If we need a passport in order to pretend to have entered some other nation legally, we just make it match whatever their legal system thinks it "needs." We're all able to forge things at least at expert level since the ability to convert images and materials into replicable, mathematical program code - which is then used to make exact copies of things - is literally innate (it's programmed in as a base capability).

Because of this, we don't even bother having official passports or any other such documentation of our own. When all paperwork has a five-nines chance of being a forgery, it's just a waste of materials to even produce it. Even our money is not a fiat variety, but instead, actual physical Energon. (And yes, some of us have finally figured out how to counterfeit that, too.)

Of course, our government supports our "document generation," especially when done to get into or con foreign lands. We Decepticons wouldn't tolerate an un-Decepticon government.
