Endorsement Census bug?

I was looking at the most endorsed and saw this. I reloaded a few times and it still happened.

Censi don't update in realtime. Wait half an hour and see if it's still there.

Yes it’s still there... the nation that says zero also apparently has had top 1% for 6 days

As I type this, Gladio II is #1 and Siwale is #2. Death Raider is not on there.

It is a recurring bug - I found nations, join WA and start tarting all the time and get first for endorsements with 0.
