, although also with the opportunity for an international organization to be formed. Valdes knew, just as well as everyone in the Legislative Assembly, that it was only a matter of time before the US decided to attack Mexico's Ally, pulling an unprepared nation into a war that could devastate everything that his administration was trying to build.

Prime Minister Valdes wrote the following letter to the Anglo-American Joseph Lane:

Joseph Lane,
It is with great happiness that Los Estados Unidos Mexicanos accepts your invitation to a North American meeting and we are more than willing to do whatever it takes to make sure that a reasonable, mutually beneficial agreement can be made to assure the peaceful continuation of all national sovereignty within the continent. It is the responsibility of every nation within our continent to work with one another in order to adequately defend against external attacks, both physical and otherwise, which is only possible if all of our nations work with one another instead of standing segregated. I will be dispatching Caudillo Luis Mendoza to attend this conference in my stead and give him full power to make decisions both on my behalf. He is both a military genius and popular politician within his state, making him the perfect selection for a meeting of this nature. That being said, Spanish is his primary language and we will be sending a translator to assist him.

All that said, I can't wait to hear the results of this meeting and hope to be pleasantly surprised by the outcome. Although Mexico has always striven for a peaceful, stronger North America we are not afraid to seek outside help if our fellow continental nations are not willing to work with one another.

After writing the letter he gave it to his secretary to be sent immediately to the Anglo-American representative known as Jason Lane. Afterward, he called Caudillo Luis Mendoza and left the following message:


Caudillo Mendoza, I want you to prepare to leave at once for a delegation being held in Anglo America. Although you have the power to act on my behalf, report back frequently with any developments and make sure that the will of both the people and the Legislative Assembly are upheld. Do not compromise the nation under any circumstances, and please keep our talks with the USSR in mind when taking separate matters into consideration. Although I am hoping for the best, it would be foolish to assume that anything major could come out of a delegation such as this one. The Americans are a menace, constantly showing aggression towards not only Mexico but also towards our allies, and any deal brokered with them needs to be taken with a pinch of salt.

I am entrusting you with the greatest amount of power Mexico has ever sent in any form of foreign summit. I know that you will conduct yourself in a manner befitting your role and I want you to make certain that you allow no disrespect to be shown to yourself, the Legislative Assembly, or the Mexican State. They need us just as much, if not more, than we need them and this needs to be something that remains in your mind throughout the meeting. I am not certain how long this will take, but rest assured your post and honors will remain the same, if not greater, upon your return.

After a diplomatic communique from Canada reached the hands of American diplomats expressing interest in a Pan North American diplomatic summit, it worked its way up the State Department at lightning speed and within a day it was on Dean Rusk's desk. President Kennedy called with Secretary Rusk to discuss the offer. Attorney General Robert Kennedy, Vice President Joseph Kennedy Jr. and Secretary of Defense McNamara were also present.
"Mr. President." McNamara began "While this negotiation may at first seem beneficial to us, there is no doubt in my mind that it will be used by the Mexicans and the damn Rebels to twist our arm and weaken us. I'd bet their just trying to get us into the conference room and force their demands onto us so the Canadians will back them on it. We cannot allow this to happen."

"John,I disagree, I think this could really help stabilize North America. The Canadians have already signed the Treaty of Seattle, relations with them are at an all time high. Plus, even if they do try to force demands on us, any kind of international agreement would have to go through Congress so we could kill it there and end any risk of pressure." The Vice President spoke up.

"Secretary Rusk." Kennedy slowly spoke "What is your opinion on the matter."

Dean Rusk paused for a moment, thinking, then slowly spoke. "I believe that if there is a real diplomatic solution to regional stability to be found here, we should seize the opportunity. Mexico has been saber rattling now, even despite the increasing public opinion in favor of the South. If we could get things settled here, it would be a great leap forwards for our international relations."

"Alright," Kennedy nodded "We'll do it." He turned to his younger brother, the Attorney General, "I want you to go to Toronto and represent our nation there."

