I am too small to submit an issue, but I had this idea when I first played this game 5 years back and never knew how to submit it at the time.
Some sort of non-deadly plague/outbreak, so that population wouldn't have to be affected. Maybe something like a disease that makes lowers IQ, but makes citizens happier. Blissful ignorance. So it can affect intelligence, health, and happiness of nation if it spreads, instead of population numbers.
I have a feeling there are already issues similar to this that I just havent encountered, but I felt it was worth asking for an opinion. This is just a quick and very rough outline, I just am curious as to if this has been done too many times already.

Possibly only valid for nations with low public healthcare and/or health, but maybe all nations would make more sense.
Choices:
-Allow disease to spread. -Cheerfulness gets big boost, intelligence lowered, ignorance increased, and science related industries lowered.
-Quarentine the whole capital. -Would increase authoritarianism, hurt civil rights.
-Invest government funds into finding cure. -Public healthcare and Health would increase, but it will hurt the economy.
-Increase education funding. -Cheerfulness gets boost, public education gets boost, ignorance only increases slightly. Hurts the economy.
Would this be worth expanding on?
