I would like to increase my employment rate since it is currently very low. How should I address the issues to improve the employment rate?

Try strengthening the economy. So take the side of corporations and businesses when addressing an issue

Communism, there is no clear way to increase employment in a capitalist nation.

Depends on what type of country you want to run. In Communism you can easily get high employment because you make it mandatory for all people to have jobs. To get to this type of government you need to increase the government size, which comes with increased taxes. Any issue that involves sending people to work, you choose that one.

If you're after a more free market economy then side with industry more. If you side with businesses more they will hire more people and your economic freedom will go up.

Being more pro-business in issues will do it.