"It'd be an honor, Mr. President."



That Afternoon, John F Kennedy gave a speech in front of the White House to an assembled crowd.
"My fellow Americans, there has been a major development in our international relations of which I would like to inform you here today. Canada has, through diplomatic efforts, created plans for a Pan North American Conference to be held in Toronto. This morning, the proposal reached me, and I have decided that the United States of America will be attending. Our Attorney General, Robert Francis Kennedy, will be heading the American delegation."

"Gentlemen, this might be just what we were waiting for."

Lyndon B. Johnson spoke to a room full of members of the Black Socialist Party.

"Anglo-America has invited us to a meeting in Toronto to discuss the problems of North America. Since tensions between us and the US are only increasing, and they are drifting closer to an alliance with Canada, it is imperative that we use this as an opportunity to improve relations with both of them, as well as Mexico.

The assembled members of the Black Socialist Party murmured to each other. An old black man finally stood up, addressing Johnson. Although he looked old and frail, as leader of the Black Socialist Party, he effectively controlled Johnson and was the most powerful man in the country.

"We agree, diplomacy must be our first priority at this meeting, we must not start conflict with the United States. I propose that we send Dr. Martin Luther King Jr. to lead the delegation, for his experience in peacemaking will be useful at the conference."

MLK stood up when acknowledged, determination in his eyes. He had been given a seat in the Black Counsel for his work improving race relations in Alabama and Georgia, using the shared belief in God to unite the southern black and whites. Before he could speak to accept the nomination, he was interrupted.

"I must protest. What qualification does the "reverend" have in foreign affairs that makes him qualified? If we send him to Toronto, he will bend over and kiss the white men's feet, let them force whatever they want on our country, just like they forced their religion that he has embraced on our ancestors!"

"Mr. Little, please, now is not the time for your-"

"I told you that is not my name! Little was a surname given to my ancestors by the white man when they attempted to destroy our culture! I am Malcolm X, and I am tired of-"

"Perhaps,"
President Johnson interrupted, trying to steer the conversation away from the dangerous waters it had entered, "if Mr. X is concerned about King's lack of foreign affairs experience, we could also send my Secretary of State and former senator Jimmy Carter as well? He is experienced, and conservatives dislike him less than anyone in my administration, so it would appease them as well."

"Very well then. King, prepare your bags, and someone go tell Carter. This meeting is dismissed. Malcolm, stay after for a few minutes, we need to talk."

August 10th, 1964 - Toronto

It had been a week or so since the letter was sent, and the finally, everyone arrived in Toronto, for the negotiations. Joseph was sorting things out with the security detail for a bit, as the delegates arrive to the location. -"I want you on alert. If the delegates try to roughhouse, you'll intervene on my command, got it?" The Security team leader nods, and says: -"Sir yes sir!" The guard walked off, and Joseph sighed. -"I hope we could get along with this, and not be at each others throats." He walks off, to sort some files, as he was not expecting them for not another hour.

OOC - Sorry it, isn't much, as I am tired, and few other things happened, and of course, this skip wasn't my idea, but it'll get the ball rolling.

Caudillo Luis Mendoza quickly walked up the steps to the building where the meeting was to be held, flanked on either side by a member of the Governmental Guard. These soldiers, who are picked from some of the most qualified soldiers within the Mexican Military Academies, were wearing field uniforms as opposed to ceremonial dress and were fully equipped with everything that a soldier within the People's Army of Mexico could be expected to have. His translator, a smaller and meek individual with thickly rimmed glasses, followed behind the three of them as they quickly worked their way to the doorway. The Caudillo himself was in the full uniform of the Defense Secretariat, including just over a dozen medals and honors earned throughout his illustrious career with the People’s Army and the Political administration. His all black uniform was adorned with golden buttons and epaulettes. His muscular build was one of a lifelong soldier, although he stood only 5 feet and seven inches tall. He readjusted his glasses and began to speak to the guards as soon as he had made his way to the doorway:

Somos la delegación enviada desde México. Nuestro tiempo es precioso y queremos que esto se resuelva lo más rápidamente posible. Por favor, nos muestran a la habitación donde las negociaciones se llevaron a cabo de manera que podamos finalmente a la derecha a lo largo de un siglo de injusticias que enfrenta el pueblo Mexicano. Por supuesto, mis guardias y traductores tendrán que acompañarme si esperas que alguien de mi estatus continúe. Gracias.



