You know books. Those things people used to write things on before computers (and subsequently Microsoft Word) and after single sheets of paper that had to be rolled up into 'scrolls'. Books are good at getting lots of information from one person to another quite easily.

Most books are absolutely harmless. The work of fiction writers, state-endorsed historians and the Grand Leader him-(or her-)self. These books are the ones that your populace can read in peace, knowing that it will all be alright after they absorb some wholesome _{state propaganda} FACTS. They know that by reading these books and not other books, they are doing their duty to their country and not being terrible insurrectionists hell-bent on destroying the nation, its people and all good things. After reading these books, special ops units won't break down their doors and arrest them all for sedition.

However, some books, for one reason or another, are deemed too dangerous for public consumption. Perhaps they are _{actual facts} SEDITIOUS PROPAGANDA from an _{unbiased reporting agency} ENEMY NATION, or maybe they are _{an exposé into Grand Leader's affair with a staffer} UTTER LIES, or maybe even _{the combined works of Amanda McKittrick Ros} THE COMBINED WORKS OF... Oh, the other guy hates Amanda McKittrick Ros too. Nice.

Unlike the first kind, reading these books WILL result in Spec Ops kicking down your door, killing you and your family and burning your house down... Or maybe just a fine or a slap on the wrists, I don't do non-dictatorial speech very well.
