In which issues do you get the banner "Avast! (keel-haul scurvy dogs)" and how do you have to answer them in order to get it?

Possible option 2 as well, though I'm not certain.

There are other pirate issues, but I think you have to get this particular issue for that banner — though I am not sure.

Naeh, the only moderator that really comments here is Ransium.

Maybe Ransium knows it. But I don't think that legalizing pirates is it necessarily, because they become "keel-hauled" according to the banner. So I think it's rather persecuting them. This is why I sided my Lord High Admiral.

If an editor can be gotten on board, I recommend that the Avast! banner's subtitle be changed from "Keel-haul scurvy dogs" to something less misleading and more obvious that it requires joining with pirates to obtain (either as privateers (201.3) or as national tradition (201.4)).

For example:
*Sing shanties with seadogs, savvy?
or
*Yo ho, it's a pirate's life for ye.

(Although fwiw, I also think that 201.2 should unlock it and the "rum-swilling pirates" descriptor, as pirates become a fixture of the nation in that effect line as well. The thematic reason that 201.1 wouldn't unlock the banner/descriptor is that the pirates get removed by the expanded navy, and so are no longer a fixture of the nation.)

(Perhaps an additional banner for 201.1, showing a ship of the line or whatever, would be appropriate to reuse the current subtitle under a different banner title/image.)

Then I hope some of those fans would actualize it there, because that is where we can see all the banners we have and don't have. Or do you know another page that lists all banners?

It doesn't show the pictures, but the banner page in settings does list and give the description for every banner.

Yes, but you can't see them themselves. So without the linked site, I wouldn't know what banner is which.