The translator, who was a solid three or four inches shorter than the already average height Defense Secretariat, hurriedly ran up to the men at the door and translated to the best of his ability:

W-we are the Mexican delegates and the Caudillo here would very much appreciate it if you could show us to the negotiating room as quickly as possible. He has a great number of duties within Mexico and we have limited time to reach an agreement here before we must return. Because of his high status within the Army and Government, the guards and I will have to remain with him at all times if you want us to continue with the negotiations!


The Caudillo began to light a cigar while the translator was speaking, exhaling the smoke into the general direction of those waiting at the door. As the translator finished, he held it to his side and waited for them to lead him into the negotiating room. The two soldiers, both seemingly no older than 30 but with very clear indicators of steep physical training, kept at least one hand on their weapons at all time as they surveyed the surrounding area to make sure that there were no imminent threats to the Caudillo.

One of the guards looked at them, before saying: -"Alright, you can go through. Just leave any weapons here. Diplomats are to leave any weapon here if they have one, while your guards are permitted to wield side arms like pistols. We'll lead you through once the weapons are handed over."
The second one said: -"It's just for the safety of these talks, we don't want a diplomat to end up injuring another diplomat in these here talks.."

Meanwhile.. A guard walks into Joseph's office, and says: -"Sir, the Mexican diplomats are here." Joseph stands up, and with some pride, says: -"Good, bring them to conference room. I'll be with them soon."

The Attorney General arrived flanked by his party and 5 armed guards. A crowd gathered around Kennedy as he approached. His guards tensed up, but he remained calm, greeting people and shaking hands as he moved through the crowd and towards the entrance of the building where the negotiations were to be held. As they approached the door, the guards, who were wearing dress uniforms, though the bulk of their coats suggested that they were wearing body armor underneath, laid their M14s on a table in the hands of Canadian security, As they entered and walked down the hall, several of the guards checked their Colt M1911s to ensure they were ready to be used if anything happened.

Carter, MLK, and the rest of the Confederate delegation exited the plane, as they had finally reached Toronto. Nervously, Carter spoke to MLK in a hushed voice.

”It seems that the Mexicans and the Yankees brought a lot of armed soldiers, should we have done that?

“Of course not! We’re here to make peace, now aren’t we, and how can we do that if there is no trust? This is a diplomatic meeting, not a military parade! I’ll have to say something about it once the conference starts.”

“Uhh, are you sure that’s a good idea? We don’t want to anger them, and I suppose that they need them for protection.”

“No one’s going to assassinate us! And anyway, the Canadians just went through a civil war, I’m sure their guards are on full alert. We cannot live in fear if there is to be progress. Now, quiet down, here comes our welcoming committee.”

The guards led Caudillo Luis Mendoza, and his detail to the conference room, which was a medium sized room, with a circular table right in the middle, with designated seating positions, with the Canadian seat at the northern side, the US one on the western side, the CS on the eastern one, and finally, the Mexican one on the southern side. As they would walk in the room, the guard spoke to them, and said: -"Please take a seat, as Delegate Lane will be with you shortly. Sorry if this is a inconvenience, to you, Delegates."

-[The US Delegation]-


As the US delegation walked through the hall, the guards walked onto them, and they stopped. One of guards instantly, without hesitation, said: -"This way, Delegate Kennedy. We'll lead you through here." They presumably followed, and then the guards stopped outside, and stood to the side. -"Right in here, sir. Have a great conference." The guards saluted, right after this.

-[The CS Delegation]-


As the Delegates from the CSA walked towards the welcoming party at the airport, they could see a limousine arrive. It was a cloudy day already, and small droplets of rain had begun to fall. The head man of the welcoming party walked up to them, he said: -"Good day, Delegates! Welcome to Toronto! Let's go get in the car, shall we?" The soldiers who were at the airport, saluted them, as they walked to the limo.

-[The Anglo-American Delegation]-


Joseph was still in his office, readying himself for the other Delegates. He wanted to make a good first impression to them all, to show that he would be meaning business, front and center in this conference. He turned to his security adviser, to ask a question: -"Are all delegates here, Harolds?" The Adviser turned to him, and said: -"Negative, but all Delegates are in Toronto. The CSA Delegation just got off their flight here. The US one is about to enter the conference room, and the Mexican one is already in the room." Lane chuckled a bit, and said: -"Good. I'll be down there soon."

About 15 minutes later....

-"Alright, so since everyone is here, welcome to the talks! You all know why we are here: To deal with our internal problems on the continent, and fight with words for peace, on this great continent." Joseph looks to all the delegates, and then says: -"As much as I would love to continue talking, I'll hand the mic over to Mexico's delegates, and they will continue from there. For now, we won't get into most of the major problems that loom over us."

Caudillo Luis Mendoza slowly lit another cigar, bringing it to his lips and inhaling deeply before exhaling over the conference table. He repositioned the medal at the center of his chest and stood up, puffing on his cigar almost continuously while straightening out the bottom of his uniform in order to make sure that there was not a visible seam or wrinkle. He spoke carefully and loudly, saying the following:


Todos sabemos por qué estamos aquí. Soy responsable de asegurarme que venimos a un acuerdo y soy decidido a asegurarme que no vuelvo a casa deshonrado. Next, Mexico wants to address the large oil reserves that are being discovered in the Gulf of Mexico. Because this has the potential to create a lot of division between us and the CSA, we recommend dividing all the costs of establishing oil rigs in the Gulf and, in exchange, dividing all the collected oil found in the Gulf of Mexico. It is imperative that we make sure that these natural resources create multiple stronger and unified nations rather than allowing them to divide us. We also want to create a free-trade agreement between all Member States, without import tariffs or protective trade practices that cause unfair advantages to one nation over the others. This economic cooperation, together with economic cooperation in other ways, would greatly improve the overall trade capacities and economic strengths of all member countries.

Finally, we want to make sure that our nations are properly defended in the case of foreign invasion. I want this organization to provide a defensive system that comes to the aid of any Member State in the event of an unprovoked invasion or foreign. This would ideally mean that Member States have troops stationed along the land of the other Member States and joint drilling between our armies in order to assure the maximum amount of effectiveness and cooperation possible in the case of a defensive war.




The translator nodded quickly, sweating profusely from his forehead and armpits. He wiped his forehead with a handkerchief before sitting back down and instantly looking down onto the table and his notebooks, where he was expected to write detailed reports on the ongoings of the discussion. Caudillo Luis Mendoza continued to puff on his cigar, as he had done throughout the time his translator was speaking, before laughing as soon as he had finished. He looked at the other delegates inquisitively, although not saying anything or motioning at all.

"In a perfect world, denuclearization would be a great thing, but in practice, the removal of all but 100 of our warheads would leave us insufficiently armed to ensure Mutually Assured Destruction and keep America safe from the meddling of the world's superpowers.

As for the Gulf situation, I feel the two parties contesting those resources should discuss it, but America would happily serve as a mediator. Furthermore, the United States would happily agree to a free trading pact between the nations of North America. Your idea of a Pan American Mutual Defense Treaty is also appealing, but I feel that stationing troops in other American nations is perhaps a bit too far a bit too soon. Joint drilling and defense planning, however, is satisfactory to the United States."

-"If I may, gentlemen.." Joseph moved his microphone towards himself, and started speaking. -"As I must say, as much as the nuclear disarmament would be favored, we cannot do it at this very moment. As we look around ourselves, we are threatened by powers who want to undermine our control. It wouldn't be wise to remove parts of the arsenal of democracy."

He sighed a bit, before continuing with another part. -"Now, onto the idea of a North American Free Trading Pact would be wise, and a good idea, as it would enhance our economies, and it will help them grow massively. Also, the idea of a military alliance also sounds extremely wise, as we could solve our conflicts between each other, and focus more on the external side of security. To continue, I suggest that also a Pan-American police force could also sound like a wise idea, giving us a place where we can look into all criminals in our databases; giving us a bigger chance to capture and arrest anyone who tries something foolish in one of our nations." He said then one more thing, before pushing back the microphone back away from him: -"Back to you all, gents."

Caudillo Luis Mendoza snickered before leaning back in his chair, slowly pulling another cigar out of his pocket and flicking his lighter open. He let the flames dance momentarily before pressing it against the cigar and inhaling, followed by him snapping it closed and placing it carefully back into his pocket. After he had had a minute to begin smoking he grabbed the cigar and pulled it from his mouth, exhaling deeply onto the table. He began waving it around along with his words:


Parece que crees que México se compromete a nada mientras no recibir nada a cambio. México no necesita entrar en este acuerdo y mi participación aquí está fuera de nuestra alianza con la CSA, no más. No tenemos planes de formar ninguna alianza militar sin medidas adoptadas a la desnuclearización. Además, ¿cómo se espera que nos compromete a una fuerza de policía internacional cuando así simplemente ponga mexicano de demandas y necesidades sin ningún intento de negociar o ver la razón? La edad de México pasivo es terminada. Somos una nación fuerte, autosuficiente que no se puede simplemente dejar de lado con cualquier expectativa de cooperación sin reciprocidad. Yo le recomiendo que cambie el enfoque antes de esta delegación deja fuera de insulto.




Visibly annoyed, he jabbed his translator with his elbow, causing him to jump out of his seat quickly and with a slight wince of pain. He began to read from his notes quickly, the thick cigar smoke slightly clouding his vision:


It seems that you think Mexico will commit to anything while receiving nothing in return. Mexico does not need to enter into this agreement and our participation here is out of our alliance with the CSA, no more. We have no plans to form any military alliance without measures taken towards denuclearization. In addition, how are we expected to agree to an international police force when Mexican demands are so easily cast aside without any attempt at negotiation or compromise? The age of a passive Mexico is finished. We are a strong, self-sufficient nation that can’t simply be ignored with the assumption that we’ll cooperate without any form of reciprocation. I recommend to you all change your approach before this delegation leaves out of insult.


As he finished he sat back down next to the Caudillo, before the Caudillo leaned over and began to whisper into the ear of the translator. After he had finished, the translator nodded quickly before beginning to write quickly into his notebook, taking great care to shield it from the rest of the representatives. This continued as the Caudillo began smoking again, waiting for a response that he hoped would keep him from returning home without any results.

Joseph looked at Caudillo, with a bit of stress, but then he silently thought for a bit, and then pulled his microphone back to him, and started to say: -"Well, Delegate Mendoza, I can see the situation, and.. Even though this will sound hypocritical to my previous statement, I would wholeheartedly accept the nuclear disarmament plans, but on one condition: That the limit could be raised to 150 warheads, with the possibility of lowering it to 125 or even 100, if deemed necessary. We need to keep a tight leash on everyone, so nobody goes trigger happy on us, and pops one open. I also believe that we could make a Nuclear Commission, where a group of people from all of our nations come to inspect our nuclear reactors and warheads, and also make sure that we dispose of nuclear material in a safe manner, from warhead or not. It is in our great interest to keep North America secure from external, and more importantly, internal threats. So, a nuclear commission would have great benefits in hand. Back to you." Joseph pushed his microphone away, and as he pushed, he knew one thing, which was that some people in the Canadian Military will not like this situation.

MLK sighed, glad that the Canadians were willing to compromise, for he knew that the nuclear issue would be the largest obstacle to overcome at the conference.

"The CSA agrees with Mendoza's stance on denuclearization, as we have already greatly reduced our nuclear stockpile as well as stop development of all nuclear weapons, only retaining a few hundred supplied to us by our ally Britain. 300 missiles is more than enough to protect this continent from any attacker and to keep the MAD philosophy alive. While I must point out that Mexico's banning of nuclear weapons is somewhat a mute point since Mexico was never in a position to mass produce WMDs on the level of the other 3 countries here, they should be admired for their step in the right direction towards peace, even if it is a small one."

"While a joint military force may be a bit of an overstep, a defensive alliance between our nations is definitely a possibility, especially from an attack by communists or imperialist Europeans. However, if greater integration between our militaries is to occur, the most important factor to keep in mind is trust. There would be no military secrets or technology not shared, in exchange for the security that the other members are doing the same. Every military leader must realize they are making decisions not just for their country, but for their continent."

"Now that I've blathered on for a while, I would like to allow Diplomat Carter to speak about the economic issues this continent faces, specifically the new discovery of oil in the Gulf of Mexico."


Next to the legendary Rev. Dr. Martin Luther King Jr., Carter looked like a skinny pale pathetic tiny marshmallow boy, which he was. Still, with determination in his eyes, Carter began to speak.

"Thank you King, now let me get right to the chase. While the oil deposits in the Gulf of Mexico are still being explored, it appears that the majority of them are off the coastline of the Confederate States, making them ours. Now, this issue should be addressed at a separate meeting in more depth later, since it is largely irrelevant to the US and Canada, but it is the common consensus of the people of the CSA that the majority of the oil reserves are rightly ours, but we are willing to negotiate."

A hush slowly fell over the majority of the conference room, save only a couple of angry noises from the Mexican delegation. King prepared to stand up once again, as he knew this would only provoke more trouble.

Caudillo Luis Mendoza stood up slowly, extinguishing his cigar on the table while breathing out the last bit of smoke that had failed to vacate his lungs. He rubbed his mustache for a couple of seconds before beginning to speak again, knowing full well how important the next few pieces of debate were for Mexico to consider joining any treaty of this caliber. He chuckled lightly at the prospect of sharing all, or even the majority, of military information with these people before continuing:


"Quiero dejar bien claro que México no tiene intención de adherirse a este tratado a menos que favorece nuestra propia capacidad de ser autosuficientes. Esto requiere que el petróleo en el Golfo para ser distribuidos en una forma que favorece tanto a la CSA y México. La mínima cantidad de petróleo en el golfo, nosotros estaríamos dispuestos a ayudar a desarrollar y reclamación sería del 20%, con nada menos que informarnos de que estaríamos mejor alinearnos con el bloque oriental en su lugar. El tema tiene que ser abordado aquí y ahora.

A continuación, a la vez que os agradezco vuestro aprecio de nuestra política nuclear, creo que deberías intentar abstenerse usted mismo desde ambiguo insultos en el curso de esas conversaciones. Hará que ambos nos obtenga a lo largo de mucho más agradable si usted puede abstenerse a sí mismo de tal pueril acciones. Estamos orgullosos de todas nuestras acciones nacionales y menospreciar a ellos no hace nada para promover estos debates. He slapped his translator on the shoulder so that he could speak, causing him to jump out of his seat and stand next to the begruntled Caudillo. The translator quickly glanced down at his notes below before speaking in a more serious manner than previous talks, knowing full well how much these points needed to be driven home.


"I want to make it abundantly clear that Mexico has no intention of joining this treaty unless it furthers our own ability to be self-sustaining. This requires the oil in the Gulf to be distributed in a way that favors both the CSA and Mexico. The minimum amount of oil in the gulf we would be willing to help develop and claim would be 20%, with anything less letting us know that we would be better off aligning ourselves with the eastern bloc instead. The issue has to be addressed here and now.

Next, while I thank you for your appreciation of our nuclear policy I think you should attempt to refrain yourself from backhanded insults in the process of these talks. It will make both of us get along much more nicely if you can refrain yourself from such childish actions. We are proud of all of our national actions and you belittling them does nothing to further these discussions. That said, we are willing to look through this and be grateful that you are also willing to limit your nuclear arsenal. Lastly, it's foolish to assume that everyone here would be willing to share "every" one of our military secrets and all of our military technology. I am Mexico's military leader and my only goal is to make sure that my nation is secure. To provide anyone with this level of information would run counter to the very nature of my position and my duty. While I agree that military cooperation is important, the level that you are suggesting is not feasible or agreeable within the Mexican mindset. All of these points are integral to our cooperation, so if there is any issue let us know so that we do not have to continue wasting anybody's time."


As the translator finished speaking both sat down, the only difference being the Caudillo offering a cigar to his translator and guards before lighting one himself. As all four of them lit their cigars, they began to wait for the response from all delegations. The Caudillo began to think about the opportunities that were sprouting from the Eastern Bloc and started to question the validity of the conference as a whole, knowing full well that an accord between four radically different nations was extremely unlikely in the current political climate. Although he knew that his current job was to attempt to reach an agreement here, he felt that the other options were beginning to look more promising in terms of their overall return.

MLK motioned for Carter to be quiet, then stood. Caudillo had understood more of the underlying tones in his speech than he had led on, or at least his translator had. He knew he had to pacify him quickly, even if it wasn’t the most orthodox approach.

”Of course, I was not suggesting that Mexico would not be allowed access to any of the oil in the gulf! I believe 25% is more than reasonable, although further negotiations on that would have to be made. And my vision of an integrated North American military may seem far-fetched now, but my only intention was to describe a possible future for a North American alliance, as in the beginning our interactions would of course be much more limited.

Now then, I would not like to argue with our closest ally at this conference any longer. I must bring up the issue we have all been dodging around: Oklahoma. While I congratulate the US and Canada on their successful agreement on their new borders in the Treaty of Seattle, it begs the question of if Canada must return territory they took from the US if there is to be any cooperation between those two, then why should our situation be any different? Oklahoma and Northern Texas are rightful Confederate lands, that have been part of our country ever since the War of Secession and were only taken after World War I. Now, granted, few dislike the underlying reasons for the War of Secession more than I and the other members of my race, but it has proven to be in the long run beneficial to us. And while the taking of land from the Confederacy during the First World War was at least justifiable by the argument that it freed black people from the horrors of the Black Codes, that argument is no longer valid as we are now free from all bondage. There is now no reason for the United States to retain control of Oklahoma and Northern Texas, as the members of my race in those territories yearn to rejoin us even as you pretend to protect them.”


MLK finally sat down, weary yet still alert. As the next speaker moved to respond, Carter whispered to him.

”What did you just do? I thought that we were supposed to not seek out conflict with the US at this meeting?”

“I know, but staying in good relations with Mexico is more important right now, and this shifted the conversation away from oil. And the Oklahoma issue needed to be brought up, it’s one of the main reasons we attended.”


Carter digested this with a worried look on his face. The CSA and Mexico, along with Britain, were the 3 strongest socialist and nonaligned nations in the world, and with Britain and Mexico fighting over Belize, he knew that cooperation with Mexico was important if either of them were to stay neutral. Still, he had a sinking feeling from looking at the US delegation, as he was fairy sure they were not going to be handing over Oklahoma that easily, and pressing the issue could easily lead to war with the strongest nation on the continent.
